Calamity Carroll Road Stabilization

AG-0116-S-13-0022

Pre-Bid Conference Call, 14 MAY 2013

Dial-In Number was 888-858-2144, with access code 1331636.

A number of callers did dial in, but they were not counted and a roll was not called.

The contracting officer introduced himself, Will Young (a hydrologist on the Ketchikan/Misty Fiords Ranger District staff) and Rozie Berry (an engineer on the Tongass Engineering staff).

The contracting officer explained that this pre-bid conference was primarily to share insights from the Government to prospective bidders, but that bidders could ask questions — we might ask a prospective bidder to formalize a question in writing if we are unprepared to answer it on the spot. The contracting officer further shared that he would issue a solicitation amendment to extend the date set for receipt of sealed bids, because the agency has passed down the promised funds yet. The date will probably be June

10. [NOTE: Solicitation Amendment -03 changed the date to June 11.]

Mr. Young shared that the Carroll River is a high-value fishery, and that soil erosion is important. Solicitation amendment -01 provided replacement pages for the supplemental specifications that emphasized the importance of an erosion control plan. He added that the successful bidder will want to think about this early on so that it can submit its plan for the Government’s approval early so that work isn’t rushed. The stream crossing plan is also very important to the Government.

Ms. Berry shared that some rock is available at the work site, but that the Government does not warrant the quality or quantity of the rock. A bidder will want to look into the rock situation when it visits the site before bidding. The successful bidder could decide to bring in rock from the outside.

A caller, Rob DuRette, asked about the solicitation text that no drilling or blasting is required. Ms. Berry explained that this means that the Government does not anticipate drilling or blasting is required, but the successful contractor wanting to drill and blast could submit a pit development plan for this purpose for the Government’s approval as the contractor’s decision.

Another caller, Jackie DuRette, asked if the bid opening date slipped to June, would the fish timing dates also change.

The contracting officer replied that if he extends the bid opening date, he will also look at the period of performance end date and the fish timing dates. [NOTE:

Solicitation Amendment -03 changed the period of performance end date to August 31, 2014.]
