Sunnahae Trail Reconstruction

PreProposal Conference Call 15 March 2017 10am

This is a request for proposals issued under the authority of FAR 15 and it is a small business set aside under NAICS code 237990 Other Heavy and Civil Engineering Construction. The small business size standard is $36.5 million. The Prime Contractor must meet the requirement to qualify as a small business and be able to comply with 52.219-14 Limitations on Subcontracting clause (By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for --General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.)

The solicitation contains the following note to prospective offerors: “Notice to Offeror(s)/Supplier(s):

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitation’s closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred.”

Proposals are due by 10 am Alaska time on 04 April 2017. Proposals may be hand-carried, emailed or mailed. A bid bond is required and it must be mailed. Emailed copies are not acceptable. The addresses for hand delivery and mailing can be found in block 8 on the standard form 1442.

Offerors shall acknowledge all amendments to the solicitation with their proposal. An amendment will be issued documenting this meeting.

What to submit Reference Section L-Instructions, Conditions, and Notices to Offerors or Respondents, 52.215-1 Instructions to Offerors-Competitive Acquisition , Addendum (page 20) and 452.215-71 Instructions for the Preparation of Technical and Business Proposals (page23).

How will proposals be evaluated: Proposals will be evaluated based on the evaluation criteria identified in Section M Evaluation Factors for Award.

In order to be eligible for award, contractors shall be registered in the System for Award Management and the certifications and representations need to be filled out. The registration must be active.

The successful contract will be required to submit their invoice electronically through the Invoice Processing Platform (IPP). More information can be found at www.ipp.gov.

This project is subject to Construction Wage rates. The wage rate is included with the solicitation package.

Notes from the Meeting

Contractor Attendees:

Reviewed all the solicitation/contract items listed above. It was noted that funding is not currently available for this requirement.

Q1. Contractor asked how long contractors are expected to hold their prices. Material prices are only good for a certain number of days.

FS Response: Reference the Standard Form 1442, at the bottom it states “Offerors providing less than 30 calendar days for Government acceptance after the date offers are due will not be considered and will be rejected.” It is expected that contractor’s prices will be good for 30 days.

Barth explained amendment 01—metal staircase, option 1. Metal staircases were constructed as part of phase thee of this trail using the same design as in the current solicitation. Experience with this design indicates there is an easier way to construct the staircases. Forest Service is currently working on design; but it is not complete. There will be a modification to the contract to simplify and make the staircase more cost effective. Forest Service reserves the right to renegotiate option 1 pricing when the new design is incorporated. Contractors are expected to submit their prices based on the design in the solicitation.

Q2. Question emailed on 14 March 2017, from prospective offeror, asking for the name of the vendor who supplied that stairs on the previous section of trail.

FS Response: The stairs in the previous section of trail were made by Stick and Stone Construction, LLC., Edna Bay, AK, 907-594-6109. The Forest Service is not making an endorsement for this contractor.

Further, the Forest Service is not saying the successful must purchase from this contractor.

Q3. The successful contractor is responsible for requesting Land Owner permissions; however, no name or contact information is provided.

FS Response: The land owner is ShaanSeet Native Corporation. Forest Service had an easement for this trail. This solicitation is for the relocation of trail. There is no easement for the work in this solicitation.

There is a memorandum of understanding between the Forest Service and ShaanSeet Native Corporation. It is important that successful contractor not encroach on property outside of the area included in the MOU (50’ each side of centerline). Successful contractor would have to request access from the ShaanSeet Native Corporation out of Klawock. Contractors shall check to be sure road is in sufficient condition for equipment movement. There was a slide in the area. Forest Service makes not claim regarding suitability of the road for access. Any requirements to maintain the road would be between ShaanSeet Native Corporation and the successful contractor.

Q4. Who is the contact person at ShaanSeet Native Corp?

FS Response: do not have contact information for ShaanSeet Native Corp. Land person for ShaanSeet is Mary.

Q5. Is alignment marked? Is all flagging done?

FS Response: The entire project area is under snow right now. Forest Service has been trying to get out to do flagging. Options 3 & 4 will be revised—alignment is marked; however, specific work areas have not been staked. Old roadbed is very obvious; clear cut is flagged. Flagging will be cleaned up when the snow melts. Forest Service will do will do all construction staking, center line and location of culverts.

Successful contractor will be responsible to keeping work within the easement. Forest Service will stake culverts after pioneering.

Q6. Government Furnished Aggregate. Forest Service estimates and if more than the cost is on the successful contractor?

FS Response: There is no actual quantity estimate for the aggregate. The Forest Service has a credit with South East Roadbuilders. Aggregate, in the dollar amount stated in the solicitation, is available for successful contractor for this project. If not all used, the Forest Service retains the credit. If the contractor exceeds dollar amount, they are responsible to pay the excess.

Q7. What is the cubic yard price for the aggregate?

FS Response: No set price. Successful contractor will get material at market price.

Q8. Machine/Excavator—utilized on new trail after completion for access to other sections?

FS Response: Yes, newly constructed trail can be used for access. Want to pioneer to see what material is there; then mark where aggregate will go. May not need aggregate on the entire trail.

Q9. Is there a size restriction on excavator?

FS Response: The solicitation specifies a mid-size excavator, which was anticipated up to about a 120 class in size. The contractor should describe the equipment they want to use in their proposal. There are some large stumps that will need to be removed. Blasting is okay if it can be done safely with an approved plan.

Q10. If funding is received, what is the anticipated started date for this project?

FS Response: The intent is to do the work this season. The Notice to proceed will be issued to get started on ordering materials. Start work when weather permits. Period of performance is 180 days from issuance of notice to proceed—100 days for base and 80 days for the options.

Q11. Will work be allowed seven (7) days a week?

FS Response: This will be a discussion for the pre-work meeting with the successful. A Forest Service inspector will not be on site every day. It is expected that the Forest Service will receive a few days’ notice when inspection is needed. Want inspector on site for culvert installation.

It should be noted that there is good cell service at the site (AT&T). Good luck in the past sending photos for inspection.

Q12. Will the due date for proposals change?

FS Response: the due date for proposal could be extended; however for now, it is unchanged.

Contracting Officer is aware that contractors are being asked to hold their prices for 30 days.
