SPECIFICATIONS
SECTION 011100
SUMMARY OF WORK
PART 1 GENERAL
1.01 DESCRIPTION
A. Reconstruct and replace facilities at the Control Lake Access site. Major work items include demolition of the existing boardwalk, gangway and dock, and installation of an aggregate trail, boardwalk, gangway and floating dock.
The contract includes a base bid and option items:
· Base Bid: Construction of boardwalk, gangway and floating dock. Additional items include installation of signs.
· Option Items: 0001 Construction of an aggregate trail.
0002 Demolition and Removal of wooden boardwalk and dock B. Provide shop drawings, construction details, assembly instructions, and other submittals to illustrate all aspects of the proposed boardwalk, gangway and float designs and assembly procedure. The submittal for review and approval of the Government will be made prior to commencing of work on site. This shop drawings and calculations shall be prepared by a Professional Engineer licensed in the State of Alaska.
C. Base the submittals upon the design concepts, with modifications made where necessary to accommodate design requirements specific to the Contractor's methods of construction. All suggested modifications to the plans are subject to review and approval by the Government. The design will comply with all applicable codes.

SECTION 01111
MOBILIZATION
A. PART 1 - GENERAL
1.1 DESCRIPTION
A. This work consists of moving personnel, equipment, material and incidentals to the project and performing all work necessary before beginning work at the project site. Mobilization includes the costs associated with obtaining permits, insurance, and bonds. Mobilization is not intended to pay for the costs of materials before they are used on the project site.
1.2 PAYMENT
A. Pay for the accepted work at the contract unit price for the PAY ITEM shown in THE SCHEDULE OF ITEMS.
B. Make progress payments for mobilization as follows:
1. Reimburse for bond premiums before issuing the Notice to Proceed if evidence of payment is received.
2. When 5 percent or more of the original contract amount is earned from other PAY ITEMS, pay mobilization at the rate of 50 percent, or up to 5 percent of the original contract amount, whichever is less.
3. When 10 percent or more of the original contract amount is earned from other PAY ITEMS, pay mobilization at the rate of 100 percent, or up to 10 percent of the original contract amount, whichever is less.
4. Pay any unpaid amount for mobilization upon final acceptance of all work items.

SECTION 013300
SUBMITTALS
PART 1 GENERAL
1.01 DESCRIPTION
A. Work Included:
1. Submittals are required under this contract for the purpose of establishing the final specifications and design.
2. Submittals shall be approved by the Contracting Officer. The Contractor shall not purchase, order, ship, install, or otherwise incur costs for a product or other work subject to submittal approval until after approval is granted by the Contracting Officer; the Government shall not be responsible for payment for any work, product, design, etc., not approved.
3. Rejection of any submittal by the Contracting Officer constitutes notice that a resubmittal is required for the same purpose; rejections shall be explained.
1.02 QUALITY ASSURANCE
A. "Or Equal":
Where the phrase "or equal" occurs in the contract documents, do not assume that the materials, equipment, or methods will be approved as equal unless the item has been so specifically approved by the Contracting Officer.
PART 2 PRODUCTS
2.01 REQUIRED SUBMITTAL
A. Within thirty (30) calendar days of receipt of Notice of Award, the Contractor shall submit to the Contracting Officer two copies of shop drawings and other submittals for review. Submittals are listed in relevant Specifications Sections.
| B. | The Contractor's proposed shop drawings shall conform substantially with the design drawings provided for bid by the Government. Proposed variations shall be highlighted in the proposed shop drawing submittal. All proposed variations shall conform with applicable design codes. |
| C. | The Government shall review the submittal and within 14 days provide a written response to the Contractor outlining any corrections to the proposed working drawings. The Contractor shall then have 7 days to submit the corrected shop drawings to the Contracting Officer for approval. Approval of the shop drawings will constitute the Contractor's Notice to Proceed. |

SECTION 01331
CONSTRUCTION LAYOUT
PART 1 – GENERAL
1.01 SUMMARY
A. Section includes the layout of the project for construction.

PART 3 – EXECUTION
3.01 Project Layout
A. Provide all survey work necessary to lay out the work according to the plans and specifications. Provide vertical control for all work based on the grading plan or as staked by the Government.
B. Stake the area of construction and location of key elements for approval of the COR after demolition of existing facilities and completion of rough grading; prior to Contractor continuing construction work. This includes staking the start of the new trail, new trail centerline, new trail switchback, start of boardwalk, and changes of directions of boardwalk, start of gangway and location of dock.
C. The Government may make changes to the layout and site grading at this time to better fit the site. If adjustments are made, provide survey and staking of the revised plan to ensure its full implementation.
SECTION 024116
DEMOLITION
PART 1 – GENERAL
1.01 SUMMARY
A. This Section includes the following:
1. Demolition and removal of site improvements.
1.02 DEFINITIONS
A. Demolish: Completely remove and legally dispose of off-site.
1.03 MATERIALS OWNERSHIP
A. Demolition waste becomes property of Contractor.
B. On-site storage or sale of removed items or materials is not permitted.
1.04 PROJECT CONDITIONS
A. Owner assumes no responsibility for structures to be demolished.
B. Hazardous Materials: Dispose of material according to Federal, State, and local regulations. Hazardous materials include, but are not limited to: treated wood.
PART 2 - PRODUCTS

PART 3 - EXECUTION
3.01 DEMOLITION
A. General: Demolish indicated existing site improvements completely, including existing utility box.
B. Explosives: Use of explosives is not permitted.
3.02 PROTECTION
A. Demolish in a manner that will not damage the wetland vegetation or areas outside the construction limits.
B. Protect items to remain from damage due to demolition (and other construction activities).
3.03 CLEANING
1. Clean adjacent areas of debris caused by site improvement demolition operations. Return adjacent areas to existing conditions before demolition operations began.

SECTION 02920
SEEDING
PART 1- GENERAL

| A. | This section covers seeding. All disturbed natural areas that are not part of the project construction area of work, are to be returned to a natural state to match conditions prior to construction. |
PART 2 - MATERIALS
0. SEED-PROVIDED MATERIAL
1. Native grass seed mix to be Government provided. Certified seed mixture to contain no more than 0.01% other seed to reduce the risk of invasive plants.
0. SOIL
1. Disturbed areas: Reuse stockpiled soil from site.
1. Infill: Seed infill areas on existing site soil.
PART 3 - EXECUTION
3.1 TIMING
1. Apply seeds between April 30 and September 30.
3.2 APPLICATION METHOD
1. Apply seed at a rate of 25 lbs. /acre.
1. Apply seed by broadcasting onto the finished and approved soil surface and into the soil by light raking.
3.3 SOIL PREPARATION
1. Prepare soil in disturbed areas as follows:
0. Scarify subgrade surface prior to placing soil.
0. Apply stockpiled topsoil to a depth of 1 inch over the scarified subgrade, as available.
0. Lightly compact the topsoil and remove any irregularities in the surface. The finished soil surface shall be at the identified grades and at an even fall for positive drainage
0. If existing topsoil is in place, rake and remove any irregularities. The finished soil surface shall be at the identified grades and at an even fall for positive drainage.
0. Where existing grasses/perennials are in place, collect seeds and seed heads, cut back to 3 inches above ground level, rake and clear debris, then apply topsoil in gap areas and apply government provided seed mix and native seeds and seed heads.

SECTION 06100
CARPENTRY
PART 1- GENERAL
1.1 DESCRIPTION
A. This section of the specifications covers the requirements for the boardwalk.
1.2 REFERENCES
A. Provide lumber graded in accordance with official grading rules of The Western Wood Products Association (WWPA) Western Lumber Grading Rules, West Coast Lumber Inspection Bureau (WCLIB), or National Lumber Grades Authority (NLGA).
In lieu of a grade stamp for Alaska Yellow Cedar and Western Red Cedar, the Contractor may submit a letter on company letterhead stating (1) the grade of the lumber and (2) that the lumber has been visually graded by a company employee who has held a grading certificate within the previous five years. Include a copy of the employee’s grading credentials with the letter.
B. International Building Code, current edition, Chapter 23 – WOOD.
C. American Society for Testing and Materials (ASTM).
1.3 HANDLING
A. Ship and store lumber to protect from exposure to moisture, store in dry location until incorporated into the work.
B. Handle lumber with rope slings. No cant dogs, peaveys, hooks or pike poles shall be used. Use slings or other devices to protect corners of heavy construction timbers and banded packages of heavy construction timber.
1.5 SUBMITTALS AND INSPECTION
A. Submit three representative samples of each type of lumber. COR to inspect and approve prior to start of fabrication.
B. Submit shop drawings with details for the boardwalk construction.
PART 2 - MATERIALS
2.2 TIMBER, LUMBER AND BOARDS
A. Lumber for Boardwalk
1. Wood Beams and Stringers: Yellow Cedar, No. 1.
2. Decking and Bullrail: Western Red Cedar, No. 1, full dimension rough sawn.
2.3 METAL FASTENERS AND ACCESSORIES
A. Provide all necessary nails, screws, and bolts for proper installation of rough carpentry; sizes and quantities as indicated. Unless otherwise noted, fasteners shall be of a size and type to suit application. Accessories shall include bolts with necessary nuts and washers, timber connectors, drift pins, dowels, nails, screws, straps and other metal fasteners.
B. Bolts shall be provided with washers under nut and head. Washers shall be provided under lag screw heads.
C. All bolts, screws, nuts, dowels, washers, nails, drift pins and all other fastening hardware shall be galvanized in accordance with ASTM A153.
D. Provide stainless steel joist hangers and ring shank nails.
E. Provide pipe and sleeve system as manufactured by AB Chance or approved equivalent.
2.4 PILINGS
A. PILINGS: 2” diameter schedule 40 galvanized metal pipe.
PART 3 - EXECUTION
3.1 GENERAL
A. Construct all items in locations and to elevations indicated on the plans, in conformance with details. Prepare subgrades, and pilings in accordance with applicable sections of these Specifications. Coordinate the work of all trades.
B. Provide ground protection across wetlands so no foot traffic occurs on unprotected ground.
3.2 FRAMING
A. Carefully lay out and erect items. Install all work to required levels and lines, with members plumb, true to line, cut, and fitted.
B. Construct members of continuous pieces.
C. Fit to other construction; scribe and cope as needed for accurate fit.
D. Accurately cut and frame lumber in such manner that joints will have a close fit over the entire contact surfaces, except as noted otherwise in the drawings. No shimming will be permitted in making joints. Open joints not acceptable.
E. Align bolts and screws horizontally and vertically, countersink and plug where indicated. Plug to be flush with adjacent surface.
SECTION 10140
SIGNS
PART 1 - GENERAL
A. This work includes furnishing materials, labor and equipment necessary to install the signs. It also includes refurbishing and relocating existing signs.
1.2 QUALITY ASSURANCE
A. Sign Manufacturer:
1. Signs to be provided by: Rockart Signs and Markers (www.rockartsigns.com), or Wood Product Signs (http://www.woodproductsigns.com/), or approved equivalent.
B. Submittals
1. Provide shop drawings for each sign for COR’s approval.
PART 2 – PRODUCTS
2.1 SIGNS
A. Custom Signs: Sign type, materials and size shall conform to the requirements of EM-7100-15, Standards for Forest Service Signs and Posters", Chapter 7 - "Recreation Signs".
B. Highway Signs: Sign type, materials and size shall conform to the requirements of EM-7100-15, Standards for Forest Service Signs and Posters", Chapter 7 - "Recreation Signs".

PART 3 – EXECUTION

SECTION 13350
FLOATING DOCK AND GANGWAY
PART 1 – GENERAL
1.01 DESCRIPTION
This section specifies requirements for the floating dock and gangway and all hardware necessary for its finished installation at the site. Provide floating dock with anchoring system as provided by a qualified and experienced company such as Topper Industries, Jetdock, EZ Dock or approved equal. The dock will be used for loading and unloading gear, and rowboat haul-out. The supplier/s will be a company with at least 5 years of documented specialized experience in providing floating docks and gangways.
1.02 SUBMITTALS
A. The Dock and Gangway manufacturer/s shall submit shop drawings, calculations and specifications to the COR for written approval prior to fabrication. The shop drawings shall detail all structural components, the weld locations, welding specifications, certification, and all other pertinent information relating to the fabrication and construction of the floating dock and gangway.
B. Calculations and drawings shall be prepared and stamped by a Professional Engineer licensed in the State of Alaska.
PART 2 – PRODUCTS
2.01 DOCK
A. Site Features
1. Water depth: 0 to 8 feet.
2. Waves: 0 to 2 feet.
3. Lake Floor: mud, silt.
4. Freshwater Lake subject to freezing.
B. Dock Features
1. Post mounted winch for row boat.
2. Two cleats each on three sides.
3. Plastic floats suitable for installation in lake that freezes in winter.
4. The decking surface will be plastic, well drained and non-slip.
5. Plastic materials shall meet standards for dock construction.
6. Natural Color: Non-conspicuous in the natural environment e.g. black, brown or gray.
7. Anchoring system designed to hold dock in place and not interfere with approaching row boat or skiff with small engine. Provide anchors and chain stops.
8. Dock Life guaranteed to exceed 25 years.
9. Treatment approved for use in aquatic environment.
10. Provide additional modular floatation if required to support the gangway.
2.02 GANGWAY
C. Gangway Features
3. Dimensions are 3’0” wide clear. Length approximately 10 feet.
3. Bullrails both sides.
3. Transition plates both ends.
3. Firm, solid and durable. Provide framing as necessary.
3. Smoothly accommodate the connection from the boardwalk. Provide the shore mount.
3. Provide gangway skidplate and track. These guide tracks shall be long enough to allow for full longitudinal movement through all water elevation changes. The guide tracks shall restrict any lateral movement of the gangway at the landing.
PART 3 – EXECUTION
3.01 GENERAL
A. All gangway design, specifications, engineering and manufacturing process shall be performed by qualified manufacturers.
B. The completed gangway shall bear an identification decal showing the date of manufacture, live load capacity and the identifying serial number.
3.02 INSTALLATION
A. Installation requirements shall be specified by the Manufacturers.
B. The gangway shall be installed on the floating dock and the toe end adjusted as to allow the dock system free movement to travel the full range of water levels without binding or stressing the gangway or dock system.
C. The gangway roller guide tracks shall be adjusted to suit the full range of lateral movement of the rollers and shall be adequately secured to the dock surface as per the gangway manufacturer recommendations.
D. The gangway shore mount shall be installed per the ramp manufacturer recommendations.
SECTION 31230
EXCAVATION AND EMBANKMENT
| 1.1 | DESCRIPTION |
| A. | This work shall consist of excavation and shaping of earth and gravel in locations noted on the plans. Work includes embankment construction, excavation for trail, and disposal of excavated material necessary for the completion of construction. |
PART 2 - MATERIALS
2.1 EMBANKMENT MATERIAL
B. Provide material in accordance with FP-03.
PART 3 - EXECUTION
3.1 CLEARING AND GRUBBING
A. Clearing and grubbing shall be accomplished before excavation or embankment placement begins. Scrape all vegetation in location of trail.
3.2 EXCAVATION
3.2.1 Excavate as required to accommodate the new construction. Establish subgrade to an elevation below the finished grade to accommodate embankment and surfacing as specified and detailed on the plans.
3.3 UTILIZATION OF EXCAVATED MATERIALS
3.3.1 Approved excavated material shall be used in the construction of embankment, subgrade, bedding, and backfill for the trail.
3.3.2 Unsuitable material shall be excavated. Excavated areas shall be backfilled with embankment material when necessary to complete the work. Frozen material shall not be placed in embankments.
3.3.3 Stockpile excavated topsoil for use as planting soil.
3.3.4 If found, stockpile suitable boulders/rocks for use in area around trail.
3.4 OVERBUILDING AND LANDSCAPE PROTECTION
3.4.1 Confine excavation and embankment material to within the clearing limits to protect the native landscape.
3.4.2 Do not stockpile outside the limits of work.
3.5 GRADING
3.5.1 Uniformly grade areas within all work areas and establish natural transitions to adjacent undisturbed surfaces as approved. Finish surfaces free from irregularities and abrupt changes in grade.
SECTION 32150
AGGREGATE AND STONE
A. Work covered under this section shall consist of furnishing, hauling and placing gravel, aggregate, base course and rocks.
1.2 REFERENCE SPECIFICATION

1.3 RELATED WORK

1.4 SUBMITTALS
A. Provide representative samples of base course material and D-1 materials for COR’s approval.
B. Provide three representative rock samples for COR’s approval.
C. Provide sample of placed rock in an area 4.5’ x4.5’ for COR’s approval prior to proceeding with rockwork.
PART 2 - MATERIALS
2.1 BASE COURSE FOR TRAIL
A. A. Provide 3” minus crushed aggregate or approved equal.
2.2 SURFACE COURSE FOR TRAIL
A. D-1 crushed aggregate.
2.3 Rocks
A. Rocks to be from Prince of Wales Island local area, matching in rock type, color and form.
B. Rocks to be between 8” and 18” diameter in size.
C. Use angular rocks that fit together.
PART 3 – EXECUTION
3.1 PREPARATION OF SUBGRADES
A. Establish subgrade as required and in conformance with Section 31230.
B. Prior to placement of any materials specified under this section, the subgrade shall be prepared by dressing, shaping, wetting or drying and compacting. Compacted subgrades require approval of the COR prior to final surfacing. Scarify, moisture condition, and recompact as required to achieve compaction.
C. Any ruts or soft yielding spots that may appear shall be corrected by loosening and removing unsatisfactory material and adding approved material as required, reshaping and recompacting the affected areas to the lines and grades indicated on the plans.
D. Excavation around trees. Where excavation encounters live tree roots larger than 1.5” in diameter, do not cut roots and do not excavate with mechanized equipment. Excavate by hand, preserving the roots undamaged. Remove roots that will protrude above the finished trail surface as approved
3.2 COMPACTION
A. Moisten or dry aggregate to uniform moisture content suitable for compaction.
B. Compact all gravel by mechanical vibration over the full area of each layer until visual displacement ceases but no fewer than three complete passes.
3.3 THICKNESS REQUIREMENTS
A. The thickness of the compacted aggregate shall not vary more than ½ inch. The compacted thickness shall not be consistently above or below the specified thickness.
3.4 FINISHING OF TRAIL WORK
A. At the completion of work, groom and grade the trail surface where necessary to ensure a smooth, even surface with slopes as shown in the on the drawings and without protruding rocks, logs, etc. Add or remove material as needed. Blend and smooth cut and fill slopes to ensure a finished, neat appearance, adding or removing material as needed. Provide a high level of attention to detail to provide a finished appearance in the final grading of the cut and fill slopes.
3.5 AGGREGATE FINISHING FOR WHEELCHAIR ACCESSIBLE SURFACE
A. All aggregate surfacing is wheelchair accessible surface.
B. After compaction, water the aggregate surface thoroughly until the fines have completely settled from the surface. Then remove loose aggregate and dispose offsite. Add or remove material as necessary to achieve specified slopes and grades. The finished surface will be smooth and hard.
3.6 ROCK PLACEMENT
| A. | Embed rocks in the ground at minimum one third of their height. |
| B. | Place rocks closely together. |
