STATEMENT OF WORK

EXTERIOR LED LIGHTING UPGRADE

USDA-ARS, 1691 S. 2700 W., ABERDEEN, IDAHO 83210

1.0 Scope of Services

The Contractor shall evaluate, deliver, install and provide all professional services and materials necessary for the accomplishment of the contract project. Required services shall be in accordance with the requirements as described herein and on attached contract documents. Replace existing HID lighting system in parking lot and sidewalk areas around facility and replace with an energy efficient, cost effective and reliable LED lighting system. Project will be accomplished by retrofitting the existing fixtures with LED lamps or replacing complete fixtures as indicated in the Statement of Work.

1.1 Contractor is responsible for applying for rebates through Idaho Power’s Easy Upgrades Program.

1.1.1 Lighting qualifying for rebate must be on Idaho Power’s Proven Tested List.

1.1.2 Contractor shall only use non-qualifying lighting if no qualifying option is available.

1.1.3 Lamp or fixture not qualifying shall meet or exceed equivalent LED ratings for that fixture including but not limited to:

1.1.3.1 Initial light lumens.

1.1.3.2 Color Rendering Index.

1.1.3.3 Lamp life.

1.1.3.4 Color temperature.

1.1.3.5 Approval of COR.

1.2 Provide all electrical service including but not limited to:

1.2.1 Removal of ballasts, ignitors and transformers from existing fixtures to be retrofit.

1.2.2 Install conduit, electrical wire, drivers, lamps and fixtures as need and indicated in Statement of Work and on attachments.

1.2.3 Install light poles, bollards, Luminaires and wall packs according to specifications and as indicated in Statement of Work and on attachment.

1.2.4 HPS fixtures will be replaced with complete LED fixture unless description indicates retrofit. Lamp replacement is only an option if it meets Idaho Power’s Easy Upgrades Rebate Program.

1.2.5 Replace deteriorated or damaged wiring as needed.

2.0 Project Requirements

The Contractor shall be responsible for verifying site conditions, obtaining accurate measurements, verifying lighting levels are equal or greater than existing lighting and performing any act or operation which may be necessary to properly replace the lighting system.

2.1 Provide submittals for replacement lighting fixtures and materials.

2.2 Provide a copy of the rebate approval from Idaho Power before work begins.

2.3 Provide a detailed installation schedule showing timeline for obtaining materials and installing all lighting.

2.4 Replace parking lot pole lighting with a 4000K to 6000K head, fixtures will use existing photo cell (See map 1):

2.4.1 Replace three 120 volt, 250 watt, HPS pole lights, with the following:

2.4.1.1 4” square pole 20’ high.

2.4.1.2 LED Luminaire with equal or greater lumen rating.

2.4.1.3 Type III Asymmetric light distribution.

2.4.1.4 Bronze color

2.4.2 Replace one 120 volt 250 watt HPS pole light, with the following:

2.4.2.1 4” square pole 20’ high.

2.4.2.2 LED Luminaire with equal or greater lumen rating.

2.4.2.3 Type I Asymmetric light distribution.

2.4.2.4 Bronze color.

2.4.3 Replace one 120 volt 250 watt HPS pole light, with the following:

2.4.3.1 4” square pole 20’ high.

2.4.3.2 Two LED luminaires 180 degrees with equal or greater lumen rating.

2.4.3.3 Type III Asymmetric light distribution.

2.4.3.4 Bronze color.

2.4.4 Retrofit four 120 volt 250 watt HPS pole lights, poles are in good condition, with the following:

2.4.4.1 LED Luminaire head with equal or greater lumen rating.

2.4.4.2 Type III Asymmetric light distribution.

2.4.4.3 Bronze color.

2.5 Replace 15 HPS medium base wide throw wall mounted lighting fixtures with a 4000K to 6000K lamp, fixtures will use existing photo cell (See map 2):

2.5.1 Replace 120 volt, 70 watt, 14” x 8” wide throw wall mounted fixture or retrofit existing fixture if lamp meets Idaho Power’s Easy Upgrades Program.

2.5.2 Equal or greater lumen rating.

2.5.3 Bronze color.

2.6 Replace 10 Lithonia medium base TWS 70 watt 120 volt wall packs (See map 2).

2.6.1 Replace four wall pack fixtures with new 4000k-6000k LED fixtures with equal or greater lumen rating:

2.6.1.1 Fixture will utilize existing photo cell.

2.6.1.2 Bronze color.

2.6.2 Replace six wall pack fixtures with new 4000k-6000k LED fixtures with equal or greater lumen rating:

2.6.2.1 Fixture will be controlled with its own photo cell.

2.6.2.2 Bronze color.

2.7 Replace, retrofit or install sixteen HPS 120 volt 70 watt sidewalk bollard lights with new LED bollards. All bollards will be controlled by existing photo cell (See map 3):

2.7.1 Replace twelve 8” square bollard fixtures with new 4000k-6000k LED bollards with equal of greater lumen rating:

2.7.1.1 Replace with similar traditional 8” square bollard.

2.7.1.2 360 degree type V Symmetric light distribution.

2.7.1.3 Bronze color.

2.7.2 Replace two round bollards with new 4000k-6000k LED bollards with equal or greater lumen rating or retrofit existing bollards if lamp meets Idaho Powers Easy Upgrades Program.

2.7.2.1 Replace with 8” square bollard if required.

2.7.2.2 360 degree type V Symmetric light distribution.

2.7.2.3 Bronze color.

2.7.3 Install and provide conduit and electrical wiring for two new LED bollards. Light shall be 4000k-6000k with equal or greater lumen rating as other existing bollards.

2.7.3.1 Bollards shall be spaced approximately 33’ apart to match existing bollards.

2.7.3.2 Bollards shall be 8” square to match existing bollards.

2.7.3.3 360 degree type V Symmetric light distribution.

2.7.3.4 Bronze color.

2.8 Replace two 120 volt 150 watt Metal Halide flood light fixtures with new 4000k-6000k LED fixtures (See map 4).

2.8.1 Replace fixtures with equal or greater lumen rating.

2.8.2 Lights will operate on existing photo cell.

2.8.3 Bronze dolor.

2.9 Retrofit one existing 120 volt 200 watt incandescent A-lamp in existing eave light with new 4000k-6000k LED lamp (See map 4).

2.9.1 Replace with equal or greater lumen rating.

2.9.2 Screw-in LED A-lamp.

2.9.3 Operates on existing photo cell.

2.10 Retrofit three existing 120 volt 70 watt HPS eave light with 4000k-6000k LED lamps.

2.10.1 Replace with equal or greater lumen rating (See map 4).

2.10.2 Screw-in Mogul base LED A-lamp.

2.10.3 Operates on existing photo cell.

2.11 Retrofit one 120 volt 70 watt HPS lamp located in Gazebo with 4000k-6000k LED lamp

2.11.1 Replace with equal or greater lumen rating (See map 4).

2.11.2 Screw-in Mogul base A-lamp.

2.11.3 Operates on existing photo cell.

2.12 Replace two 120 volt 7watt CFL wall pack fixtures with new LED wall pack fixtures (See map 4).

2.12.1 Replace with equal or greater lumen rating.

2.12.2 Replace with similar round fixture.

2.12.3 Bronze color.

3.0 General Requirements

3.1 Permits: Where governing regulations, codes and standards require notices, permits, licenses, inspections, tests and similar items or actions in order to lawfully proceed with the required work, Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections etc., are the obligation of the Contractor.

3.2 Submittals: Manufacturer’s descriptive literature/shop drawings for materials shall be submitted for review. Also submit:

3.2.1 Contractor’s construction schedule.

3.2.2 List of subcontractors, if any.

3.3 Quality Control: The work performed under this contract shall be inspected by the COR. Quality control is the exclusive responsibility of the Contractor.

3.4 Protection of Work and Property/Safety Requirements.

3.4.1 The Contractor shall protect the work, the site and all existing property and structures within the limit of construction activities or that may be affected until acceptance of the work. Any damages shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.

3.4.2 Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall take precautions that may be required for protection and security.

3.5 Temporary Facilities:

3.5.1 Water and electricity may be furnished to the Contractor by the Government, if available and, if requested. Contractor shall maintain and protect all such utilities during the course of construction.

3.5.2 Should the Contractor require any power or utility shutdown during construction, Contractor shall receive approval for such shutdown from the COR three working days prior to this need.

3.5.3 Contractor shall provide bathroom facilities during this project.

3.6 Materials and equipment:

3.6.1 The materials and equipment to be furnished under these contract documents shall be standard products of manufacturers and meet all manufactures codes and regulations.

3.6.2 All materials and equipment to be incorporated in the work shall be handled and stored by the Contractor. The Contractor is responsible for any damage caused during shipment, while transporting to job site and during installation.

3.7 Cleanup: The construction site shall be kept clean and free of debris at all times. Upon completion of project and prior to final inspection, the Contractor shall remove from the premises all unused material, trash and debris resulting from the work to the satisfaction of the COR.

3.8 Warranty: Submit data concerning the standard one year warranty for workmanship, including the warranty period (dates), and warranty contacts with names, addresses and telephone numbers.

3.8.1 Extended Equipment/Product Warranties: Obtain and furnish to the COR all written warranties for equipment/products that have extended warranties (warranty periods exceeding the standard one year warranty) furnished under the contract by the manufacturer. The warranty date should begin on the same date as project acceptance and shall continue for the full product warranty period. The warranties shall be fully executed and delivered to the COR prior to final acceptance of the project.

3.9 Final Payment/Contract Closeout: The following are required prior to final payment:

3.9.1 Contractor and Subcontractors one (1) year warranty on work.

3.9.2 All warranties from manufacturers covering equipment/products.

3.9.3 Any O&M manuals that apply on equipment/product.

4.0 Project Schedule:

4.1 Completed 120 days from Notice to Proceed.

4.2 Any coordination of outages (if any) that may impact research work within the facility must be rescheduled.
