Falls Creek Boundary Line Maintenance USFS Region 10 Solicitation Number AG-0109-S-16-0008 GENERAL. This A/E services contract is being solicited in accordance with the Brooks Act (Public Law 92-582) and implemented in accordance with the Federal Acquisition Regulation (FAR) Part 36. The successful firm will be selected for negotiation of a contract based on demonstrated competence and qualifications for the required work. The contract is anticipated to be awarded within 60 days of submission of SF-330’s and applicable supporting information.

This requirement is set aside 100% for small business. The applicable NAICS is 541370, Surveying and Mapping Services with a small business size standard of $15M. FAR Clause 52.219-14 Limitations on Subcontracting will be included in any resulting contract. This clause includes a requirement that, for service contracts (except construction), at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the small business prime contractor.

DESCRIPTION AND SCOPE OF WORK.

This contract is to provide professional surveying services to maintain the existing Tongass National Forest boundary in T. 60 S., R. 79 & 80 E (Boundary Line, Monuments, and Bearing Trees). A Record of Survey is not required by this work order. The intent of this contract is to recover existing boundary lines where possible, clear and remark those lines.

Project Area Maintain approximately 2.5 miles of the National Forest boundary within T. 60 S., R. 79 & 80 E., C.R.M., AK, as shown on the exhibit map labeled “Project Area”. The original survey was performed in 2000 & 2001. The lines were marked & posted at that time.

All work must be performed under the direct supervision of a land surveyor licensed to practice in the State of Alaska.

Except for the Government Furnished Materials specified below, the Contractor shall furnish all labor, supervision, transportation, equipment, supplies, materials, and incidentals necessary to complete the work as specified.

Option Item Maintain approximately 2.0 miles of National Forest boundary within T. 60 S., R. 79 & 80 E., CRM, AK, as shown on the exhibit map labeled “Option Item”. The original survey was performed in 2000 & 2001. The lines were marked & posted at that time.

GOVERNMENT FURNISHED PROPERTY

(1) Corner monuments, signs, fasteners, sign posts, magnetic accessories, red boundary paint

(2) Pertinent maps and records on file with the Forest Service

(3) All unused Government furnished property shall be returned prior to final payment.

RECORD RESEARCH AND ADJOINER NOTIFICATION

(1) Record Research It is the Contractor's responsibility to research all pertinent private and public records to obtain the title and survey history of the subject property and adjoining properties.

(2) Adjoiner Notification Prior to the start of fieldwork the contractor shall contact all adjoining landowner to secure permission to access their lands. Contact of adjoiners shall be by letter with a self-addressed envelope.

SURVEY SPECIFICATIONS

All survey specification relating to the following are detailed in the base contract:

1. Conflicts.

2. Corner Search.

3. Boundary Line Location, Clearing, Marking, Posting, Painting, and permission to perform work on private land.

4. Corner Monuments and Accessories.

CORNER MONUMENT MAINTENANCE

The existing condition of corner monuments and bearing trees are believed to be in good condition. The contractor shall replace missing or existing in poor condition monuments with the Government furnished monument posts. If missing, dead or dying Bearing Trees are found the contractor shall establish new ones.

QUALITY CONTROL

Contractor shall be responsible for performing an independent self-inspection for quality control.

A final report detailing all Quality Control measures used during the project shall be submitted to the COR.

INSPECTION AND ACCEPTANCE

(1) Inspection:

The Contracting Officer's Representative (COR) or the designated Inspector may make periodic inspections of any phase of the work as it progresses. The contractor shall, without charge, make available for inspection, originals or copies of such items as field notes, working plats and drawings, material obtained through research, computation sheets, computer printouts, correspondence to and from adjoining landowners, and any other item deemed necessary to insure contract compliance, and verify accomplishments. The Contractor shall request an inspection upon completion of the field work as outlined in the contract. The Contractor shall also request an inspection upon completion of any corrective fieldwork required by the COR.

EVALUATION. Evaluation will be conducted in accordance with FAR Subpart 36.602.

SUBMISSION REQUIREMENTS. In response to this announcement, qualified firms shall submit the following: a) One (1) original and two (2) copies of SF 330 for the prime offeror (which also includes a completed Part II for the firm and key sub-consultants) addressing subsequent selection criteria information; and b) one electronic copy of the complete SF330 (submitted on digital media storage such as USB flash drive or compact disc), in Adobe Acrobat format. The submission shall be well written in a clear concise style and limited to 75, single sided 8.5x11 pages with a minimum font size of 10.

The following criteria, listed in order of importance, will be used for evaluation. Please be sure to review the submission requirements included with each criterion. Submissions should address these evaluation criteria in order to facilitate evaluation.

(1) Specialized experience and technical competence of the project team in the type of work required areas.

Past performance information will be used to evaluate actions under previously awarded contracts including the contractor’s record of conforming to specifications and standards of good workmanship, adherence to contract schedules, history of reasonable and cooperative-behavior, commitment to customer satisfaction, and concern for the interest of the customer. Provide contact information for projects referenced in this section.

i. Describe and illustrate the team's knowledge of and experience with remote locations, and other conditions unique to the Petersburg Alaska area.

Submission Requirements for Evaluation Factor 3

i. Provide a detailed narrative of up to ten (10) maximum relevant projects (not ten projects for each firm or consultant), completed within the last five (5) years, that best illustrate the team’s overall experience relevant to this contract scope. List projects that demonstrate the team's successful performance with projects of similar size and scope as those that may be performed under this contract.

a. Include examples of providing timely support, successfully completing projects with similar delivery dates as well as examples of work the core team has done together.

Submission Requirements for Evaluation Factor 4

i. Describe the firm’s and the team's organization and management process. Provide an organization chart that identifies the overall relationship and lines of authority of the proposed team. Include firm names, key personnel and their discipline/specialty.

ii. Provide brief resumes for the core team members. Each resume shall include a maximum of five (5) specific completed projects that best illustrate the team member’s experience relevant to this project.

(2) Capacity to accomplish the work in the required time and within price.

Submission Requirements for Evaluation Factor 5

i. Indicate the firm's present workload and the availability of the project team including sub-consultants/contractors for the specified contract performance period.

ii. Discuss the firm’s ability to meet the Limitations on Subcontracting Requirement (FAR 52.219-14)
