Hoonah Aquatic Organism Passage Improvements

PreProposal Conference Call 27 April 2017, 1pm Alaska Time

This is a request for proposals issued under the authority of FAR 15 and it is a HUBZone small business set aside under NAICS code 237990 Other Heavy and Civil Engineering Construction.

The small business size standard is $36.5 million. The Prime Contractor must be certified as a HUBZone small business, in the System for Award Management, and be able to comply with the clause 52.219-3 Notice of HUBZone Set-Aside or Sole Source Award. This clause requires (in part) that "… (3) General construction.

(i) At least 15 percent of the cost of contract performance to be incurred for personnel will be spent on the HUBZone prime contractor’s employees;

(ii) At least 50 percent of the cost of the contract performance to be incurred for personnel will be spent on the HUBZone prime contractor’s employees or on a combination of the HUBZone prime contractor’s employees and employees of HUBZone small business concern subcontractors; and

(iii) No more than 50 percent of the cost of contract performance to be incurred for personnel will be subcontracted to concerns that are not HUBZone small business concerns;

Proposals are due by 10 am Alaska time on 17 May 2017. Proposals may be hand-carried, emailed or mailed. A bid bond (FAR 52.228-1, Section I) is required and it must be mailed. Emailed copies are not acceptable. The addresses for hand delivery and mailing can be found in block 8 on the standard form 1442.

Offerors shall acknowledge all amendments to the solicitation with their proposal. An amendment will be issued documenting this meeting.

What to submit: Reference Section L, 52.215-1 Instructions to Offerors-Competitive Acquisition (Page

25) and 52.236-28 Preparation of Proposals – Construction, Addendum (page 28).

How will proposals be evaluated: Proposals will be evaluated based on the evaluation criteria identified in Section M Evaluation Factors for Award (pages 29 – 30); Evaluation of Option Items.

In order to be eligible for award, contractors shall be registered in the System for Award Management with HUBZone certification showing in the Representations and Certifications section. The registration must be active.

The successful contract will be required to submit their invoice electronically through the Invoice Processing Platform (IPP). More information can be found at www.ipp.gov.

This project is subject to Construction Wage rates. The wage rate is included with the solicitation package.

Discuss project specifications:

Schedule of Items – review base and option items. Must submit pricing for all line items.

Project time line: start within 10 days after issuance of notice to proceed. Complete by 30 Sep 2017.

Reviewed the Items identified on the first page.

Question: Regarding Section L, Past Performance – five (5) relevant projects over last five (5) years.

What if the project was over five (5) years ago?

FS Response: Limited to projects performed within the last five (5) years. The maximum number of references is five (5), can submit less.

Question: Regarding Section L, Past Performance—will any in-stream work, such as bridge installation, be considered as aquatic organism passage construction experience?

FS Response: Yes.

Question: Regarding Section L Experience working in locations similar to the project work area. What does that mean?

FS response: Semi-remote locations. Basically any place on the Tongass.

Question: Regarding preliminary construction schedule. Should contractors include options?

FS Response: recommend including all of them in the preliminary schedules. Options 4 & 5 will only be awarded if hit unexpected bed rock.

Historically, the award of options depends on the proposals received and the amount of funding available for the project. There is a possibility that options could be awarded with the base items.

It was noted that there is nothing special about the schedule of items. The line items are related to specifications. Work without a specific line item in the schedule -is considered incidental to construction.

As stated above, options 3 & 4 are contingent on material found during excavation.

Question: Regarding H.12 Optional Items. Extension of time for options 1 & 2. Will the Forest Service extend the fish timing window?

FS Response: The fish timing window will not be extended. The only way it will be extended is if the FS receives an allowance due to other projects in the area or a request for an extension is requested and ADF&G concurs it is reasonable. Simply requesting an extension due to not starting in a timely manner or other such factors is not a reasonable excuse for an extension. Generally an extension is suitable only for health and safety reasons.

Question: There is concern about the exercise of the options 1 & 2. There is a large pipe that is required and contractors must schedule with the manufacturer. Expect there to be a 30 day lead time. Would not expect delivery until late Aug. Hard to get installed by 1 Sep 2017.

FS Response: FS anticipates there is adequate time between award of any option items and completion of instream work.

Question: Roads numbered 8508 and 8576 are mainline roads, right?

FS Response: 8508 is a mainline road. 8576 is a local road. 8576 is not used very much by tour guides.

8508 is used by tour guides the most and is the road that needs the most coordination.

Question: Is 8506 in fairly good condition:

FS response: 8506 is in fairly good conditions. FS drove the road for survey work last summer.

Pointed out method of measurement in the schedule of items.

CQ means Contract Quantity and variation in estimated quantity applies.

AQ means Actual Quantity – actual length of structure.

LS means Lump Sum – one (1) total of whatever is done.

Question: Is actual length of arch pipe on 8508 surveyed and staked?

FS Response: Contractor is responsible for construction staking the designed pipe in the field. The pipe length stated on the plans is what will be furnished and installed in the field.

Question: Contract has aggregate in three (3) different areas. Volume is small under 301. Is there any Government furnished aggregate?

FS Response: Yes. All the aggregate is provided by the Government. Contractor must provide unclassified borrow; bedding material; channel rocks and rip rap as required. There are some pits designated in the contract. If successful contractor wants to use alternate pit, but get approval from the contracting officer first. Successful must check with Forest Service contact to ensure that material in the pit is not designated for another project. Any rock material may be developed in Government pit.

Question: Understand there is tour guide use of 8508. Is the FS aware of any other contracts or contractors in the area?

FS Response: There is a good chance there will be other contractors in the area doing road maintenance and bridge work. There is a small timber sale.

Reference Section H for Forest Service point of contact for timing. Forest Service point of contact will pull together the successful contractor for this project and other users to make a decision regarding timing. It is expected that the agreement will be mutual. If agreement not reached, Forest Service will make decision timing decision to be followed.

Briefly talked about H.9 Merchantable timber. No merchantable timber is anticipated. If a merchantable tree is within the clearing limits it will be bucked up and staked adjacent to the road in accordance with FSS section 201

Question: Are these all fish streams?

FS Response: Yes. Two (2) are cataloged.

Question: Understand the Forest Service needs original bid bonds. Can the original bid bonds be delivered to Forest Service Ketchikan Office?

FS Response: No, original bid bonds must be submitted directly to the address in block 8 on the SF1442.

Question: Is the Forest Service accepting electronic bid bonds direct from the surety?

FS Response: At this time, no. Original bid bonds must be submitted.

Talked about requirement for the successful contractor to provide performance and payment bonds within 10 days of award of the contract. The bonds are issued for the dollar value of the award. If options are not awarded right away, bond will be only for what is awarded. If options are awarded later, the bond must be increased to include the option item(s).
