1.1 PROJECT NAME: BBVC Smart Classroom

1.2 SCOPE:

A. This project covers the selection, purchasing and training of the audio/visual (AV) equipment needed to convert the existing classroom into a “smart” classroom. The facilitators will be able to present material onto a projector/drop-down screen and two flat panel displays (up to 63”) through HD

Player, Blu-Ray/DVD, HD (HDMI & DVI). The contractor shall also be responsible for training (in person or over the telephone) and initial technical support.

B. Optionally the contractor shall elect to provide onsite installation, Line Item 011, of the equipment, wiring and other incidentals.

C. Optionally the contractor shall elect to provide any of the following:

a. Line Item 12, a rack mounted UPS system capable of providing 1500VA of backup power.

b. Line Item 13, Integrate existing PA system control into AMX system so that building wide announcements can be turned on / off automatically by the AMX control system.

c. Line Item 14, Integrate existing light banks (3 banks of LED lights, currently on dimmer switches) into AMX system so that those three banks of lights can be turned on / off or dimmed automatically by the AMX control system.

d. Line Item 15. Mounting monitors/speakers

D. Optionally the contractor shall outline the travel expenses for all personnel and give a price breakdown of the expected travel costs for each person traveling.

1.3 ATTACHMENTS:

A. The attached (IMG_1057.jpeg or IMG_1074.jpeg) conceptual drawing of the classroom is meant to represent the general layout of the building and AV equipment; it’s not meant to be an exact representation of the final layout.

B. A partial set of as-built construction drawings are included (K2202-E21.pdf and K2202-E31.pdf.)

C. An as built of the government provided A/V equipment already onsite is provided (Existing AV rack.jpeg.)

PART 2 PRODUCTS

2.1 QUALITY:

A. All materials and equipment provided under this contract shall be first quality products and equipment that are of commercial standards or better.

B. As a general rule match the quality and appearance of the existing construction.

C. Visual appearance is important to this project. The contractor should take this into consideration when selecting all equipment and the placement of that equipment.

D. All equipment in the A/V room should be rack mounted or be able to sit on a shelf on a 19” wide rack.

PART 3 EXECUTION

3.1 PROJECT SCOPE:

A. The contractor shall review the layout of the Classroom and provide design drawings and specifications for the classroom AV. The design shall identify new components, existing government provided equipment that the contractor is choosing to utilize in their design and items to be modified or adapted.

B. The finished classroom shall be equipped with the equipment necessary to meet the following needs along with all incidental hardware and cabling:

Two (2) flat panel TVs, that can be up to 63”

Provide the proper mount for the projector to be ceiling mounted

Speakers (Theatre quality, minimum 5.1 surround sound capability), replacing the currently used

JBL speakers that are in place

Audio equalizer

The ability to wireless operate the existing AMX system via wireless touch pad (Line Item 10.)

Wirelessly connect existing ELMO projector into video system

An audio player designed to provide for announcements in the classroom that are automatically played by the AMX control system

HD Player (Adtech Digital EDGE-4111 or equivalent)

Blu-Ray Player (Denon DBT-3313UDCI or equivalent)

C. Government Provided Equipment

a. Drop down projection screen, Premier Draper

b. Multimedia projector, Panasonic PT-DZ570U

c. AMX Controller NI-3100

d. Wireless microphone system

e. ELMO HV-3000XG

f. TASCAM CD Player (CD-01U)

g. Audio Technica ATW-R3100

h. Crown CDi 1000 Amplifier

3.2 PROJECT SPECIFICS:

AUDIO VISUAL EQUIPMENT

A. The drop down screen is located at the front of the room, mounted on the ceiling of the stage area, in a way that does not interfere with any of the existing classroom functions. There is existing power and switching at this location for this purpose.

B. The projector shall be able to project images/video from the Blu-ray player, HD Player, A/V Panel mounted on the front wall to the left of the screen (from the perspective of someone viewing the screen) and from a wireless connection designed to accommodate apple and android wireless enable products.

C. The flat panel displays shall be mounted towards the front of the classroom, on both sides of the drop down screen, and be of a size, quality, and design that is easily viewable from the entire classroom area.

Both TVs shall be able to display images/video from the Blu-ray player, HD Player, A/V Panel mounted on the front wall to the left of the screen (from the perspective of someone viewing the screen) and from a wireless connection designed to accommodate apple and android wireless enable products.

D. Each flat panel display and the projector shall be able to play video independently.

E. All incidental equipment shall be mounted in the electrical/AV closet.

F. Speakers shall be installed in such a way as to provide sound of a uniform quality and volume throughout the classroom area. Speakers and associated audio equipment shall be able to provide at a minimum 5.1 surround sound. Speakers shall be able to produce quality sound from the Blu-Ray, CD, HD and microphone.

G. All audio / visual equipment shall be able to be operated from the front of the classroom. Care should be taken to make this operation as simple as possible.

OTHER SYSTEMS

A. The microphone system shall be able to transmit throughout the classroom without distortion.

B. Care should be taken to hide and match all cabling to and in the existing classroom including painting all wires flat black in the exposed ceiling area of the classroom.

3. TRAVEL EXPENSES

Line Item 16, Contractors shall follow Defense Travel Management Office (DTMO) Allowances for

Anchorage or Other hotel, per diem, mileage and miscellaneous expenses. DTMO allowances are attached for reference. These rates can be found at the following web site:

4. INSPECTION

Inspection will be made at the end of the project and accepted by the Contractor’s Officers

Representative (COR).

5. PAYMENT

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP)

(a) Payment requests must be submitted electronically through the U. S. Department of the Treasury's

Invoice Processing Platform (IPP).52.

"Payment request" means any request for contract financing payment or invoice payment by the Contractor.

(b) Final Payment. The final invoice must be accompanied by a release of claims against the Government arising by virtue of this contract, other than claims, in stated amounts, that the Contractor has specifically accepted from the operation of the release. Final payment will not be approved without a properly executed

Contract Release, Form 6300-16.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror.
