SECTION C. DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 LOCATION AND DESCRIPTION

The project area is located on the Sitka Ranger District of the Tongass National Forest, approximately 34 air miles north and east of the City of Sitka, Alaska. The project area of approximately 38,600 acres encompasses portions of Townships; T.49S., R.64E., T.49S., R.65E., T.50S., R.64E., T.50S., R.65E., T.50S., R.66E., T.51S., R.65E., of the Copper River Meridian (CRM). The Project area is in portions of Forest Service Value Comparison Units (VCU) 2420 and 2430.

C.2 GENERAL PURPOSES:

The purpose of the project is to do a Logging System and Transportation Analysis (LSTA) of the project area and assess the area for the possibility of potential future commercial timber harvest.

For U.S. Forest Service lands located in the Sitkoh Bay Project Area develop, prepare and present the following:

· Logging System Transportation Analysis (LSTA) for all of the acres of commercial sized timber volume in the project area regardless of Land Use Designation (LUD).

· An Area Plan for the transportation and harvest of the remaining timber resources in the Sitkoh Bay Project Area tributary to the Sitkoh Bay and Sitkoh Bay South log transfer facilities (LTF) and the nearby waterways.

· Two harvest and Logging System Transportation Analysis options (Full Stick and Forest Plan) for the project area that describes the first scheduled timber sale from the Area Plan.

· A Financial Analysis for each Harvest Options included in the Project Area and document the results in a clear and logical written report with supporting documents including unit and setting specific timber values and cost centers.

· Present the findings in person to the District Ranger and District Staff at the Sitka Ranger District Office in Sitka Alaska.

C.4 ESSENTIAL ELEMENTS OF THE PROJECT PLAN:

PROJECT PLAN COMPONENTS:

· LOGGING SYSTEM TRANSPORTATION ANALYSIS (LSTA):

Develop a transportation and harvest plan for all of the commercial timber lands, including second-growth projected to be of commercial size in the project area within the next 20 yrs. Critical transportation segments such as vital control points (i.e. major intersections, critical saddles, critical bridge crossing, and road segments along slopes greater than 60% side slope) must be documented and mapped in a risk assessment, which identifies the unit and setting locations, and describes these critical elements.

The LSTA must be designed with the normal operating standards for road construction practices and typical timber harvest equipment available for use on timber sales in Southeast Alaska on the Tongass National Forest. Segments of the transportation system shall not be included in the LSTA on slopes greater than 60 % without prior approval of the Tongass National Forest Logging Systems Engineer or a designated Forest Service employee meeting the qualifications of a Logging Systems Engineer. Transportation segments shall not be proposed with favorable grades over 18 percent or adverse grades over 15 percent.

The LSTA shall also identify the Non-interchangeable Component (NIC) for each setting. Normal Operability (NIC I) is defined as commercial forest lands where the logging systems are those systems most frequently used on the Tongass National Forest. These systems are tractor, shovel, standard cable, and some helicopter. Tractor logging systems include all ground wheel or track system used for skidding logs to a landing. Shovel yarding is included; however, tractor or rubber-tire skidding used in conjunction with swing operations are not included. The most typical Cable logging systems used on the Tongass include the standard cable systems of highlead uphill, highlead downhill, slackline, running skyline, and flyer. Standard Helicopter yarding with yarding distances up to 0.75 mile. Stands that are difficult to access or operate and isolated are NIC II. This is volume from commercial forest lands that are available for harvest using logging systems not in common use in Southeast Alaska. Most of these lands are presently considered uneconomical and technologically marginal. Difficult operability includes those systems used on the Tongass that have significantly higher cost. These may include balloon, long-span skyline, multispan, A-frame or helicopter with yarding distances greater than 0.75 mile. NIC II also includes commercial forest lands that have limited access as a result of being isolated by prior harvest activities or other management activities. Long-Span Cable systems are those logging systems that require longer than average yarding distances. Typical long-span cable systems considered are standing skylines and multispan. Helicopter yarding with distances between 0.75 mile and 2 miles is also included as NIC II. Isolated operability settings are comprised entirely of isolated stands and are small stands of isolated timber that are extremely difficult to harvest. The harvest system could vary, but would be more costly due to the location of the stand. Typical harvest systems are helicopter with average yarding distances greater than 2 miles.

The GIS data for the LSTA will be submitted as a personal geodatabase electronic format meeting requirement listed in C.1.2. the following feature class sets:

· An arc feature class for roads,

· A polygon feature class for settings

· Three point feature classes; one for landings, one for major intersections/haul points and one for the log transfer facility.

The following minimum fields and suitable attributes are required for each feature class:

The completed LSTA map shall contain the following features at a minimum:

· Existing and Proposed road locations by type; temporary road or specified road,

· Harvest setting boundaries,

· Logging system for each Harvest setting or landing,

· Harvest settings located within 1000 feet slope distance of mean high water shall be designated with a distinguishing symbol,

· Harvest settings located in Old-growth Reserve Area, Non Development LUD other land use designation identified by the 2008 Forest Plan Amendment shall be designated with a distinguishing symbol,

· Landing location for each setting,

· High risk roads, landings, settings and units that need additional field verification

· Contours,

· Streams,

· Shoreline,

· Landownership

· AREA PLAN:

The Area Plan will be developed from the LSTA and describe the existing condition and future timber management and transportation system opportunities for the project area.

The existing condition will describe the following items at a minimum:

· Acres of past harvest by decade

· Acres of suitable and available timber resources for future management based on the 2008 Forest Plan Amendment land use designations and standards and guideline and other applicable Federal policies such as the Roadless Rule,

· Estimated suitable and volume of available timber resources for future management looking forward 20 yrs.

· Total acres and volume of suitable and available timber resources by logging system looking forward 20 yrs.

· Miles of existing road by status,

· Open

· Closed The future timber management and transportation system opportunities will describe the following items at a minimum:

· Total miles of new road by Class needed to access the remaining timber resources,

· Description including acres, volume, and logging system for any settings planned to be yarded directly to the water or to a barge,

· Describe an overall management plan for the remaining old-growth timber resources and management schedule by decade for the young-growth in the project area in the suitable and available commercial forest land following Forest Plan standard and guidelines and other Federal policies,

· Financial Analysis using the most recent updated regional logging costs and pond values provided by the government.

· The Financial Analysis will include stump to LTF costs per unit/setting

· Area Plan will be presented in a clear and logical written narrative and as a map

· HARVEST OPTIONS:

· The contractor will create two harvest options from the Area Plan described above.

· One of the options will produce the highest current economic value possible using the most recently updated regional logging costs and pond values provided by the government.

· The other option will produce the maximum amount of volume with the highest current value. Both plans must meet the 2008 Forest Plan Standards and Guidelines and the Roadless Rule. The contractor will provide a written narrative describing the harvest options and how they align with the Area Plan At a minimum each option shall include the following information:

· Acres of harvest by logging system

· Volume of timber harvested by logging system

· Miles of new road construction by status and class

· Cost of new road construction by landing/setting /unit/class

· Miles of reconstruction by landing/setting /unit/class

· Cost of road reconstruction by landing/setting /unit/class

· A personal geodatabase including the elements of the LSTA personal geodatabase described above and a crosswalk or outline of the data provided

· An electronic map product showing the proposed settings and roads along with the other map elements described in the LSTA map described above,

· A written narrative describing the elements of the harvest options and how each fits into the overall Area Plan.

· Financial summary using the most recently updated regional logging costs and pond values provided by the Government.

· FINANCIAL ANALYSIS:

The contractor shall prepare a financial analysis for the overall Area Plan and one for both of the Harvest Options described above. The financial Analysis shall include the following minimum cost and value centers:

· Yellow Cedar utility The Financial Analysis shall describe the net-present value of the Area Plan, the current market value of the Harvest Options. The contractor must provide a unit level financial sensitivity summary including Unit #/Acres/Logging Sys/Vol. by Species/Weighted Pond Value/Stump to Truck Costs/Haul Cost per MBF by Landing/Setting in a Microsoft Excel 2010 spreadsheet and the assumptions the contractor relied upon when preparing the Financial Analysis.

· FINAL REPORT:

The contractor will furnish a final written report that consolidates the Area Plan, the Harvest Options, and the Financial Analysis by harvest unit/setting/ road segment into a single coherent document. The final report will describe in detail the Area Plan, the two Harvest Options, and the results of the Financial Analysis and clearly identify the high risk units/settings/roads etc. The final report will also include the documentation of the supporting assumptions used for the Area Plan, the Harvest Options, and the Financial Analysis. The final report will also provide a risk assessment, including the description and locations of the high risk areas that need to be field verified to confirm the critical elements of the LSTA. The contractor will also provide a recommendation regarding their professional opinion as to which harvest option would result in the most cost effective and cost efficient management of the timber and transportation resources in the project area. At a minimum, the final report will contain the following:

· Executive Summary

· Area Plan Description

· Harvest Option Descriptions

· Financial Analysis, including a list of financially viable and nonviable units with and gross and net value by setting/logging system/ landing using the most recently updated regional logging costs and pond values provided by the Government.

· Risk Assessment

· Recommendation for unit packaging and harvest scheduling

· Map products of the Area Plan and Harvest Options

· Appendices of supporting documentation

· PRESENTATION:

· The contractor shall prepare an oral presentation and present their findings in person to the District Ranger and the District Staff at the Sitka Ranger District in Sitka, Alaska. The oral presentation shall:

· Provide a general overview of the process used by the contractor to create the LSTA, the Area Plan, the Harvest Options, and the Financial Analysis,

· Inform the District Ranger and District staff of the assumptions the contractor relied upon to develop the LSTA, the Area Plan, the Harvest Options, and the Financial Analysis,

· Present a logical and detailed report of the Area Plan, the Harvest Options, and the Financial Analysis,

· Describe the Risk Assessment and key elements for each harvest option, at the setting/landing scale which should include road costs and high risk construction and crossings

· Describe the recommendation and review the assumptions, evidence, thought process, and conclusions that lead to the recommendation,

· Prepare and discuss the Risk Assessment and supporting elements during the oral presentation

· Provide an electronic copy of the Final Report and map products to the District Ranger and District Staff two weeks prior to the presentation.

SECTION D. PACKAGING AND MARKING

Project Labeling for Official Correspondence All documents (hard copies and electronic) shall include the project name and contract number.

The packing of the materials will be such as to prevent materials from becoming separated from the package inadvertently. A packing list describing the contents of the submitted contract package will be provided by the contractor. Materials must be clearly numbered (ex. Book 1 of 4, disc 1 of 4 etc.) Packaging may include three-ring binder, spiral binding, comb binding, thermal binding, or glue binding.

Hard copies of the Area Plan, Harvest Options, Financial Analysis, and Final Report will be submitted on standard 8.5 inch by 11 inch white copy paper. Maps included in the documentation will be on 11 inch by 17 inch white copy paper as foldouts.

SECTION E. INSPECTION AND ACCEPTANCE

E1. Federal Acquisition Regulation (48 C.F.R.) Clauses FAR 52.246-4 Inspection of Services--Fixed-Price (AUG 1996)

E.2 INSPECTION OF WORK ITEMS:

14 business days prior to final submittal for final payment of items 1through 5 on the Schedule of Items, the contractor shall provide copies in electronic format to the Forest Service for inspection. Each work product will be inspected as described below:

Logging System Transportation Analysis:

· Does the submitted LSTA analyze all of the commercial forest lands designated in the project area? Yes or No

E.3 PAYMENT AND ACCEPTANCE:

Final payment for each item on the Schedule of Items will be made upon the final acceptance of the required item.

E.4 FINAL DELIVERABLES:

The Contractor will provide one hard copy of the Final Report and an electronic copy of the Final Report including all supporting documents the contractor relied upon to create the required elements (see Schedule of Items) of this contract. By entering into this contract, the contractor is assigning all copy rights for created materials to the Forest Service who will become the sole owner of the materials and shall be able to use any of the documents, maps, or other products as it sees fit.

SECTION G. CONTRACT ADMINISTRATION DATA

G1. Contracting Officer’s Representative (COR).

The Contracting Officer will designate a representative hereinafter referred to as the Contracting Officer's Representative (COR) who will provide on-the-ground administration for the Government. The COR will be designated in writing and a copy of the designation will be furnished to the Contractor before or at the pre-work conference. The Contractor is cautioned to carefully read the COR designation because certain authority under the contract is reserved solely for the Contracting Officer.

G2. Contractor’s Designated Representative It is required that the Contractor have a designated representative available on the project during the entire project and that the representative be able to speak and understand English. When designating a representative, the Contractor shall furnish a copy of the designation in writing to the Contracting Officer. Such designation shall clearly indicate the name and limitations (if any) of authority of the representative. If the Contractor intends to designate a representative prior to the pre-work meeting, the representative is strongly encouraged to attend that meeting.

G3. AGAR 452.215-73 Post Award Conference (NOV 1996) A post award conference with the successful offeror is required. It will be scheduled within ten (10) days after the date of contract award. The conference will be held via teleconference.

G4. Submission of Invoices Paper invoices are contemplated. If the contractor chooses to submit a facsimile or email invoice, the Government will not be responsible for any failure attributable to the transmission or receipt of the invoice including, but not limited to:

(a) Receipt of garbled or incomplete invoice

(b) Availability or condition of the receiving facsimile equipment or e-mail system or account

(c) Incompatibility between the sending and receiving equipment or systems

(d) Delay in transmission or receipt of invoice

(e) Failure of the contractor to properly identify the invoice

(f) Absence or unavailability of the person to whose attention or account the facsimile or e-mail is sent G5. The contractor shall not submit more than one invoice during any calendar month.

G.6 Forest Service Furnished Property:

The Forest Service will furnish the following property:

1. Digital imagery of the project area

2. Geospatial Information System (GIS) ArcMapTM 10.0 in feature dataset format

3. Regional Timber sale appraisal costs. (Pond values, stump to truck etc.)

4. Formats for GIS Attribute Tables The contractor should be aware that the GIS provided by the government will contain “slivers” of data and edges that do not align through all layers of data provided. The contractor is expected to correct these data misalignments.

SECTION H. SPECIAL CONTRACT REQUIREMENTS

AGAR 452.237-74 Key Personnel (FEB 1988)

(a) The Contractor shall assign to this contract the key persons or personnel with the following skills, qualifications, or experience:

· Forest Management

· Silviculture

· Logging Engineering

· Aerial Photograph interpretation

· GIS Technician

· Timber Valuation

· Financial Management

(b) During the first ninety (90) days of performance, the Contractor shall make no substitutions of key persons or personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide the information required by paragraph (c) below. After the initial 90-day period, the Contractor shall submit the information required by paragraph (c) to the Contracting Officer at least 15 days prior to making any permanent substitutions.

(c) The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have comparable qualifications to those of the persons being replaced. The Contracting Officer will notify the Contractor within 15 calendar days after receipt of all required information of the decision on substitutions. The contract will be modified to reflect any approved changes of key persons or personnel.

452.209 – 71 Assurance Regarding Felony Conviction Or Tax Delinquent Status For Corporate Applicants Alternate 1 (Feb 2012).

(a) This award is subject to the provisions contained in the Consolidated Appropriations Act, 2012 (P.L. No. 112-74), Division E, Sections 433 and 434 regarding corporate felony convictions and corporate federal tax delinquencies. Accordingly, by accepting this award the contractor acknowledges that it –

(1) does not have a tax delinquency, meaning that it is not subject to any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, and

(2) has not been convicted (or had an officer or agent acting on its behalf convicted) of a felony criminal violation under any Federal law within 24 months preceding the award, unless a suspending and debarring official of the United States Department of Agriculture has considered suspension or debarment of the awardee, or such officer or agent, based on these convictions and/or tax delinquencies and determined that suspension or debarment is not necessary to protect the interests of the Government.
