PART I—THE SCHEDULE

SECTION B--SUPPLIES OR SERVICES AND PRICES/COSTS

SCHEDULE OF ITEMS

The quantities in the following schedules represent an annual estimated ceiling for a projected three (3) years (Base Period – 15 Feb 2010 thru 31 Jan 2011, Option Year 1 – 01 Feb 2011 thru 31 Jan 2012 and Option Year 2 – 01 Feb 2012 thru 31 Jan 2013), should all option periods be exercised.

There will be two (2) separate work areas identified in this solicitation: Glacier / Seward Ranger District and Cordova Ranger District. The Forest Service intends to award multiple task orders for each area. Companies are not required to submit prices for both areas, or all items within each area. However, if prices are submitted on 300 or 400 series line items then prices shall be submitted for each 300 and 400 series line item listed in that schedule. If prices are submitted for the base period for a line item, then prices shall be submitted for each option year for that line item. Failure to provide prices as indicated in this paragraph will result in offerors not being considered for award.

Any given individual task order for work may not necessarily have all pay items of the contract included.

Unit/line item prices submitted by an offeror will be the maximum or ceiling price the Government will accept. Discounted line item prices will be accepted for work on individual task orders. To help mitigate risk associated with fluctuations in fuel, lubricants and hydraulic fluids an economic price adjustment (EPA) clause is included in paragraph H.17. The EPA will allow for adjustment, according to the formula in the clause, of line item prices initially submitted either upwards or downwards for each option year.

The Government intends to award a number of task orders for each work area’s schedule of items. The actual number of awards will be dependent on the offers received and the best value analysis process. The intent is to have a sufficient number of awardees to provide a pool for competition of task orders within each work area.

Mobilization is not included in the initial contract pricing and should not be figured as incidental to this contract in pricing of individual line items. Mobilization will be included when individual task orders are issued.

The Government may not make awards for all of the work areas should competition or prices be deemed limiting nor is the Government obligated to utilize this contract exclusively for this type of work in the work areas.

Each contractor selected as a multiple award contractor under this IDIQ is guaranteed a minimum award of $500.00 at the end of the contract period including the two option years if the contractor has not been awarded any task orders within any area. The government will pay this amount, upon receipt of an acceptable invoice, if the contractor has responded to and submitted competitive prices on at least fifty percent (50%) of the task order announcements they are eligible to compete. The Contracting Officer will notify the unsuccessful contractors if their prices were considered outside the competitive range based upon the competitive prices received from other IDIQ contractors and the government estimate.

See Provision H.3 for procedures for awarding individual task orders.

The estimated quantities stated in the Schedule of Items are the estimated average annual volumes of work expected under this contract. The actual volume of work will depend upon available funding, weather, and road conditions. Some items may not be exercised during the length of the contract.

B.4 Locations of Work

Road work performed under this contract will occur in two (2) areas in the Chugach National Forest. These areas fall within the boundaries of the Glacier \ Seward Ranger Districts and the Cordova Ranger District. Most of the work the Glacier \ Seward Ranger Districts will occur on forest roads connected to established communities serviced by the Alaska State Highway System. The Cordova Ranger district work can be accessed via the Copper River Highway. There is no road access to Cordova. Cordova is served by Alaska Airlines, commercial barge lines and Alaska Marine Highway System. The specific site of work will be identified in the individual task orders.

B.5 Contract Period

The initial period of this contract is from 15 Feb 2010 through 31 Jan 2011. This contract has two (2) one-year option periods, which the Government may exercise unilaterally. Option Year 1 starts 01 Feb 2011 and ends 31 Jan 2012 and Option Year 2 begins 01 Feb 2012 and continues thru 31 Jan 2013.

The initial Task Orders for work are estimated to begin on or about early May 2010. Subsequent Task orders are subject to availability of funds and shall be performed within the performance period specified in the Task Order.

B.6 Authorized Ordering Activity

Task Orders may be issued by any warranted Forest Service Contracting Officer under this indefinite quantity contract.

SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 Description of Work

This solicitation is for road maintenance services for the Chugach National Forest. Work includes furnishing all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform road maintenance services as specified in future Task Orders. This description includes a list of the types and scope of work that the equipment found in this solicitation may be required to perform in any of the two designated areas within this contract. The list is representative but not inclusive of all work that may be required by task order. Task orders will most often be issued on a lump sum quantity basis or as identified within the “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP03)” or most current edition, at http://www.wfl.fha.dot.gov/design/specs/fp03.htm

a. 100 Series Items (Roadway Maintenance and Surface Grading):

Roadway maintenance & surface grading work will consist of routine work necessary to maintain the National Forest Road System in a functioning condition providing safe public access, protecting the transportation facility investment and adjacent environmental resources. This work may include but is not limited to the following activities: signing (traffic control), surface grading (including scarification and compaction), slide and slough removal, ditch cleaning, and culvert cleaning.

Work is generally confined within the limits of the existing traveled way and adjacent ditches, shoulders and cut/fill slopes.

Further specification for submitting master IDIQ contract prices are provided in Section C.7 – Technical Specifications.

b. 200 Series Items (Roadside Brushing):

Roadside brushing (with mechanical equipment restricted to working from the road surface) of vegetation shall take place within the clearing limits measured from the centerline of the roadway extending twenty (20) feet on each side unless otherwise marked or directed by the Forest Service Contract Representative or task order performance standards.

Possible Performance Activities include, but are not limited to the following: Cutting brush mechanically generally up to 4” in diameter, but may exceed 4”; hand held tool brushing; chipping or dispersal of cut brush; applying coatings to damaged vegetation; hand or mechanical removal of brushing debris from road surface, ditches and drainage features; performing traffic control work.

Further specifications for submitting master IDIQ contract prices are provided in Section C.7 – Technical Specifications.

c. 300 Series Items (Road Development):

This work will involve all activities associated with new road construction, reconstruction, maintenance, repair, and decommissioning Forest roads.

Road Development will involve the following common activities:

· Clearing will involve removing trees and brush by hand held and mechanical means.

· Blasting of bedrock.

· Base, sub base and surfacing aggregate material will be furnished by the contractor; government material sources would not be available.

· Crushed Aggregate and Asphalt shall meet State of Alaska specifications as provided in the technical specifications or specifications contained in task orders issued under this contract.

· Compacting placed material.

· Excavated material would be used in construction of the road structure, recycled or excess material disposed off the National Forest.

· End haul of construction material is included within two miles.

· Providing and placing drainage structures, culverts and bridges, in the construction of the road.

· Placing signs, gates and traffic control structures.

· Seeding and fertilizing the exposed mineral soil surfaces.

· Providing erosion control measures.

· Signing (traffic control).

· Adhering to recommended safety practices.

Possible New Construction Activities include, but are not limited to the following: construction staking; clearing; earthwork; drainage (surface, sub-surface, corrugated metal pipe); aggregate surface placement (base and surfacing, riprap, pit run); rock crushing for aggregate; asphalt and concrete surface placement; culvert installations of any size and bridge installations generally but not limited to spanning between 30 and 70 feet in length.

Reconstruction work includes but is not limited to the restoration of bituminous asphalt, aggregate, and native road templates; drainage (culverts and bridges of any size and length) crossing facility changes and installation; cut and fill slope stabilization; road regulatory and informational sign installation; adding parking facilities; adding passing lanes; and painting/repainting/removal of traffic lines and special markings such as Handicap Parking and cross-walk features.

Surface repairs would include but not be limited to asphalt patches, slurry seal coat, tack coat and chips for the application of a chip seal surface, and reconstructing surface failure sections.

d. Series 400 Items (Road Features, Operation & Maintenance):

This work will involve all construction activities normally associated with creating and maintaining the elements in and along the road structure and corridor for safe travel and use of Forest roads.

Work will involve the following common activities:

· Using Forest Service supplied plans and specification in completing specific task items to fabricate or repair each feature or structure.

· Remove non-operable structures that are used beyond repair.

· Installation of new features or structures including small road bridges, trail bridges, road gates, and other small structures incidental to roadways.

· Dispose of all construction debris, removed structure parts, and replace all surrounding ground to a pre-construction condition without seeding or fertilization.

Possible gate, boulder and sign line item activities include, but are not limited to the following: fabrication of gates or barrier structures; placement of boulders to block access; on-site repairs using welding and cutting tools to replace structure sections; painting and coating structure sections; installation of signage; fabricate and/or install provided sign and mounting structures; on-site repairs include using welding and cutting tools to remove and replace signs; painting and coating signs and mounting structure sections. Sign materials may include sheet metal, wood, plastic, and other materials.

Maintenance and repair work involved with culvert and bridge items include but are not limited to: removing debris from inlets, outlets, abutments, and span support structures; reconditioning bridge deck surfaces including span and approach railing of all lengths; replacing or upgrading to meet current stream crossing structure standards.

Small connected project work may consist of, but is not limited to repair of broken curb sections, sidewalks, fences, guardrail, sign installations, etc., not always directly part of the above activities; concrete placement, quantities generally less than but not limited to a maximum of 10 cy, including forming and finishing; Steam thawing and clearing of culverts or supply lines.

Other maintenance items may include stream restoration (placing and anchoring large woody material in stream, placing rip rap to stabilize banks or to prevent head cutting, weir construction, etc.).

C.2 Equipment and Labor Descriptions:

Equipment shall be in good operating condition, of modern design and of adequate or larger capacity to do the work. When use of a contractor-provided operator is required by the Government, the operator shall be a competent, qualified operator. All equipment, except trucks, shall be equipped with rollover protection canopies.

All equipment must be clean and free of noxious weeds and noxious weed seeds.

Preferred equipment specifications for anticipated general road work activity groupings are as follows:

1) Road Grader:

A) Engine rating of at least 125 hp (base power, all gears, gross).

B) Blade assembly dimensions at least 12 ft by 24 inch.

2) Dump Truck:

A) Engine rating at least 295 hp.

B) Dump box with at least 10 cubic yard struck capacity.

C) Equipped to pull a trailer capable of hauling the backhoe described in item 10 below.

3) Asphalt (Smooth) Compaction Roller:

A) Vibratory smooth drum.

B) Weight: 5 or more tons.

C) Equipped with amplitude and frequency controls designed to facilitate compaction of varying materials.

4) Aggregate (Pneumatic) Compaction Roller:

A) Pneumatic tire roller.

B) Minimum ground pressure requirement of 80 psi.

C) Tires must be equal size and provide uniform compacting pressure across full width of roller.

5) Trailer:

A) Tilt-bed.

B) Capability to haul the backhoe designated in item 10 below in accordance with all applicable weight restriction limitations.

6) Belly Dump Truck:

A) Engine rating at least 180 hp.

B) Dump box with at least 18 cubic yard struck capacity.

C) Equipped with tandem drive axles.

D) Manufactured in 1975 or later.

7) Water Truck:

A) Engine rating at least 180 hp.

B) Watertight tank with adequate capacity to efficiently complete projects.

C) Equipped with tandem drive axles.

D) Equipped to provide positive, uniform control of specified water application rate.

E) Equipped with air gap or positive anti-siphon device between the water source and the vehicle if the vehicle has been used for other than water haul in the past.

8) Small Dozer:

A) Net engine power at least 70 hp (Cat D3 equivalent).

B) Equipped with S or U blade at least 6 feet in length and rippers.

9) Large Dozer:

A) Net engine power at least 165 hp (Cat D6 equivalent).

B) Equipped with S or U blade and at least 12 feet in length and rippers.

10) Excavator:

A) Weight class at least 33,000 lbs.

B) Net engine power at least 90 hp.

C) Bucket with at least 0.75 cubic yard struck capacity, with digging teeth.

D) Thumb attachment.

11) Mechanical Brush Cutter:

A) Able to cut up to 20 feet from edge of road.

B) Able to operate from existing road surface without damaging road surface.

C) Cutting head able to cut to within 4 inches of ground surface.

12) Aggregate Crushing Plant:

A) Capable of producing a final crushed aggregate gradient from to sand sized particles.

13) Front End Loader:

A) Engine rating at least 75 hp.

B) Bucket Struck capacity 1.0 cubic yard.

C.3 Anticipated Projects During Contract three (3) years:

Upcoming work is expected to be within the projects listed below. The list is not fully inclusive and implementation is dependent upon Government funding and personnel available to provide quality Government support.

· Road surface grading.

· Roadside brushing.

· Road surface template reconstruction.

· Campground and Forest access road reconstruction.

· Campground and Forest access road construction and expansion

· Road surface material (Asphalt and Aggregate) placement.

· Asphalt road surface repairs, coating and patching.

· Road bridge repairs and replacement; deck and guardrail predominately.

· Road culvert replacement with corrugated metal pipe and bridges of various sizes.

· Road repairs resulting from impacts and removal of mud and rock slides, earthquakes, and other natural, possibly catastrophic, events.

C.4 Resources Provided by the Contractor

The Contractor shall assume all risk, loss, damage, or expense arising out of the prosecution of the work, except as otherwise provided in the contract. Unless otherwise stated in the Task Order, the contractor shall furnish all material required for performance of the contract. All material shall comply with these specifications.

C.5 Contractor’s Quality Control Plan

The Contractor shall provide a quality control plan, which is mutually agreed upon with the Contracting Officer. This plan shall describe the Contractor’s method for ensuring all work meets the contract requirements. At a minimum, the Quality Control Plan shall outline how the quality of work will be monitored, how the crew will be supervised, and who will perform the quality control functions. Contractor shall provide the Contracting Officer with documentation of quality control inspections.

C.6 Performance Standards

a. Perform the services as stated in the technical specifications; and

b. Complete all ordered services by the completion date stated in the Task Order.

For all tasks, the penalties for poor performance are:

a. Contractor may be required to re-work the unacceptable portion of the work, at the Contractor’s expense;

b. Contractor may receive a poor performance rating for this contract;

c. Government may withhold partial, or full, compensation;

d. Contractor may be required to replace lost, or damaged Government property, such as excessive aggregate lost during road blading; and

e. Contract may be terminated for repeated deficiencies.

For all tasks, the incentives for high quality performance are:

a. Contractor will receive a superior performance rating; and

b. The Government is more likely to exercise options to extend the performance period.

C.7 Technical Specifications

The following technical specifications apply to all roads, unless otherwise stated as unique to a road or segment.

Item 101 – Roadway Maintenance and Surface Grading

General:

The road surface shall be maintained to the standard degree necessary to allow for the Forest Service and public’s appropriate usage. The maintenance includes minor repairs of the travel way surface and drainage structures in addition to blading with smooth or serrated blade, scarification, watering, and compaction for the road surface. Berms, debris, and excess material resulting from road maintenance are absent prior to the completion of the day’s work activities.

Blading of intersections, turnouts, private drive entrances, pull offs, watering and movement of equipment for repairs, other uses, and/or site to site is considered incidental.

Contractor shall provide all equipment, materials, traffic control signs and devices, and labor necessary to complete the work.

Unit of Measure is linear mile and will be determined to the nearest one-tenth (1/10) mile along road centerline as measured with a Forest Service vehicle odometer. Work must be completed across the full width of the road segment measured for completion of each linear mile.

Scarification, Compaction, Equipment Cleaning, and Watering will not be measured separately for payment.

Upon completion of the work:

The full traveled way width, including turnouts, private driveway entrances, pull-offs and intersections with open roads, shall have been thoroughly bladed, scarified as necessary, and compacted with smooth transitions between private driveways or existing off road and graded road. The road is also clear of any limbs, brush, rocks, or excess material deposited through grading

Surfacing material less than 3 inches, shall have been thoroughly remixed in the road surface material and shall not have been segregated or subjected to side casting. Oversized material generated by road surface shall be removed so there will be no berm or ridge left on the completed section of road. Oversized material generated by maintenance work shall be discarded on the down slope side of the road or across the ditches on each side of the road on level ground in the direction of travel.

Displaced surfacing material shall have been recovered from the edges of the road and berms of material shall not exist along the edges of the road unless protruding stumps at shoulder level or outlets to culverts prohibit berm removal; in which case berms will not be found exceeding ten (10) feet in length along the roadway edges. The exception to berms being absent occurs on specifically designated roads where incorporated into design to prevent erosion of fill slopes.

Surfacing shall not have been contaminated with road subgrade or bank material.

The driving surface shall be uniform and shall be free of defects such as potholes greater than 0.75 inch deep, filled potholes, ruts, and washboard corrugations.

No rocks shall protrude more than 1 inch above the adjacent surface. Materials not meeting this dimension and woody debris of any size shall have been removed and placed outside the roadbed so as not to obstruct drainage or structures.

The traveled way shall be uniform, consistent to grade, and crowned or cross-sloped, as indicated by the character of the existing surface, to a transverse slope of approximately two (2) percent toward each shoulder.

Existing native rock or aggregate surfaced drainage dips shall have been shaped to divert surface runoff to existing outlet devices, ditches, and discharge locations.

Roadway back-slopes shall not have been undercut.

Roadside ditches, when present, shall be free of rocks and debris and demonstrate positive drainage free of puddles or standing water greater than one foot deep. Removed oversized material such as rocks larger than three inches and woody debris has been placed on the down slope side of the road when necessary.

Existing lead-in ditches and catch basins on culverts shall be clear of material capable of inhibiting water flow. The inlet and discharge end of culverts shall be clear of material to allow for effective dispersal of water.

The Contractor shall apply water to the road surface only to the full extent necessary to prevent segregation of the surfacing material and to maximize the compaction potential of the surfacing material as required elsewhere herein. The water must be clean, free of oils, hazardous chemicals, or any known pollutant agents.

Contractor may elect to obtain water from government and non-government sources other than those designated (if any) in the Work Listing. Government water sources are subject to approval by the Government. Non-government sources would not require approval by the Government for use as a source.

Contractor is responsible to obtain the right to use the water from all sources.

Water shall be extracted from streams in such a manner that a flow, adequate for fish survival, is maintained at and below the point of extraction. Water extraction means and equipment shall not change or remove stream bed or habitat materials at or adjacent to any point of water extraction.

Adequate compaction is defined at that which is normally obtained by the use of a pneumatic roller described herein operated over the full width, including passing lanes, with a minimum of one complete full width pass on material containing moisture sufficient to allow substantial compaction.

Compaction shall result in a uniform, reasonably smooth surface after visible deformation of loose surface material ceases.

Equipment shall be clean of all soil, seeds and other foreign material prior to mobilization onto National Forest lands and prior to moving from one work location to another.

Item 201 – Roadside Brushing

General:

Clearing limits shall be measured from the centerline of the roadway extending twenty (20) feet on each side unless otherwise marked or directed by the Forest Service Contract Representative. Contractor shall provide all equipment, materials, traffic control signs and devices, and labor necessary to complete the work.

Work shall be performed by hand or mechanically. Wheels or tracks of self-propelled equipment shall not be allowed on back slopes, fill slopes, berms or ditches. All equipment too heavy to be humanly carried must be operated on the road’s traveled surface. Natural ground adjacent to the road shall not be disturbed by mechanical and self-propelled equipment.

Mechanical cutting equipment shall not be operated when there are non-contractor personnel, Forest Service employees other than contract administrators, or occupied vehicles within three hundred (300) feet of the immediate operating area.

Unit of Measure is linear mile and will be determined to the nearest one-tenth (1/10) mile along road centerline as measured with a Forest Service vehicle odometer. Work must be completed across the full width of the road corridor to be measured for completion on each linear mile. Clearing limit measurements shall be made in horizontal distance. Extra width brushed, unless designated by the C.O.R., will not be measured for payment. Mobilization and Equipment Cleaning will not be measured separately for payment.

Upon completion of the work:

The roadside clearing limits shall be free of all brush, small plants and trees less than four (4) inches in diameter and cut to a height of four (4) inches or less from the ground unless designated or marked to remain. Brush and small plants growing in the ditch line, on the shoulder or on the Traveled Way shall be cut flush with the ground. All cut stems shall be uniform and horizontal to the ground surface.

Trees greater than four (4) inches in diameter within the clearing limits shall remain standing unless marked for cutting by a Forest Service Contract Representative.

Grass and other non-woody stemmed vegetation without an intermixed brush component shall be left in a natural undisturbed condition unless directed for cutting by a contract representative. Grass growing intermixed with brush shall be cut along with the brush.

Vegetation in live running water channels and standing water bodies, including but not limited to streams, rivers, run-off channels, over-flow or bypass channels, natural ponds, beaver ponds and lakes, etc., and adjacent to the edge of such water channels and bodies inside the brushing limits shall be brushed unless designated by a contract representative to be left in a natural and undisturbed condition.

Signs, markers and other road appurtenances are designated to be retained. Brush growing around the bases of signs, markers and other retained road appurtenances within three (3) feet of the posts or base perimeter shall be cut flush with the ground.

Contractor-damaged tree trunks shall be treated with a commercial nursery sealer the same day the damage occurs. If available, a brown or natural color shall be used.

All trees of any diameter size, shrubs, brush, and small plants growing WITHIN the zone from the Traveled Way, shoulder and ditch line, extending five (5) feet out from the edge of the Traveled Way shall be cut to a height of four (4) inches or less from the ground.

Trees greater than four (4) inches in diameter OUTSIDE the zone stated in (f) above greater than five (5) feet from the edge of the Traveled Way to the brush cutting limits shall remain standing unless marked for cutting by a Forest Service Contract Representative.

All branches on remaining trees WITHIN the brush cutting limits that extend into the Traveled Way shall have been trimmed to provide to provide a clear height without any portion of the branch extending within sixteen (16) feet above the roadbed. Trimmed tree branches shall be cut as near flush with the trunk as possible. Limb removal shall not tear or strip bark from the tree.

Limbs that extend across or into the brush cutting limits from trees growing OUTSIDE the brush cutting limits shall be sawed or snipped off flush at the trunk to a height of ten (10) feet above the ground on the brush cutting limit side. Trimmed tree branches shall be cut as near flush with the trunk as possible. Limb removal shall not tear or strip bark from the tree.

All stumps, fresh or previously cut, of trees greater than four (4) inches in diameter existing WITHIN the Traveled Way, ditches or drainage structures and less than five (5) feet from the edge of the Traveled Way shall be removed and the road, ditch and drainage structure restored to the shape and condition of the adjacent feature sections.

All stumps, fresh or previously cut, of trees greater than four (4) inches in diameter at the base above butt swell standing OUTSIDE the Traveled Way and embankment areas, and greater than five (5) feet from the edge of the Traveled Way within the brush cutting limits can be left undisturbed provided they do not extend more than one (1) foot above the natural ground (measured on the uphill side) and they do not interfere with the operation and maintenance of the road, ditches and drainage structures.

Brushing slash shall be left lying on the ground in pieces no larger than four (4) inches in the largest diameter and no longer than three (3) feet in unbroken or uncut length. If brushing slash pieces are larger than stated, the pieces shall be run through a machine to chop, chip or grind slash to sizes smaller than stated in this subsection. Deposit slash, chips and ground woody debris outside the clearing limits to a loose depth not exceeding 6 inches.

All pieces of wood greater than four (4) inches in diameter on the small end and greater than three (3) feet in length shall be neatly stacked within the brushing limits on top of the brushing slash and debris.

No brushing slash shall be deposited in lakes, meadows, streams, or streambeds. Brushing slash that interferes with drainage structure(s) shall be removed immediately. Brushing slash shall be considered to constitute all woody debris resulting from the cutting and trimming of woody material within the specified clearing limits.

Items 301-305 – Road Development General:

This work will involve all activities associated with new road construction, reconstruction, maintenance, repair, and decommissioning Forest roads.

All road work will meet the specifications provided in this attachment or specifications contained in task orders issued under this contract. Specifications provided in future task orders will have a higher priority than those in this solicitation in cases of conflicting, unclear or missing specifications.

Contractor shall provide all equipment, materials, traffic control signs and devices, and labor necessary to complete the work.

Upon completion of the work:

The constructed cut slopes will be 1:1 and fill slopes 1.25:1. The natural side slopes the road will be constructed on will be overall 30%, and points and finger ridges not exceeding 60%.

The road template will be a travel surface 24 feet wide crowned 2% from centerline, 1 foot deep V-shaped ditches with 1:1 ditch slopes along the full length of the road on one side.

Culvert inlet catch basins will be constructed measuring 5 feet in a radial distance from the culvert inlet. The catch basin bottom will be level with the height of placed material in the culvert installation.

The culvert outlet with the placed material shall be level with the adjacent ground or stream bed. No perched outlet installations will be allowed.

Crushed aggregate surfacing will be compacted depths of crushed aggregate meeting Alaska DOT C-1 or D-1 gradation, as described below.

Transportation of the mixture from the mixing plant to the point of use must not exceed 90 minutes.

The target value for density is 94% of the maximum specific gravity (MSG), as determined by WAQTC FOP for AASHTO T209. For the first lot of each type of asphalt concrete pavement, the MSG will be determined by the Job Mix Design. For additional lots, the MSG will be determined by the sample from the first sub-lot of each lot.

All road intersections shall have a 10 foot radius flare on each side of the road connecting to the joining road shoulder.

Gates shall be constructed of 3 inch round steel pipe with a single support angle brace of 3 inch round steel pipe. A locking end box shall be on the end of the arm. The hinge post and end locking post shall be made of 6 inch diameter round steel set in a 36 inch wide hole 36 inch deep filled with concrete with ½ inch rebar reinforcement. An open gate locking post shall also be installed on the hinge gate side in the same manner.

Mechanical cutting equipment shall not be operated when there are non-contractor personnel, Forest Service employees other than contract administrators, or occupied vehicles within 300 feet of the immediate operating area.

Exposed mineral soil shall be seeded with a mix 50% Red Fescue and 50% Bering or Tufted or Nortran Hair Grass at the rate of 50 lbs per acre. Fertilizer mix of 20-20-10 shall be evenly spread at the rate of 250 lbs per acre. Mulch shall be applied at a rate of 2000lbs/acre and tackifier at 60 lbs/acre. Emulsified Asphalt variety tackifiers will not be allowed.

Waste organic material, rock, wood, excess, and construction debris resulting from all work activity or removal of existing road elements shall be removed from the project and disposed of off National Forest property. The contractor is responsible for disposal in a manner and at a site in compliance with State of Alaska laws and regulations.

Unit of Measure is Linear Mile (LM) and will be determined to the nearest one-tenth (1/10) mile along a centerline as measured with a Forest Service vehicle odometer, tape or measuring instrument. Work must be completed across the full width of the road corridor to be measured for completion on each linear mile. Clearing limit measurements shall be made in horizontal distance. Mobilization and equipment cleaning will not be measured separately for payment.

Item 301 - New Construction

Clearing width will be 40 feet each side from centerline. Clearing will involve trees and shrubs up to 36” in diameter and 60 feet tall with a density of 200 trees per acre.

Rock drilling and blasting will be bedrock and 100 cubic yard (CY). Blasting plans shall be provided.

There would be 20,000 CY yard of excavation and use as embankment material. 5,000 CY additional embankment material will be used in construction from contractor furnished sources.

The base layer shall be a 12 inch compacted layer of 3 inch minus crushed aggregate.

There will be 10 drainage structures installed, two 36 inch diameter corrugated metal culverts (cmp), three 24 inch diameter cmps, and five 18 inch diameter cmps. All culverts will be 26 feet in length.

One single swing arm gate will be installed across the road at the start of the road.

There will be 6 acres of mineral soil.

Item 302 - Reconstruction

Rock drilling and blasting will be three large buried boulders 6 ft across in all dimensions. Blasting plans shall be provided.

The existing aggregate surface will be removed to a depth of 6 inch across the full width of the road. The material shall be hauled off and disposed as required.

The reconstructed aggregate surface layer will be 6 inch compacted depth of crushed aggregate meeting Alaska DOT D1 gradation.

Three existing 18 inch culverts 26 feet long will be removed and new aluminum culverts of equal size be reinstalled at existing sites.

One 20 feet span bridge will be will be repaired by replacing the wearing surface with 2 inch x 8 inch x 10 feet rough cut spruce planks lag bolted to the existing bridge deck. The planks ends will be tightly butted against each other and no gaps shall be present. Adjacent plank end joints shall not be closer than 12 inch to the nearest end joint.

100 feet of W-shape aluminum approach guardrail will be removed and replaced with new guardrail on existing guardrail posts. New closed loop terminal ends will be installed to replace the existing terminal ends. 40 feet of bridge guardrail will be installed on both sides of the bridge on existing posts. Standard reflective highway object end markers with posts will be installed, no existing markers are present.

Item 303 - Road Surface and Drainage Repairs and Maintenance

Existing asphalt surface material shall be removed across the full width of the road. The old asphalt shall be removed from site, recycled or disposal as required off the National Forest. The aggregate bedding layer shall be removed to a depth of 6 inch and disposed as required.

The reconstructed asphalt surface shall be a 2 inch compacted layer of asphalt. The reconstructed 6 inch bedding layer shall be crushed aggregate meeting Alaska DOT D-1 gradation.

Existing aggregate surface material shall be removed across the full width of the road to a depth of 6 inches.

Reconstructed aggregate surfacing shall be a 6 inch compacted layer of crushed aggregate meeting Alaska DOT D-1 gradation.

Ditches will have positive flow to the nearest culvert installation. Use of ditch blocks will be required as needed. Typically 5 ditch blocks will be built and maintained in a mile of road.

Mud, rock, ice, snow, and organic debris from slumps, ground slides, and avalanches will have to be removed from road surfaces and drainage features.

Item 304 - Asphalt Patching and Repairs

Asphalt repairs will be completed by heat convection methods. No cut seams shall be left in the asphalt layer of the road surface.

Pothole repairs in the road surface will typically be 2 feet by 2 feet in size. Surface crack repairs will typically be 15 feet in length. There will be 10 pothole repairs and 60 feet of surface crack repairs in a mile of asphalt road.

Edge replacement, pothole repair, and crack repairs will require supplementing the existing asphalt with 1 cubic yard of hot asphalt in a mile of asphalt road.

Item 305 - Decommissioning

The road surface will be broken up by scarification, digging or other means to make the surface impassable by motorized vehicle.

There will be 10 drainage structures removed, two 36 inch diameter corrugated metal culverts (cmp), three 24 inch diameter cmps, and five 18 inch diameter cmps. All culverts will be 26 feet in length.
