SCOPE
This contract is for unanchoring and towing services for the following:
a. Unanchor Chickamin Barge from the False Island, AK (57d 31.957’ N longitude, 135dd
12.817’ W latitude) to Ketchikan Berth 1 pilings, including unanchoring and removing all shore moorings.
b. Detach and tow Chickamin Barge and floating docks from False Island, AK to pilings inside Cruise Ship Berth 1 in Ketchikan, AK. Secure in Ketchikan to the pilings inside Cruise Ship Berth 1. Approximately 236 nautical miles.
SCHEDULE
Vendor shall schedule the project to move on or about October 20, 2014. Barge and float docks shall be secured in the given locations by the date shown below
a. False Island to inside Berth 1 piling – October 31, 2014
SPECIAL CONSIDERATIONS
ANCHORS
(1) 4 each 2.5 ton anchors moor this barge. Two anchors chained together on each end of Chickamin. Each set of two consists of one anchor set out in bay and the other anchor is buried in the beach gravel. The 2 starboard 5 ton Beebe winches attach to one anchor chain each bow and stern. These winches do not have drum capacity to hold chain. They also may not have weight capacity to pull even one anchor with this heavy chain. This dual anchor arrangement will be disassembled prior to retrieving anchors.
(2) There are two 750 lbs. anchors with chain set off corners of port side with winch cables. They can help hold barge off shore in calm conditions when moving barge and should pull without issue.
(3) Another 1500 lb. anchor is on shallow bottom off east corner of FS Airplane dock. It will require a diver to locate chain and is to be recovered as part of this effort.
(4) Dual anchors on beach may have been set with large crane and excavator initially and therefore may require similar equipment to recover. These anchors will be loaded on barge, also.
(5) All anchors will be loaded and secured to Barge deck.

BARGE TOWING BRIDLE
A large towing bridle and associated shackles shall be provided by towing firm suitable for this barge.
RAMP
Remove Ramp from Barge and store on land.
DESCRIPTION OF BARGE AND FLOATS
The Chickamin Barge is 32 ft. x 85 ft. with a two story building atop the deck.
Floating docks consist of three each 20 ft. x 24 ft. floating docks. Actual docks may be less than described here.
MOORAGE IN FALSE ISLAND
Detach and unanchor Chickamin barge and floating docks from fixed dock at False Island.
Secure all stored items on deck and inside the house. All anchor cables are to be wound onto the barge anchor winches.
MOORAGE IN KETCHIKAN PILINGS INSIDE CRUISE SHIP BERTH 1
Contractor shall secure Chickamin barge and floating docks inside Cruise Ship Berth 1 to pilings. Moorage lines aboard the Chickamin shall be used.
Floating docks shall be secured properly to the barge for towing and while secured in Ketchikan.
THE GOVERNMENT WILL FURNISH ADEQUATE FENDERS FOR MOORING IN
KETCHIKAN.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
