Wrangell Island Timber Sale Support, Solicitation: AG-0112-S-17-0006 Questions and Answers

Question 1: Plan sheet 15/17 on Notes # 8 says Contractor shall provide the C.O a list of as-slope staked lengths and locations for Culvert Installations. The Work list for each road specifies lengths and locations for all of the intended culvert installations. Does the Government want to have the contractor slope stake culverts as noted on plan sheet 15?

Answer 1. Yes. The culvert lengths in the work list are the Government’s best estimate. Sheet 15 of the drawings requires contractor slope staking under 602 items in order to determine actual lengths.

Question 2: Does the Government anticipate contractor accessing under the bridges with excavator for rip-rap placement and concrete void placement, as long as they stay out of the creek? Is there room under these bridge locations on the 6270 and 6299 repair locations?

Answer 2. The contractor may use equipment off of the road surface but not in streams and only as long as stream banks are not disturbed. It is unlikely that an excavator will be able to place rip rap directly in the scour areas or concrete directly in the voids identified in the drawings.

Question 3: What will be the slurry mix requirement for filling voids and under mud sills?

Answer 3. Refer to specification in FP-03 Section 601. – MINOR CONCRETE STRUCTURES

Question 4: Do mobile fuel trucks on the project that are driven to various areas for fueling require any sort of containment measures?

Answer 4. Under FAR 52.236-7 Permits and Responsibilities, the contractor is responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. Mobile fuel trucks need to have the required licenses and comply with all laws, codes and regulations. Prospective bidders should also review specifications in FP-03 and Forest Service Supplemental Specification 107.10 Environmental Protection when developing fueling plans.

Question 5: Is Pat's landing available for use to offload equipment and materials to get to project area?

Answer 5. Yes, the Pats LTF on NFSR 6250 is available for loading and offloading equipment and materials. Other Forest Service contractors and timber purchasers also use Pats so coordination will be required. Storage, other than staging, will not be allowed at the LTF.

Question 6: To date there has been too much snow at all of the work locations to look at the site conditions. Will the Government consider extending the RFP due date so that a bidder might be able to get on the ground and do their own site analysis prior to submitting a proposal?

Answer 6. The due date was extended a week with Amendment 1. We are unable to extend it further due to funding concerns.

Question 7: Can the Government provide any recent photo's within the last year of the project area roads and bridge sites Answer 7. Unfortunately we do not have any recent photos of roads 50041, 50051 or 50052. We do have some photos of similar bridge repair work done on another bridge on road 6270.

Question 8: Can the Government tell us of known conditions on any of the roads such as brushy, washouts, or slides?

Answer 8. NFSR 50041 – You can only drive the first 500 ft. of the road. The rest of the road is heavily brushed in. Pipes on the last .75 miles of the road were removed an estimated 20 years ago.

NFSR 50051 – The first 1.5 miles of the road is open but is very rough and has the area of steep unstable road that is to be widened. Culverts were removed past milepost 1.5 in 2008. I would characterize the brush on the 50051 as light.

NFSR 50052 – The road is open but rough. It was last brushed in 2009.

Note that all 3 of these roads are to be reconditioned which includes removing all vegetation from the roadbeds, shoulders and ditches under that pay item.
