A1 - AG-0120-S-17-0016 Hoonah Deck Replacement
SECTION 009030—INTENT OF THE CONTRACT
A. The intent is to provide for the complete demolition of existing decks as identified by housing numbers and the construction of replacement decks in the same manner and style as the existing decks. Furnish all labor, material, equipment, tools, transportation, utilities, and supplies to perform all work required in order to complete the project.

A. Transport and handle all materials to preserve their quality and fitness for the work.

SECTION 009060—MEASUREMENT AND PAYMENT
A. Measurement and payment for contract work will be made only for those pay items included in the schedule of items. All other work and materials will be considered incidental and included in the payment of the pay items.
B. Units of measurement for the pay items will be Each (Ea) for completion of each deck structure.

009070—QUALITY ASSURANCE/QUALITY CONTROL
A. Provide documentation showing the quality of the lumber used in the project to ensure it meets the requirements in these specifications. Fit and finish must be within industry standards for exterior framing and safe for the residents of the buildings.
011110—MOBILIZATION
A. This consists of moving personnel, equipment, materials and incidentals to the project site and performing all necessary work prior to the project starting. Mobilization includes the costs associated with obtaining insurance, bonds, and permits. Mobilization is not intended to pay for the costs of materials before they are used on the project site.
B. Payment:
a. Make progress payments for mobilization as follows:
i. Reimburse for bond premiums before issuing Notice to Proceed if evidence of bond payment is received.
ii. When 5 percent or more of the original contract amount is earned from other pay items, pay mobilization at the rate of 50 percent or up to 5 percent of the original contract amount, whichever is less.
iii. When 10 percent or more of the original contract amount is earned from other pay items, pay mobilization at the rate of 100 percent or up to 10 percent of the original contract amount, whichever is less.
iv. Pay any unpaid amount for mobilization upon final acceptance of all work items.
013300—SUBMITTALS
A. Submittal Procedures:
a. Provide submittals in timely manner to ensure sufficient time to complete all required reviews prior to required construction window. Allow 10 workdays for review. If a submittal is rejected, a resubmittal is required and the time for reviews is restarted.
B. Submittal Execution:
a. Provide submittals on materials used in the job during construction. To include type of lumber for deck reconstruction, fasteners to be used, and the treatment for the pressure treated lumber.
b. Upon notice to proceed, submit a schedule detailing demolition and construction timelines.
i. Breakdown the schedule by structure and section (bldg. # side A or B).
c. Provide Shop drawings showing the construction of the decks.
024119—SELECTIVE STRUCTURE DEMOLITION
PART 1 - GENERAL
1.01 DESCRIPTION
A. This section covers the furnishing of materials, labor, and equipment required to partially or entirely remove and/or demolish those items identified on in this contract and restore any disturbed areas or components impacted by demolition.
1.02 JOB CONDITIONS
A. Protection: Ensure safe passage of persons around area of demolition. Conduct operations to prevent injury to adjacent buildings, structures, and persons in accordance with the approved safety plan.
B. Damages: Promptly repair damages caused to adjacent structures by demolition operations at no cost to the Owner.
PART 2 - PRODUCTS
Not applicable.
PART 3 - EXECUTION
3.01 DISPOSAL OF DEMOLISHED MATERIALS
A. All debris, rubbish, and other materials resulting from demolition operations and not identified as salvageable by the Owner’s Representative shall be removed and transported to a Contractor-furnished disposal site.
B. Debris and rubbish resulting from demolition work shall be staged in an on-site container and removed from the site promptly and regularly. Grounds will be cleaned daily of all debris.
Contractor shall utilize a magnet to capture small ferrous items such as nails and metal trimmings.
C. Burning of removed materials will not be permitted on site.
3.02 A. Remove the existing porches, porch roofs, steps and landings. Do not damage the house structure itself.
B. Any damage to the house structure will be repaired by the contractor at no additional cost to the government.
061000—ROUGH CARPENTRY
1.1 DESCRIPTION
A. This section includes but is not limited to materials required for construction of the decks, landing, stairs and roofs.
1.2 REFERENCES
B. Provide lumber graded in accordance with official grading rules of The Western Wood Products Association (WWPA) Western Lumber Grading Rules, West Coast Lumber Inspection Bureau (WCLIB), or National Lumber Grades Authority (NLGA).
C. In lieu of a grade stamp for wood harvested on the Tongass National Forest, producing saw mill must certify that the provided lumber would meet the appropriate grading standards of the American Lumber Standards Act. A grading standard synopsis is provided below.

1.3 HANDLING
D. Ship and store lumber to protect from exposure to moisture, store in dry location until incorporated into the work.
E. Handle lumber with rope slings. Do not use cant dogs, peaveys, hooks or pike poles. Use slings or other devices to protect corners of heavy construction timbers and banded packages of heavy construction timber.
PART 2 - MATERIALS
2.1 TIMBER, LUMBER AND BOARDS
F. Lumber for deck construction
1. Sizes as needed to replicate the existing decks and associated structures. Select for appearance; no splits, warps, checks, or loose knots.
2. Moisture Content
i. (Rough sawn and dimensional) lumber less than 2”: kiln or air dried to a maximum moisture content of 19%.
2.2 METAL FASTENERS AND ACCESSORIES
G. Provide all necessary nails, screws, and bolts for proper installation of rough carpentry;
sizes and quantities as recommended by shelter manufacturer, or as shown in the CO-approved contractor’s shop drawings. Bolts shall be provided with washers under nut and head. Washers shall be provided under lag screw heads.
H. Common nails shall be round wire of standard form, or as recommended by shelter manufacturer, or shown in the CO-approved contractor’s shop drawings.
I. All fasteners will be hot-dip galvanized or stainless steel.
PART 3 - EXECUTION
3.1 GENERAL
J. Construct all items in locations and to elevations to replicate existing decks. Show shop drawings to CO for approval prior to commencing construction.
K. Treat all abrasions and field cuts per AWPA specification M4.
3.2 FASTENING
L. Make tight connection between members. Install fasteners without splitting wood; pre-drill as required. Countersink all bolt heads, lag screw heads, and bolt ends.
M. Pre-drill for all lag screws using two diameters, one for the shank and one for the threads.
The lead hole for the shank is to be 1/16” diameter larger than the shank diameter and is to be bored to the depth of penetration of the shank. The lead hole for the threaded portion is to be 70% of the screw diameter as shown on the drawings and is to be bored at least to the length of the threads. Do not drive lag screws with a hammer.
N. Drill holes for bolts 1/16” larger than bolt diameter. Cut and peen all bolts after the nuts have been fully tightened, maximum 3/16”, touch up with galvanized paint.
O. Pre-drill holes for nails and spikes 75% of nail/spike diameter.
P. Bolts and screws shall be effectively tightened when installed and shall be re-tightened before final acceptance.

SECTION 061053 - MISCELLANEOUS ROUGH CARPENTRY
PART 1 - GENERAL

2.2 TREATED MATERIALS
A. Preservative-Treated Materials: AWPA U1; Use Category UC3b for exterior framing and Use Category UC4a for any materials in contact with the ground.
1. Use treatment containing no arsenic or chromium.
2. Kiln-dry lumber after treatment to a maximum moisture content of 19 percent.
3. Mark lumber with treatment quality mark of an inspection agency approved by the ALSC
Board of Review.
B. Provide preservative-treated materials for all miscellaneous rough carpentry unless otherwise indicated.
C. Fire-Retardant-Treated Materials: Products with a flame-spread index of 25 or less when tested according to ASTM E 84, and with no evidence of significant progressive combustion when the test is extended an additional 20 minutes, and with the flame front not extending more than 10.5 feet (3.2 m) beyond the centerline of the burners at any time during the test.
1. Use Exterior type for exterior locations and where indicated.
2. Kiln-dry lumber after treatment to a maximum moisture content of 19 percent.
3. Identify with appropriate classification marking of a testing and inspecting agency acceptable to authorities having jurisdiction.
2.3 LUMBER
A. Miscellaneous Dimension Lumber: Construction grade with 19 percent maximum moisture content of any species. Provide for nailers, blocking, and similar members.
2.4 FASTENERS
A. Provide all necessary nails, screws, and bolts for proper installation of rough carpentry; sizes and quantities as recommended by shelter manufacturer, or as shown in the CO-approved contractor’s shop drawings. Bolts shall be provided with washers under nut and head. Washers shall be provided under lag screw heads.
