3.1 DESCRIPTION AND SCOPE

The United States Forest Service (USFS) has a requirement for an Aircraft Computerized Maintenance Management System (CMMS) for the Fire and Aviation Management (FAM), Washington Office (WO, West).

This USFS Aircraft CMMS acquisition requires a Service-wide aircraft and logistics information management system to support U.S. Forest Service aircraft at multiple associated facilities. This system will provide maintenance tracking and logistical support for aircraft, aircraft parts, and tooling and establish common processes for managing logistics across the Forest Service. The ability to maintain full operational capabilities and minimizing costs are fundamental goals. It is desired that the CMMS system be robust and interoperable with legacy civilian logistics systems for the transfer of existing datasets that exist within the agency and other sources (Excel, Word, PDF, etc.). Future interoperability capability with these systems, beyond transfer of datasets, is desirable.

3.2 TECHNICAL REQUIREMENTS

Commercial-Off-The-Shelf (COTS) product configured to provide the following:

(a) MAINTENANCE MANAGEMENT FUNCTIONS

(1) General Aircraft Maintenance Management: CMMS will provide the logistics capability required to sustain all aircraft, ensuring that they are available when needed to perform USFS missions, based on required operational availability. This includes the recording procedures, tools, and technical documentation as used to perform the work, as well as providing scheduling functions for the maintenance activities themselves.

(2) Maintenance Processing: CMMS will provide the capability to generate work orders and show the direct and indirect costs of them.

(3) Failure Analysis: CMMS will generate practical analysis of aircraft part failures to support safety improvement, planning, and address performance problems.

(4) Component Maintenance Repair and Overhaul (MR&O): CMMS will provide ability to track traveler forms with steps and provide links to technical information such as manuals and drawings.

(5) Airworthiness Directives: CMMS will provide online accessible links to, and compliance tracking of, FAA Airworthiness Directives (AD’s).

(6) Calibrated Tools and Equipment: CMMS will track calibration compliance of tooling and equipment used in aircraft maintenance discrepancies and shall be capable of generating lists of all aircraft discrepancies associated with individual calibrated items.

Reports of calibrated inventory shall be available for compliance management.

(7) Employee Information: CMMS will track aircraft maintenance employee certification and training.

(8) Service Bulletins: CMMS will provide online accessible links to, and compliance tracking of, aircraft and appliance manufacturer Service Bulletins (SB’s).

(b) SUPPLY MANAGEMENT FUNCTIONS

(1) Overall Supply Change Management: CMMS will provide the supply management services required to guarantee that aircraft maintenance parts, equipment, and all operational supplies are tracked and accountable.

(2) Bar Codes: All supply steps shall have the ability to be fully bar code enabled at a future date, if required.

(3) Requisition Management: CMMS will provide the capability to process requisitions from various source using the appropriate processes and rules.

(4) Inventory and Warehouse Management: CMMS will provide the capability to process and record management information for all inventory actions and warehouse material management.

(5) Cost Analysis: CMMS has ability to provide, as needed, a cost analysis to differentiate between multiple supply vendors.

(6) Part Associations and Search: CMMS shall have capability to search for main assemblies and sub-assemblies as well as individual parts. Parts associated with assemblies shall follow on-wing & off-wing assembly movements in CMMS yet are themselves both searchable and removable.

(7) Transportation, Distribution and Disposition: CMMS will provide the capability to process and record transportation, distribution and disposition actions including issue and disposal.

(8) Part History: CMMS will track complete lifetime of aircraft parts and components by part number and serial number. The traceability of items will be maintained through changes to part and serial numbers.

(9) Warranties and Expiration Dates: CMMS will track warranties and expiration dates, both on wing and shelf life.

(c) OPERATIONS MANAGEMENT FUNCTIONS

(1) Flight and Ground Usage Tracking: CMMS will track all aircraft usage by flight hour, flight cycle, landing, retirement index number (RIN), mission code, severity factor, engine hours, engine starts, engine cycles, propeller hours, calendar date, and propeller beta usage (reversals).

(2) Usage Information Dissemination: All usage information shall be integrated by CMMS into all appropriate installed parts and components.

(d) TECHNICAL INFORMATION MANAGEMENT

(1) Compatibility: CMMS will be compatible with Win2008 Server or Win2012 Server.

Desktop Client should be compatible with Win7 and next business version (Win10).

(2) Content Use: CMMS will provide the capability to view multiple technical data files types (such as .xlsx, .docx, .pdf, IETM).

(e) TECHNICAL SUPPORT

Software Support: CMMS support shall include Tier 2 Help (availability by telephone and email) and all necessary updates and patches.
