Ohmer Creek Trailheads Reconstruction Improvements Project
Supplemental Specifications
SECTION 009040
MAINTENANCE FOR TRAFFIC
904.01 General. Before any suspension of work, take precautions necessary to prevent damage to the project, such as temporary detours, approaches, crossings, or intersections, and make provisions for normal drainage and to minimize erosion.
The Ohmer Creek site is a popular recreation site and the contractor can expect the public will attempt to continue to use the site. Close public access to the parking lots at the trailheads, the trailheads and other work until final acceptance of the project. Maintain public access on Mitkof Highway, Woodpecker Cove Road, and Snake Ridge Road. See Section C, C.3 Project Safety.
Provide notice of any closures to the Contracting Officer (CO) as described in Section C of the contract documents.
SECTION 009050
CONTROL OF MATERIALS
905.01 Handling Materials. Transport and handle all materials to preserve their quality and fitness for the work. Stockpile, load, and transport aggregates in a manner that will preserve specified gradation and avoid contamination.
Store materials to assure the preservation of their quality and fitness for the work. Locate stored materials to facilitate their prompt inspection. Arrangements for storage on other than designated sites are the responsibility of the contractor.
SECTION 009060
MEASUREMENT AND PAYMENT
906.01 General. Measurement and payment for contract work will be made only for and under those pay items included in the SCHEDULE OF ITEMS. All other work and materials will be considered incidental and included in the payment of the PAY ITEMS in the SCHEDULE OF ITEMS.
When more than one class, size, or thickness is specified in the SCHEDULE OF ITEMS for any PAY ITEM, suffixes will be added to the item number to differentiate between the items.
906.02 Units of Measurement. Payment will be made by units defined and determined according to standard measure and by the following:
(a) Each (EA). One complete unit, which may consist of one or more parts.
(b) Lump Sum (LSQ). The quantities that denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job.
(c) Linear Feet (LF). Measurement in feet taken along the centerline of the trail and parallel to the finished grade.
(d) Square Feet (SF). Measurement taken by determining surface area.
SECTION 009070
QUALITY ASSURANCE AND QUANTITY MEASUREMENT
Description
907.01 Work. Work consists of providing certification that the quality and quantity of construction conform to the drawings, specifications, and requirements of the contract.

907.02 Certification and Measurements
(a) Offsite-Produced Materials. Furnish signed certificates executed by the manufacturer, supplier, or vendor, stipulating that all offsite-produced materials incorporated in the work meet applicable requirements SHOWN ON THE DRAWINGS or stated in the specifications. Furnish a certificate for each commodity or invoice.
(b) Quantity Measurements. Submit quantities to the CO for periodic progress payments, and the CO will compute payments. Quantities are subject to verification.
SECTION 011110
MOBILIZATION
PART 1 – GENERAL
1.01 DESCRIPTION
A. This work consists of moving personnel, equipment, material and incidentals to the project and performing all work necessary before beginning work at the project site. Mobilization includes the costs associated with obtaining permits, insurance, and bonds. Mobilization is not intended to pay for the costs of materials before they are used on the project site.
1.02 PAYMENT
A. Pay for the accepted work at the contract unit price for the PAY ITEM shown in THE
SCHEDULE OF ITEMS.
B. Make progress payments for mobilization as follows:
1. Reimburse for bond premiums before issuing the Notice to Proceed if evidence of payment is received.
2. When 5 percent or more of the original contract amount is earned from other PAY ITEMS, pay mobilization at the rate of 50 percent, or up to 5 percent of the original contract amount, whichever is less.
3. When 10 percent or more of the original contract amount is earned from other PAY ITEMS, pay mobilization at the rate of 100 percent, or up to 10 percent of the original contract amount, whichever is less.
4. Pay any unpaid amount for mobilization upon final acceptance of all work items.

SECTION 013300
SUBMITTALS
PART 1 - GENERAL
1.01 SUBMITTALS PROCEDURES:
A. Provide submittals in timely manner to ensure sufficient time to complete all required reviews prior to required construction window. Allow 10 workdays for review. If a submittal is rejected, a resubmittal is required, and the time for review is restarted.
B. Submit all design submittals in electronic PDF format to the COR.

PART 3 – EXECUTION
3.01 MATERIAL SUBMITTALS
A. Provide manufacturer supplied cut sheets and installation submittals for all commercial items to include the wood finish stains, signs, wheel stops, etc.
Provide certificates executed by the manufacturer, supplier, or vendor, stipulating that all commercial items, such as metal roofing, wood finish, concrete mix design, meet applicable requirements shown on the drawings or stated in the specifications.
SECTION 013310
CONSTRUCTION LAYOUT
PART 1 – GENERAL
1.01 SUMMARY
A. Section includes the layout of the project for construction. This work consists of establishing any staking and flagging needed in addition to existing staking, and removing and disposing of all construction stakes, tags, flagging, and plastic ribbon from the project area. This section specifies the work that will be staked by the Contractor.
PART 2 – PRODUCTS

PART 3 – EXECUTION
3.01 Project Layout
A. Furnish and maintain all stakes, flagging, templates, batter boards, and other materials and supplies necessary for marking and maintaining points and lines established.
B. The CO shall approve contractor’s staking, flagging, control points, etc. before work proceeds in that area.
C. Do not perform work in the absence of approved construction staking or control points.
D. Provide all additional survey work necessary to lay out the work according to the plans and specifications.
E. Mark the locations of the following items (unless noted otherwise), with the location to be approved by the Government:
1. The location of the Kiosk.
2. The location of signs.
3. The location of all Rock Clusters, Edging Boulders and Seating Stones.
F. The Government will mark the locations of the following items:
1. The location of the start of the trailheads.
SECTION 055000
METAL FABRICATIONS
PART 1- GENERAL
1.1 DESCRIPTION
A. Provide miscellaneous metal items required for completion of the work as specified herein and in conjunction with notes on the drawings; include all bending, forming, rolling, cutting, and drilling of such items as necessary for installation and completion as specified.

1.5 SUBMITTALS
L. Product Data: Submit manufacturer's published literature for specified products and accessories as applicable, including manufacturer's specifications, physical characteristics and performance data. Submit as a supplement, manufacturer's instructions and directions for application if not included in manufacturer's published literature.
1.6 QUALITY CONTROL
M. Fabricator: Experienced in the fabrication and working of metal, including cutting, rolling, bending, forming and finishing. Submit current AISC Certification for approval by Contracting Officer.
1.7 HANDLING
N. Shipping and Storage: Ship, store, and handle all items so as to protect all items from rust, misuse, and abuse; no bent or otherwise deformed items will be accepted; repair shop treatment as required before installation.
PART 2 - MATERIALS
2.1 COATINGS
O. Steel Hardware: Where shown on the drawings, steel hardware components shall be hot-dipped in zinc after fabrication according to ASTM A 153/A 153M.
P. Steel Fabrications: Where shown on the drawings, steel fabrications shall be hot-dipped in zinc after fabrication according to ASTM A 123/A 123M. Tailings and sharp protrusions formed as result of the hot-dip process shall be removed and the edges shall be burnished.
Apply field touch-ups per reference specification. “Passivated” or “stabilized” galvanizing shall not be allowed for metal surfaces scheduled to receive paint.
C. Powder coat shelter truss plates with a system suitable for exterior use in Southeast Alaska’s maritime climate. Color: black.
PART 3 - EXECUTION
3.1 FABRICATION
Q. Conform to AISC Specification Sec. M2 “Fabrication” and AISC Code Sec. 6, “Fabrication and Delivery” and AISC Code Sec. 8 “Quality Control.” The fabricator and erector shall maintain a quality control program to the extent deemed necessary so that all of the work is performed in accordance with this Code, the AISC Specification and the contract documents.
3.2 WELDING
R. Perform welding by use of electric arc welding process. In making welded joints and joining component parts, for details of joints, technique of welding employed, appearance and quality of welds made, and the methods used in correcting defective work, conform to AWS D1.1.
B. INSTALLATION Coordinate and furnish anchorages, setting drawings, diagrams, templates, instructions, and directions for installation of anchorages, such as concrete inserts, sleeves, and all-thread and miscellaneous items having integral anchors, which are to be embedded in concrete construction.
C. Galvanized Surfaces: Clean field welds, bolted connections and abraded areas and apply galvanizing repair paint to comply with ASTM A780.

ROUGH CARPENTRY
A. This section includes but is not limited to materials required for construction of the kiosk.

A. Provide lumber graded in accordance with official grading rules of The Western Wood Products
Association (WWPA) Western Lumber Grading Rules, West Coast Lumber Inspection Bureau (WCLIB), or National Lumber Grades Authority (NLGA).
B. In lieu of a grade stamp for wood harvested on the Tongass National Forest, producing saw mill must certify that the provided lumber would meet the appropriate grading standards of the American Lumber Standards Act. A grading standard synopsis is provided below.

1.4 HANDLING
A. Ship and store lumber to protect from exposure to moisture, store in dry location until incorporated into the work.
B. Handle lumber with rope slings. No cant dogs, peaveys, hooks or pike poles shall be used. Use slings or other devices to protect corners of heavy construction timbers and banded packages of heavy construction timber.
2.2 TIMBER, LUMBER AND BOARDS
A. Lumber for Site Improvements
1. Kiosk: Western Red Cedar, No. 1. Standard nominal dimensions except where special shapes are specified or indicated. Sizes as indicated on drawings. Select for appearance; no splits, warps, checks, or loose knots.
2. Moisture Content
i. (Rough sawn and dimensional) lumber less than 2”: kiln or air dried to a maximum moisture content of 19%.
ii. (Rough sawn and dimensional) lumber greater than 2”: unseasoned; air dried to ambient air moisture content.
2.3 METAL FASTENERS AND ACCESSORIES
A. Provide all necessary nails, screws, and bolts for proper installation of rough carpentry; sizes and quantities as indicated.
B. Bolts shall be provided with washers under nut and head. Washers shall be provided under lag screw heads.
C. Common nails shall be round wire of standard form, or as shown in the CO-approved contractor’s shop drawings.
D. All bolts, screws, nuts, dowels, washers, nails, drift pins and other fastening hardware shall be galvanized in accordance with ASTM A153.
2.4 ROOFING
A. Roofing shall be metal, 26 gage minimum, structural standing seam snap lock system roofing with matching ridge, eve, and gable flashing and fasteners. Provide roofing in precut lengths ready for installation. Color: Dark Bronze. Submit color samples to Project Engineer/LA for approval.
B. Roofing felt shall be 30 lb roofing felt, F.S. HH-R-595, Type 30A, Style A, (30-lbs/sq.) or ASTM D226, Type II.
C. Roofing fasteners shall be as recommended by the roofing manufacturer.
2.5 KIOSK TACK BOARD
A. Install unframed PremaTak Vinyl material (color #199-Stone) with fiberboard backing over both sides of bulletin board. Seal edges of fiberboard to minimize water infiltration. Remove wood trim and install PremaTak behind trim, and reinstall trim. Use glue as approved by manufacturer. PART 3 - EXECUTION
3.1 GENERAL
A. Construct all items in locations and to elevations indicated on the plans, in conformance with details and product manufacturer requirements. Prepare subgrades, footings and foundations in accordance with applicable sections of these Specifications. Coordinate the work of all trades.
3.2 FASTENING
A. Make tight connection between members. Install fasteners without splitting wood; pre-drill as required.
Countersink all bolt heads, lag screw heads, and bolt ends.
B. Pre-drill for all lag screws using two diameters, one for the shank and one for the threads. The lead hole for the shank is to be 1/16” diameter larger than the shank diameter and is to be bored to the depth of penetration of the shank. The lead hole for the threaded portion is to be 70% of the screw diameter as shown on the drawings and is to be bored at least to the length of the threads. Do not drive lag screws with a hammer.
C. Drill holes for bolts 1/16” larger than bolt diameter. Cut and peen all bolts after the nuts have been fully tightened, maximum 3/16”, touch up with galvanized paint.
D. Pre-drill holes for nails and spikes 75% of nail/spike diameter.
E. Bolts and screws shall be effectively tightened when installed and shall be re-tightened before final acceptance.
3.3 FRAMING
A. Carefully layout and erect items. Install all work to required levels and lines, with members plumb, true to line, cut, and fitted.
B. Construct members of continuous pieces.
C. Fit to other construction; scribe and cope as needed for accurate fit.
D. Accurately cut and frame lumber in such manner that joints will have a close fit over the entire contact surfaces, except as noted otherwise in the drawings. No shimming will be permitted in making joints.
Open joints not acceptable.
E. Align bolts and screws horizontally and vertically, countersink and plug where indicated. Plug to be flush with adjacent surface.
SECTION 099300
STAINS AND TRANSPARENT FINISHES
1.1 SUMMARY
Section includes exterior wood finish; work includes application of transparent finish to all exposed wood surfacing.
1.2 SUBMITTALS
Submittal procedures to comply with Section 013300.
1.3 DELIVERY, STORAGE & HANDLING
Storage and Protection: Store materials protected from exposure to harmful environmental conditions and at temperature and humidity conditions recommended by the manufacturer.
PART 2 - PRODUCTS
2.1 WOOD FINISH
Provide Sikkens Cetol Log and Siding finish; COLOR: Natural Oak, for all exposed wood surfaces.
PART 3 - EXECUTION
3.1 APPLICATION
A. Tenting: Provide rain-proof plastic tenting for wood where it is to be treated, and allow one week minimum dry time before applying finish. Maintain effective tenting until 2 days after finish is completed and approved.
B. Exterior wood: New rough-sawn wood shall be dry-brushed using a brush with stiff bristles to remove loose dirt and fibers. If “saw fuzz” is present, sand just enough to remove fuzz. Apply three coats to all exposed wood surfaces; apply in accordance with manufacturer’s directions. Thoroughly saturate end grain of all finished members.
SECTION 101400
SIGNS
This work includes furnishing materials, labor and equipment necessary to install signs as shown in the drawings.
1.2 QUALITY ASSURANCE
A. Sign Manufacturer:
1. All signs shall be fabricated by a manufacturer which regularly engages in the manufacture of signs for the United States Department of Agriculture, Forest Service, such as Rockart Signs and Markers, ph: 480-854-3400, graphics@rockartsigns.com.
2. The manufacturer shall be familiar with the USDA "Forest Service Standards for Forest Service Signs and Posters", EM-7100-15, dated June 2012, and available online at:

PART 2 – PRODUCTS
2.1 SIGNS
A. Sign type, materials and size shall conform to the requirements of EM-7100-15, Standards for Forest Service Signs and Posters." Chapter 7 contains information regarding "Recreation Site Signing."
B. Signs shown in drawings are intended as a guideline. If discrepancies are found between signs shown in drawings and Forest Service EM-7100-15 standards, the EM-7100-15 standards shall apply.
C. All hardware used to attach signs to wood or metal posts should be aluminum or galvanized metal.
2.2 SIGN SUBMITTALS
A. Provide manufacturer-prepared scale illustrations for each sign for approval prior to fabrication.
PART 3 – EXECUTION
3.1
A. CLEARING/GRUBBING
1. Remove all trees and brush within clearing limits and dispose of in approved locations.
B. INSTALLATION
1. Install to dimensions shown in EM-7100-15, Chapter DD and Figure 3D-4 or 3D-5 as approved.
Fill to be Surface Course (see Section 320100), installed and compacted in 6” lifts. Provide thorough compaction for all aggregate as approved.
2. After a sign is installed, snip the ends of the bolts off and upset or fracture the threads to prevent removal of the nuts by vandals or thieves.
3. Attach installation-date labels (P64-10) to the back of all signs at the time of installation.
C. CLEAN-UP
1. Provide thorough cleanup of road and shoulder surfaces road surface at end of each work day. Provide thorough clean-up of entire work area at end of project.
3.2 SIGN SCHEDULE
A. Install signs as shown on the sign plan schedule in the drawings and as staked.

SECTION 311000
CLEARING AND GRUBBING
PART 1- GENERAL
1.1 DESCRIPTION
A. This work includes marking clearing limits, clearing, grubbing, trimming, and removing and disposing of timber, construction slash and debris. This work also includes preservation of vegetation and objects free from injury or defacement, except as indicated for removal.
1.2 RELATED WORK

1.3 QUALITY ASSURANCE
A. Provide construction survey and layout control in conformance with Section 013310 to accurately establish the construction limits.
B. Flag construction limits for review and approval by the CO prior to beginning clearing and grubbing operations.
1.4 MONUMENTS
A. Carefully maintain all benchmarks, monuments and reference points. If disturbed or destroyed, replace at no additional cost to the Government.
Not Used
PART 3 - EXECUTION
3.1 CLEARING AND GRUBBING
A. Where clearing is required, clear, grub, remove and dispose all debris, trees, snags, downed timber, stumps, roots, brush, and other protruding vegetative material within the clearing limits, not designated to remain, except the following:
1. Undisturbed stumps outside roads and pads. Stumps at the toe of road and pad embankments may remain and shall be cut off below the root collar.
2. Undisturbed stumps in embankment areas, provided they do not extend more than 12 inches above the original ground (measured from the uphill side) nor closer than 2 feet to the finished subgrade or 1 foot to any slope surface; and they do not interfere with the placement or compaction of embankments.
3. Vegetation less than 3 feet in height and less than 3 inches in diameter that is within the clearing limits but beyond the roadway and not in a decking area and that does not interfere with sight distance along the road.
B. Where excavation is necessary, grub the root mat to the underlying soil and remove stumps and roots.
Within the roadway limits remove stumps with less than 24 inches of cover.
C. Except in areas to be excavated, stump holes shall be backfilled with suitable materials and compacted in accordance with the specifications.
D. Do not damage vegetation outside of the clearing limits. Remove and dispose of trees with major roots exposed by construction that are rendered unstable. If construction threatens to affect roots greater than a 2” diameter of trees flagged for retention, obtain CO approval prior to continuation of work.
E. Fell trees into the area being cleared when ground conditions, tree lean, and shape of clearing permit. Use controlled felling to ensure the direction of fall to prevent damage to property, structures, vegetation to remain, or traffic. Topping and/or limbing may be necessary prior to felling large trees to prevent damage to existing vegetation.
G. Cut off fire-dangerous dead trees or unstable live trees, designated by the CO, within 15 feet beyond the clearing limits, not more than 12 inches above the uphill ground line. Trim branches on remaining trees or shrubs to establish clear heights above roads, parking areas and pads as specified in paragraph 3.5, below.
H. Remove or dispose of fallen trees, stumps, brush and vegetative debris as specified in 3.6, below.
3.2 PROTECTION OF EXISTING TREES
A. Protect from damage all trees within the work areas that are not specifically designated to be removed.
B. No equipment on wheels or tracks shall be operated or stored, or materials placed and stockpiled within the driplines of the trees designated to remain.
3.3 TREE TRIMMING AND ROOT PRUNING
A. Tree trimming and root pruning shall be in accordance with standards established by the International Society of Arboriculture. Limb trees with clean cuts made flush with the outside edge of branch collar.
3.4 SALVAGE AND DISPOSAL
A. Legally dispose of cleared vegetation slash and vegetative debris less than 6 inches in diameter.
SECTION 320100
AGGREGATE FOR ROADWAY AND PARKING AREAS
A. Work covered under this section includes constructing one or more courses of aggregate and shot rock for roadways and parking areas.
1.2 REFERENCE SPECIFICATION
A. Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP – 03) B. American Association of State Highway Transportation Officials (AASHTO), Standard Specifications for
Transportation Materials and Methods of Sampling and Testing, most recent edition.
PART 2 – MATERIALS
2.1 SURFACE COURSE
A. Provide crushed aggregate meeting State of Alaska DOT grading E-1 (½” minus) or approved equal.
2.2 BASE AGGREGATE
A. Provide hard, durable particles or fragments of stone, slag, or gravel conforming to the following: 2” minus crushed aggregate or approved equal. Approximately 100 CY of base aggregate is to be provided by the Government. This material is in the Snake Ridge Road rock pit approximately 0.25 miles from the Snake Ridge Road Trailhead. This material is not to be used for unclassified fill.
2.3 UNCLASSIFIED FILL
A. Provide a suitable rock or earth material that will provide a stable embankment. The material must be free of excess moisture, muck, frozen lumps, or other deleterious material. The material must provide a solid mass with minimal voids after compaction.
2.4 EMBANKMENT MATERIAL
A. Suitable material: Rock or earth material that will provide stable foundations, embankments, or roadbeds, and is reasonably free of organic matter, roots, muck, sod, or other detrimental material.
Suitable material may require drying or adding water, root picking, and other methods of manipulation before use. Suitable material includes the classifications of materials for which the project was designed.
B. Unsuitable material: Material not capable of creating stable foundations, embankments, or roadbeds.
Unsuitable material includes muck, sod, or soils with high organic contents.
PART 3- CONSTRUCTION
3.1 General.
A. Correct all ruts and soft yielding spots by loosening and removing unsuitable material and adding suitable material. Reshape and recompact the affected areas.
B. Obtain written approval of the subgrade before placing aggregate.
3.2 Utilization of excavated materials
A. Approved excavated material from new trail construction may be used as embankment for the proposed fill against the existing concrete retaining wall at the parking area on Mitkof Highway.
B. Excavate unsuitable material. Backfill excavated areas with suitable material when necessary to complete the work. Do not place frozen material in embankments.
C. Stockpile sufficient excavated soil as approved for use as planting soil.
D. Dispose of unsuitable or excess material legally off the project site.
3.3 Mixing and Spreading.
A. Mix the aggregate and adjust the moisture content to obtain a uniform mixture with a moisture content within
2 percent of the optimum moisture content. Spread and shape the mixture on the prepared surface in a uniform layer with no segregation of size.
B. Do not place the mixture in a layer exceeding 6 inches in compacted thickness. When more than one layer is necessary, compact each layer before placing the next layer. Route hauling and leveling equipment uniformly over the full width and length of each layer to minimize rutting or uneven compaction.
3.3 Compaction.
A. Adjust the moisture content of the aggregate to a uniform moisture content suitable for compaction.
B. Compact all aggregate by appropriate mechanical vibratory compactor over the full area of each layer until visual displacement ceases but no fewer than three complete passes.
C. Compact the aggregate using a vibratory plate compactor to produce a smooth, even surface. When a density requirement is specified, determine the in place density and moisture content according to AASHTO T 310 or other approved test procedures.
3.4 Surface Tolerance.
A. Correct all defective areas by loosening the material, adding or removing material, reshaping, and compacting.
3.5 Thickness and Width Requirements
B. Thickness requirements: The maximum variation from the compacted specified thickness is ½ inch. The compacted thickness is not consistently above or below the specified thickness and the average thickness of 4 random measurements for any ½ mile of road segment is within + ¼ inch of the specified thickness.
C. Width requirements: The maximum variation from the specified width will not exceed +12 inches at any point. The compacted width is not consistently above the specified width and the average of any four random measurements along any ½ mile of road segment is within +4 inches of the specified width.
3.6 Maintenance. Maintain the aggregate course to the correct line, grade, and cross-section by blading, watering, rolling, or any combination thereof until placement of the next course. Correct all defects according to Subsection 3.4.
3.8 Acceptance. See FP-03 Subsection 301.08, except as modified herein.

SECTION 321500
AGGREGATE AND STONE FOR TRAILS, PATHWAYS, PADS
A. Work covered under this section shall consist of furnishing, hauling and placing commercially produced aggregate and stone boulders and constructing trails, pathways, and pads and rock clusters.
REFERENCE SPECIFICATION

PART 2 - MATERIALS
2.1 SURFACE COURSE
A. Provide material described in Section 320100 Part 2.1.
2.2 BASE AGGREGATE
A. Provide material described in Section 320100 Part 2.2.
2.3 STONE BOULDERS
A. Install stone boulders for Rock Clusters (Stone Boulders are defined as Rock ‘A’, ‘B’, ‘C’ on the drawings) in rock cluster configuration and sizes as staked by the Government.
B. Select stone for the Seating Stones (for Rest Areas) that meet the following size and shape requirements:
• 3 cubic foot minimum volume
• 1.5 square foot minimum flat seat area
• May be made from a single or multiple stones meeting the minimum size requirements
• Height of flat seat area above top of aggregate surfacing:18” ± 1”
• Select and place stones for reasonably flat top for seating and reasonably tight fit against each other
2.4 SEED-FREE AGGREGATE AND STONE
A. Provide aggregate and stone materials that are free of viable seeds or vegetative material. Ensure that contamination does not occur from equipment and tools used to handle aggregate and stone or to construct trail. Prior to moving equipment to worksite, thoroughly wash all equipment and tools that will be used at the work site, to remove all soil, debris, and other material that could contain seed or vegetative material.
Use only aggregate and stone from an active stockpile or other source that is approved by the CO as being week free. Provide notification one week before moving material from the source facility to allow inspection, Do not place any material on site that has soil, debris, or any substance adhered to it that could contain seed or vegetative matter from an offsite location.
3.1 PREPARATION OF SUBGRADES
A. Establish subgrade as required.
B. Prior to placement of any materials specified under this section, the subgrade shall be prepared by dressing, shaping, wetting or drying and compacting. Obtain approval of compacted subgrades prior to final surfacing. Scarify, moisture condition, and recompact as required to achieve compaction.
C. Any ruts or soft yielding spots that may appear shall be corrected by loosening and removing unsatisfactory material and adding approved material as required, reshaping and recompacting the affected areas to the lines and grades indicated on the plans.
3.2 COMPACTION
A. Mix the aggregate and adjust the moisture content to obtain a uniform mixture with a moisture content within 2 percent of the optimum moisture content. Spread and shape the mixture on the prepared surface in a uniform layer with no segregation of size.
B. Do not place the mixture in a layer exceeding 6 inches in compacted thickness. When more than one layer is necessary, compact each layer before placing the next layer. Route hauling and leveling equipment uniformly over the full width and length of each layer to minimize rutting or uneven compaction.

3.3 HANDLING OF AGGREGATE
A. Do not place aggregate directly on the ground outside of the trailway, or parking or pad areas without a tarp or some other means of separation.
3.4 THICKNESS REQUIREMENTS
A. The thickness of the compacted aggregate shall not vary more than ½ inch. The compacted thickness shall not be consistently above or below the specified thickness.
3.5 AGGREGATE FINISHING FOR WHEELCHAIR ACCESSIBLE SURFACE
A. All trails, pathways and pads are wheelchair accessible surfaces.
B. After compaction, water the aggregate surface thoroughly until the fines have completely settled from the surface. Then remove loose aggregate and dispose offsite. Add or remove fine, angular material as necessary to provide a finished surface that is smooth, hard, and meets wheelchair accessibility standards and meets specified slopes and grades.
3.5 PLACEMENT OF STONE BOULDERS AND ROCK CLUSTERS
A. Select, orient, and place individual boulders to fit together in an attractive, consolidated group, as approved.
SECTION 329000
TOPSOIL AND SEEDING
A. This section covers topsoil and seeding.
PART 2 - MATERIALS
2.1 GRASS SEED
A. Provide the following seed mix:
40% Annual ryegrass (Lolium perenne ssp. multiflorum (Lam.) Husnot) (10 lbs) 40% Boreal red fescue (Festuca rubra, Boreal variety) (10 lbs) 20% Arctared fescue (Festuca rubra, Arctared variety) (5 lbs) B. Seed mixture contains no more than 0.01% other seed, whether identified or not. This is meant to reduce the risk of introducing invasive plants.
2.2 TOPSOIL
A. Provide topsoil as follows:
1. Free of weed seeds
2. Comprised of a well-mixed formula of 1/3 mineral soil, 1/3 coarse sand, 1/3 fine organic material such as peat or ground forest soil with dolomite lime and 10-10-10 slow release fertilizer thoroughly mixed in at approved rates.
3. Soil to be substantially free of clods, sticks, roots, rocks larger than 2” and to be composed of organic material and minerals soil with less than 5% stone matter.
3.1 SEED APPLICATION LOCATIONS AND RATE
A. Apply seed to all topsoil areas including fill slopes of the road, paths, and parking areas.
B. Apply at a rate of 25 lbs/acre.
3.1 SEEDING TIMING
A. Apply seeds between May 15 and September 15.
3.3 APPLICATION METHOD
A. Apply seed by broadcasting onto the finished and approved soil surface and incorporate into the soil by light raking.
3.4 BARRIERS
A. Install construction barrier material on 2x2 wooden posts to isolate the seeded areas and discourage traffic by the public for 60 days after seeding. Post signs.
3.5 WATERING
A. Maintain optimal watering conditions, as approved, for 60 days after planting.
3.6 TOPSOIL
A. Install topsoil as follows:
1. Finished soil grade to be level with adjacent aggregate surfacing or asphalt grades.
2. Scarify all planting area prior to placing soil to ensure drainage.
3. Apply topsoil to a min. depth of 6” over the scarified subgrade.
4. Lightly roll the topsoil to lightly compact. Correct any irregularities in the surface and ensure that the finished soil surface is at the proper grades.
SECTION 334200
CULVERTS
1.1 This work consists of constructing culverts and culvert extensions.
PART 2- MATERIALS
2.1 Corrugated Polyethylene Pipe (CPP): Furnish non-perforated corrugated polyethylene pipe conforming to AASHTO M 294. Pipe diameter to be as shown on the Plans. Furnish culvert pipe with a wall thickness not less than that required by ASTM F667 – 12.
2.2 Foundation Fill. In accordance with FP – 03 Subsection 704.01.
2.3 Bedding Material. In accordance with FP – 03 Subsection 704.02.
2.4 Backfill Material. In accordance with FP – 03 Subsection 704.03(b).
PART 3- CONSTRUCTION
3.1 General. Use the same material and coating on all contiguous pipe sections and special sections such as elbows and branch connections. The plans show the size, and approximate location of culverts. Determine final location, skew, length, elevations, and grade according to the following:
Stake culverts to fit field conditions. The location of culverts may differ from the plans. Perform the following:
1. Survey and record the ground profile along the culvert centerline.
2. Determine the slope catch points at the inlet and outlet.
3. Set reference points and record information necessary to determine culvert length and end treatments.
4. When the field design has been approved, set drainage structure survey stakes, reference stakes, and stake inlet and outlet ditches to make the structure functional.
5. Stake or grade ditches to make the culvert functional.
6. Reset stakes as many times as necessary to construct the work.
Do not order culvert material until the CO has accepted the final structure size, length, and alignment.
3.2 Preparation for Structure Excavation. Clear the area of vegetation and obstructions according to FP –
03 Subsections 201 and 203.
3.3 Excavation. Excavate according to FP – 03 Subsection 208.04. Excavate to foundation grade without unduly disturbing the trench surface. Foundation grade is the elevation at the bottom of any bedding for installing the structure. Compact the foundation.
3.4 Channel Preservation. Preserve channels according to FP – 03 Subsection 208.05 except excavate inside separations such as dikes or sandbags.
3.5 Foundation Preparation. Excavate any unsuitable material present at foundation grade, and replace it with foundation fill. Place and compact foundation fill material according to Subsection 208.09(d)
3.6 Bedding. Level the foundation. Place un-compacted bedding material over the foundation in a layer of uniform thickness. For pipe with diameters of 12 to 54 inches, the bedding thickness is 4 inches. For pipe diameters larger than 54 inches, the bedding thickness is 6 inches. For belled joints, recess the bedding to receive the joints. Place the culvert on un-compacted bedding layer.
3.7 Laying Plastic Pipe. Ensure that the final installed alignment of all pipe allows no reverse grades, and does not permit horizontal and vertical alignments to vary from a straight line drawn from center of inlet to center of outlet by more than 2 percent of pipe center length or 1.0 feet, whichever is less.
Lay plastic pipe according to the pipe manufacturer’s recommendation. Provide soil-tight and spigot joints for plastic pipe culverts. If plastic end sections are used, reinforce and stiffen them such that inward buckling during construction is less than 3/8 inch with 100 lbs of force.
3.8 Backfill. Bring backfill up evenly on all sides of the structure, and extend each layer to the limits of the excavation or to natural ground. Place and compact material in evenly balanced layers on each side of each pipe culvert. Place and compact backfill to a height of 12 inches above the top of the pipe. Complete the backfilling of the trench with suitable roadway excavation or unclassified borrow.
Place material in layers that, when compacted, do not exceed 6 inches in thickness. Compact each layer according to FP – 03 Subsection 209.11.
3.9 Compacting. Compact backfill using designated compaction method A, B, or C:
Method A. Ensure that backfill density exceeds the density of the surrounding embankment.
Method B. Adjust the moisture content of the backfill material to a moisture content suitable for compaction. Compact each layer using appropriate compaction equipment until visual displacement ceases. For compaction under sections 252, 254, 255, 257, 258 and 262 compact with a vibratory steel wheeled roller with a mass of at least 8 tons.
Method C. Determine optimum moisture content and maximum density according to AASHTO T 99 method C. Adjust the moisture content of the backfill material to a moisture content suitable for compaction. Compact material placed in all layers to at least 95 percent of the maximum density.
Determine the in place density and moisture content according to AASHTO T 310 or other approved test procedures.
Compaction methods (A) and (B) do not require AASHTO T-99 or T-310 test methods for foundation fill.
