3. DESCRIPTION/SPECIFICATION/WORK STATEMENT
A. STATEMENT OF WORK
This statement of work is for the development of a comprehensive interpretive plan for the Copper River
Delta located on the Chugach National Forest, Alaska. Additional options for this statement of work include developing comprehensive interpretive plans for the Russian River (including a sign plan), Prince
William Sound, and the Iditarod National Historic Trail, the Southern Trek – all located within the
Chugach National Forest.
B. BACKGROUND
The Chugach National Forest is the nation’s second largest national forest, encompassing over 5.6 million acres in Southcentral Alaska.
The Copper River Delta is the largest contiguous wetlands complex on North America's Pacific coast. It stretches across 700,000 acres, draining a watershed of 26,500 square miles, an area the size of West Virginia. Part of the Western Hemisphere Shorebird Reserve Network, the Copper
River Delta is considered one of the most essential shorebird habitats in the world. No interpretive plan currently exists for this area.
The Russian River is a tributary of the Kenai River, which drains the central Kenai Peninsula.
The Russian River is one of the most popular red salmon fisheries in the state – attracting both

humans and bears. No interpretive plan currently exists for this area. This interpretive plan would also need to include a sign plan for the area.
Prince William Sound covers approximately 48% of the forest including over 3,500 miles of shoreline and over 20 tidewater glaciers. Prince William Sound also includes the 2.2 million acre
Nellie-Juan College Fjord Wilderness Study Area. No interpretive plan currently exists for this area.
The Iditarod National Historic Trail is a 2,400 mile network of trails, stretching from Seward to Nome. Congress designated it as a National Historic Trail to showcase the unique role sled dog transportation played in America’s last great gold rush. Currently there is a draft interpretive plan for the Southern Trek (that portion of the trail that is managed by the Chugach National
Forest). The specific task for the Iditarod National Historic Trail (Southern Trek) would be to complete the interpretive plan.
C. SCOPE OF WORK
Under the terms and conditions of the contract document, the Contractor shall perform specific tasks related to interpretive planning. All work shall be performed in accordance with the contract document and the information below. Specific tasks relating to this order are listed below:
Site Visit: Travel to the Chugach National Forest to visit with the planning team to review the project requirements, gain a general understanding of the Forest resources, and assess project needs. Inspect the site(s) and gather any needed information and photos/graphics needed for developing the interpretive plan(s).
Interpretive Planning: The contractor will work with the forest & interested stakeholders to develop and write the interpretive plan(s). This includes participation in public and forest meetings, analysis, text development, graphics and source information. Major components of a plan include introduction/background, inventory of existing interpretation, visitor analysis/use patterns, interpretive themes, goals and objectives, media recommendations, cost estimates and design guidelines. (Participation in the meetings may be in person or through video or teleconference. Combined with the initial site visit trip, it is anticipated there will be a minimum of two (2) possibly three (3) trips.)

The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.

DATE OF CONTRACT
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor’s date of receipt of the contract or notice of award by adding
(1) five calendar days for delivery of the award through the ordinary mails, or
(2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term “working day” excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
(End of Clause)
Note: if multiple option items are awarded at the same time, the completion date for the awarded items will be negotiated. The contractor may work on the base and option item simultaneously or one at a time.
