DESCRIPTION OF SERVICES IDENTIFIED IN BLOCK 20
1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, equipment, supplies, and labor necessary to ensure that custodial services are performed at Cordova Ranger District office in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance. The Cordova Ranger District office has approximately 8,677 square feet of space and seventy (70) windows.
1.1. BASIC WEEKLY JANITORIAL SERVICES. The contractor shall accomplish all cleaning tasks to meet the requirements of this Statement of Work (SOW) and the Service Delivery Summary (SDS). The minimum cleaning frequencies are established in Item 2, Workload Factors.
1.1.1. Maintain Floors. All floors, except carpeted areas, shall be swept, dust mopped, damp mopped, wet mopped, dry buffed, and spray buffed, as needed, to ensure they have a uniform, glossy appearance, and freedom from dirt, debris, dust, scuff marks, heel marks, other stains and discoloration, and other foreign matter. Baseboards, corners, and wall/floor edges shall also be clean. All floor maintenance solutions shall be removed from baseboards, furniture, trash receptacles, etc. Chairs, trash receptacles, and other moveable items shall be moved to maintain floors underneath these items. All moved items shall be returned to their original and proper position.
1.1.2. Remove Trash. All trash containers shall be emptied and returned to their initial location.
Boxes, cans, and papers placed near a trash receptacle and marked “TRASH” shall be removed.
Any obviously soiled or torn plastic trash receptacle liners shall be replaced. The trash shall be deposited in the nearest outside trash collection container. Trash receptacles shall be left clean, free of foreign matter, and free of odors.
1.1.3. Clean Interior Plexiglas/Glass/Mirrors. Clean all interior glass, including glass in doors, partitions, walls, display cases, directory boards, etc. After glass cleaning, there shall be no traces of film, dirt, smudges, water, or other foreign matter.
1.1.4. Clean Drinking Fountains. Clean and disinfect all porcelain and polished metal surfaces, including the orifices and drain, as well as exterior surfaces of fountain. Drinking fountains shall be free of streaks, stains, spots, smudges, scale, and other obvious soil.
1.1.5. Clean Stairways. All floor surfaces shall be cleaned in accordance with paragraph 1.1.1 or 1.1.7, as appropriate for floor covering. Grease and grime shall be removed from stair guards, handrails, and baseboards. Contractor shall remove all marks, dirt, smudges, scuffs, and other foreign matter from adjoining stairwell walls to provide or maintain a clean, uniform appearance based on weekly and monthly service requirements.
1.1.6. Vacuum Carpets. Vacuum carpeted areas, to include corners and edges. After vacuuming, the carpeted area shall be free of all visible dirt, debris, litter, and other foreign matter. Any spots shall be removed by carpet manufacturer’s approved methods as soon as noticed. All tears, burns, and raveling shall be brought to the attention of the government representative (the designated Contracting Officer Representative [COR]). Area and throw rugs are included to receive this service.
1.1.6.1. Clean Carpets. Spot clean or shampoo dirty carpets over an area of two (2) square feet or less. Spots must be removed immediately.

1.1.7. Vacuum and Clean Floor Mats. Vacuum and clean interior and exterior floor mats. After vacuuming or cleaning, mats shall be free of all visible lint, litter, soil and other foreign matter. Soil and moisture underneath mats shall be removed and mats returned to their normal location.
1.1.8. General Spot Cleaning. Perform spot cleaning on a continual basis. Spot cleaning includes, but is not limited to; removing, or cleaning smudges, fingerprints, marks, streaks, spills, etc., from washable surfaces of all walls, partitions, vents, grillwork, doors, door guards, door handles, push-bars, kick-plates, light switches, temperature controls, and fixtures. After spot cleaning, the surface shall have a clean, uniform appearance, free of streaks, spots, and other evidence of soil.
1.1.9. General Dusting. All horizontal surfaces, to include but not limited to; counters, tabletops, computer stands, room dividers, filing cabinets, phones, conference room table, benches and desks in individual offices must be dusted or cleaned to eliminate dust collection (Contractor shall not remove paper work from desks to other work areas to dust or clean. If surfaces are not clear, then it is not necessary to dust or clean). Office equipment that includes but is not limited to fax machines, printers, and television in conference room must be dusted or cleaned to eliminate dust collection. Contractor shall follow manufacturer’s recommendations for cleaning of all exhibits.
1.1.10. Clean Kitchen. Clean and disinfect sink, faucet, drain and stopper. Sink and surrounding areas shall be free of streaks, stains, spots, smudges, scale and other obvious soil. Clean and disinfect microwave oven inside and out, wipe down the refrigerator and wipe down the walls by the trash receptacles.
1.2. BASIC WEEKLY RESTROOMS CLEANING SERVICES. The contractor shall accomplish all cleaning tasks to meet the requirements of this Statement of Work and the Service Delivery Summary
(SDS).
1.2.1. Clean and Disinfect. Completely clean and disinfect all surfaces of sinks, toilet bowls, urinals, lavatories, dispensers, plumbing fixtures, partitions, dispensers, doors, walls, and other such surfaces, using a germicidal detergent. After cleaning, receptacles will be free of deposits, dirt, streaks, and odors. Disinfect all surfaces of partitions, stalls, stall doors, entry doors, (including handles, kick plates, ventilation grates, metal guards, etc.) and wall areas adjacent to wall mounted lavatories, urinals, and toilets.
1.2.2. Descale Toilet Bowls and Urinals. Descaling shall be performed monthly at a minimum and as often as needed to keep areas free of scale, soap films, and other deposits. After descaling, surfaces shall be free from streaks, stains, scale, scum, urine deposits, and rust stains.
1.2.3. Sweep and Mop Floor. After sweeping and mopping, the entire floor surface, including grout, shall be free from litter, dirt, dust and debris. Grout on wall and floor tiles shall be free of dirt, scum, mildew, residue, etc. Floors shall have a uniform appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film or standing water. Moveable items shall be tilted or moved to sweep and damp mop underneath. Floors shall be stripped, scrubbed, waxed, etc., and as necessary to maintain sanitary conditions and a clean, uniform appearance.
1.2.4. Stock Restroom Supplies. Contractor shall ensure restrooms are stocked sufficiently so that supplies including soap for the soap dispensers do not run out. Supplies shall be stored in designated areas. No overstocking shall be allowed.

1.3. MONTHLY/SEMIANNUAL/ANNUAL JANITORIAL SERVICES.
1.3.1. Monthly Service, Second week of each month: Floors/surfaces--Dust all windowsills and picture frames, clean all door windows at office main entrance area (interior and exterior), scrub stairs and handrails. Lobby/Office Areas—clean all graphic panels, dust and spot clean all exhibit walls, ledges and panel fixtures in exhibit rooms, remove cob webs, dust window sills, window ledges, thermostats, fire extinguisher boxes, baseboards, molding, wainscoting, heater registers, wall hangings/signs, wooden benches, and other horizontal surfaces throughout the building, including exhibits, furniture, information desks and sales areas.
1.3.2. Semi-Annual--Clean Interior Windows: Clean all office windows (glass surfaces)--interior. After surfaces have been cleaned, all traces of film, dirt, smudges, water, and other foreign matter shall be removed from frames, casings, sills, and glass.
1.3.3. Semi-Annual--Strip, Scrub, Seal, and Wax Floors on second level (reception area):
Strip, scrub, seal, and wax floors as necessary to maintain a uniform glossy appearance. A non-skid wax is required. A uniform glossy appearance is free of scuff marks, heel marks, wax build-up, air bubbles and other stains and discoloration. All wax stripping solutions shall be removed from baseboards, kick plates, walls and other similar items.
1.3.4. Annual--Clean/Shampoo Carpets and Upholstered Chairs, Strip, scrub, seal and wax floors. All carpets and upholstered chairs shall be cleaned in accordance with standard commercial practices. This may be done in partial segments, due to size of the building, insuring that all carpeted areas and upholstered chairs are completed by September 30th each year. A heavy-duty spot remover may be required in heavily soiled areas. After shampooing, the carpeted area will be uniform in appearance and free of stains and discoloration. All cleaning solutions shall be removed from baseboards, furniture, trash receptacles, chairs and other similar items. Chairs, trash receptacles, and other items shall be moved to clean carpets underneath, and returned to their original location. Strip, scrub, seal, and wax floors as necessary to maintain a uniform glossy appearance. A non-skid wax is required. A uniform glossy appearance is free of scuff marks, heel marks, wax build-up, air bubbles and other stains and discoloration. All wax stripping solutions shall be removed from baseboards, kick plates, walls and other similar items.
1.3.5. Annual--Clean all light fixtures: in accordance with 1.1.8 and 1.1.9 above.
1.3.6. Annual--Clean all window blinds: in accordance with 1.1.8 and 1.1.9 above.
2. EMERGENCY OR SPECIAL EVENT CLEANING SERVICES. Upon notification, the Contractor shall perform additional emergency or special event cleaning required in any building, area, or room covered under this contract. The Contracting Officer shall order cleaning services through issuance of a purchase order for the required work task(s). The Contractor shall begin emergency work, as determined by the Contracting Officer Representative (COR), within one (1) hour of notification. The Contracting Officer (CO) or designated representative will notify the contractor as soon as a special event requirement is known, but no less than 24 hours prior to the event. A completion schedule shall be determined for each task order.
3. PAYMENT. Upon inspection and acceptance of monthly services, payments will be made monthly.
Additional service, such as emergency or special event cleaning services, performed outside the monthly schedule shall be through the issuance of a purchase order for the required work task and shall be invoiced separately on a per job basis.

SERVICE DELIVERY SUMMARY.
1. SERVICE DELIVERY SUMMARY. The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

Floors, baseboards, corners and wall edges are free of dirt, dust and debris. Trash is empty;
Plastic liners are in good condition. Trash containers are free of odors and visible dirt.
Trash is emptied into outdoor trash collection container. Glass and mirrors have no traces of film, dirt, smudges, or water. Drinking fountains and kitchen sink are disinfected and free of streaks, stains, spots, smudges, scale and other deposits. Stairways are free of dirt, debris, marks, smudges, scuffs and other foreign matter.
Carpets are free of dirt, debris, litter and other foreign matter. Dust is not visible.
1.1. Not to exceed five (5) customer
complaints per month.
Basic Restrooms Cleaning Services.
Restrooms shall be disinfected and free of dirt, deposits, streaks and odors. Shower is disinfected and free of soap films, scum and other deposits. Toilets and urinals are disinfected and free of scale, stains, scum and other deposits.
Floors are free of litter, dirt, dust and debris.
Supplies are adequate until next service.
1.2. Not to exceed five (5) customer
complaints per month
Periodic Cleaning Services.
Floors have a glossy uniform appearance free of scuffmarks, heel marks, wax build-up, and other stains and discoloration. Windows are free of film, dirt, smudges, water, and other foreign matter. Carpets are free of stains and discoloration.
1.3. Not to exceed five (5) customer
complaints for the reporting period.
2. WORKLOAD FACTORS. Weekly cleaning shall be performed twice (2) a week. Monthly cleaning shall be performed during second (2ND) week of each month. Annual cleaning shall be completed by September 30th of each year.
Semi-Annual and Annual cleaning schedules shall be coordinated with the Contracting Officer’s Representative (COR) before work begins.
All work performed under this contract shall be accomplished outside regular business hours starting at 6pm on weekdays and between 9am – 9pm on weekends, so as not to disturb daily business.
No janitorial service will be allowed on the following Federally observed holidays: New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day and Christmas Day. If the scheduled cleaning day falls on any of these holidays, then an alternate day that week will need to be chosen and coordinated with the COR.

In the event of a furlough (Government Office are closed due to funding), NO services will be needed during this time period, unless contacted by the Contracting Officer (CO).
3. CONDUCT. The Contractor nor his/her employees are prohibited from smoking in the building. The Contractor nor his/her employees are prohibited from disturbing papers on desks, opening desk drawers or cabinets, or using telephones or office equipment. Any computer wiring, which becomes disconnected or unplugged while cleaning, shall not be reconnected by the Contractor or his/her employees. Contractor or his/her employees shall leave written notification for the COR indicating the location of any computer equipment disconnected.
Contractor and his/her employees shall ensure that all windows are closed, doors are locked and lights are turned off after completing work for the day.
The Contracting Officer may, in writing, require the Contractor to remove from the job any employee the Government deems incompetent, careless, or otherwise objectionable or for theft, possession and/or removal of materials, supplies, equipment, or any other Government-owned property.
GOVERNMENT-FURNISHED PROPERTY
The Government will provide the following item(s) of Government property to the Contractor, for the use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with provisions of FAR clause 52.245-1, “Property Records,” hereby incorporated by reference, into the contract, in accordance with FAR clause 52.252-2, “Clauses Incorporated by Reference”, found herein.

CONTRACTOR FURNISHED PROPERTY
The Contractor shall supply all labor and supervision as well as ALL supplies and equipment not furnished by the government (as listed above in GOVERNMENT-FURNISHED PROPERTY), that are necessary to satisfactorily meet or exceed the performance standards of this contract.
HAZARDOUS MATERIAL
If hazardous materials will be used in the performance of this contract, as defined in FAR Subpart 23.301, the Contractor shall provide a Material Safety Data Sheet to the designated Contracting Officer Representative (COR) prior to beginning contract work. Government property, or endanger the health and safety of any person in the building. Contractor will be responsible for damage as a result of the misuse of chemicals. Provide adequate advance notice when using products that may produce noxious fumes, or when performing work that would impact daily operations

The Contractor must comply with Section 9002, of the Farm Security and Rural Investment Act of 2002 (FSRIA), Executive Order (EO) 13423, “Strengthening Federal Enviornmental, Energy, and Transportation Management,” and the Federal Acquisition Regulation to provide Bio-Based products.
In accordance with FAR 52.223-2, the Contractor shall utilize products made from biobased materials to the maximum extent possible without jeapardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies shall be of a type and quality that conform to applicable Federal specifications and standards. All supplies to be used in the performance of work described herein are subject to the approval of the Contracting Officer’s Representative (COR).
The following list is an example list of product that may be used in this contract, for custodial services, for which Bio-Based products are available. This list is not all inclusive. It is desirable that vendors be able to supply the greatest number of Bio-Based products listed, meeting the health and enviornmental specifications. Biobased products that are designated for preferred procurement under USDA’s BioPreferred program must meet the required minimum biobased content as stated in the USDA Final Rule available at www.biopreferred.gov. The Contractor should provide data for their biobased products such as biobased content.
In addition to the biobased products designated by the U.S. Department of Agriculture in the BioPreferred Program, the Contractor is encouraged to use other biobased products.
The contractor shall coordinate the storage of supplies with the COR.

SAFETY
(a) Contractors are subject to all applicable State and Federal OSHA rules and regulations.
All equipment furnished by the contractor necessary to accomplish work under this contract must meet all applicable OSHA standards. Contractor shall not use any unsafe equipment or any equipment in need of repair.
(b) All electrical equipment used by the Contractor shall be UL approved. This equipment must operate using existing building circuits. It shall be the responsibility of the Contractor to prevent the operation or attempted operation of electrical equipment or combinations of equipment which require power exceeding the capacity of existing building circuits.
(c) Personal Protective Equipment
(1) The contractor will train in the safe operation and use of equipment to all workers using such equipment.
(2) Personal protective equipment, including personal protective equipment for eyes, face, head and extremities shall be provided, used, and maintained in a sanitary and reliable condition wherever it is necessary by reason of hazards or processes encountered in a manner capable of causing injury or impairment in the function of any part of the body.
(3) Defective or damaged personal protective equipment shall not be used.
SECURITY
(a) The Contractor shall protect Government property, buildings, equipment, materials, records, and data against unauthorized access, loss or damage.
(b) The Contractor shall ensure that all keys issued by the Government are kept secure and not used by unauthorized persons. Government-issued keys shall not be duplicated. The Contractor shall reimburse the Government for replacement of locks or re-keying as a result of Contractor loss or negligence.
(c) Only the Contractor’s employees are allowed in the building or on the job site. The Contractor is prohibited from opening locked areas to permit entrance of persons other than the Contractor’s employees.
(d) The Contractor, upon entering the facility, shall determine if there are any employees still inside the building and if so will notify them of their presence. This shall be done before starting services and after services are completed. This will help ensure the security of the building is not compromised when the last person leave the facility.

This contract is a 100% Set-Aside for Disabled Veteran-Owned Small Business in accordance with FAR clause 52.219-27 “Notice of Service-Disabled Veteran-Owned Small Business Set-Aside,” under FAR Part 19.1405 and 19.1406.

EVALUATION OF QUOTES
Award under this solicitation shall be based upon Simplified Acquisition Procedures.
The Government will award a contract resulting from this solicitation to the responsible Quoter whose quote conforming to the solicitation will be most advantageous and provides the greatest overall value to the Government, price and other factors considered. Source evaluation will be based on best-value principles. The following factors shall be used to evaluate offers:
Past experience – The quoter shall demonstrate performance of similar type, scope, and magnitude to that detailed in this solicitation. Quoter shall provide an Experience and Capability Questionnaire (Attachment 2) for current and/or previous clients where the quoter has performed similar janitorial services within the past two (2) years. Include the client’s name, description of building, square footage, and contact information to include telephone numbers and email addresses. The government has the right to consider data obtained from other sources as well as personal knowledge when evaluating past experience.
Price.
(a) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215- 2, Audit and Records -- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

FAR 52.217-8 Option To Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. FAR 52.217-9 Option to Extend the Term of the Contract (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed Five years and thirty days-(5) years and (30) days.

AGAR 452.215-73 Post Award Conference (Nov 1996)
(a) A post award conference with the successful offeror is required. It will be scheduled within seven to ten (7 to 10) days after the date of contract award. The conference will be held at: mutually agreed upon date and time unless otherwise changed by mutual agreement.
(b) Contractor designated representative or foreman (whomever the Contractor will have on the site) shall be present at the pre-work conference.
