Boeing Flight Attendant Egress Simulation Training (FAEST) FA4452-17-R-0024
OfferorsGovernment Only
Q#DocPg #Par. #Comment/QuestionRO/CO Response
1Will the USAF consider any on-line training options? The government has specified what tasks need to be accomplished, the "how to" accomplish those task is up to the contractor.
2Does the USAF have any specific course length requirements for either initial or recurrent training? No, The amount of time it takes to meet initial and recurrent training is up to the contractor. Flight attendants must be trained in all tasks/subtasks, Cabin Operating Manual (COM), and the government operating regulations listed within PWS for this requirement.
3PWSPg 2 and 32.1.4 and 4.0Are all three Boeing doors required to include the B-747, B-757, and B-737?Yes
4If all Boeing doors (B-747, B-757, and B-737) are required, do they need to be part of the cabin trainer or can they be separate from the trainer? They do not all have to be part of the simulator. They can be separate, but must be specific to the Boeing B-747, B-757, and B-737 doors.
5Attachment 5 Information SheetSheet references CLINs and quantities. Are the quantities per person or per class? If per class, is there a class size defined?Quantities of "each" in the Information Sheet are per person. This is a Requirements contract the quantities are estimated. Class sizes will be determined at the Task Order level
6PWS1.1* PWS Para 1.1 states the “OBJECTIVE/SCOPE: The main objective is to provide flight attendant training for the Boeing 737, named the "C-40B/C", the Boeing 757, named the "C-32A", the Boeing 747, named the "VC-25 and E-4B" to USAF flight attendants to ensure the ability to safely egress passengers from an aircraft in an emergency situation.” ; however, the scope of the requirement goes well beyond “the ability to safely egress passengers from an aircraft in an emergency situation.”e.g.. aircraft systems, CRM, HAZMAT……. Is the real objective to train an initial Flight Attendant similar to commercial flight attendants and provide refresher training that goes beyond egress? No, it is not the objective to train government flight attendants as commercial flight attendants. Although there are many similar tasks identified between commercial flight attendant training and government flight attendant training, this requirement goes beyond commercial flight attendant training. Please refer to the PWS for task/subtasks, manuals, and government regulations that must be acquired/met to meet this requirement.
7PWS1.1* PWS Para 1.1 states the “OBJECTIVE/SCOPE: The main objective is to provide flight attendant training for the Boeing 737, named the "C-40B/C", the Boeing 757, named the "C-32A", the Boeing 747, named the "VC-25 and E-4B" to USAF flight attendants to ensure the ability to safely egress passengers from an aircraft in an emergency situation.” ; however, the scope of the requirement goes well beyond “the ability to safely egress passengers from an aircraft in an emergency situation.”e.g.. aircraft systems, CRM, HAZMAT…….Has the USAF considered leveraging commercial off-the-shelf FAA training for these aircraft types? No, commercial of the self FAA training will not meet the needs of this requirement.
8Attachment 4 Clauses and Provisions Factor 1 Subfactor 1 Measure of Merit 1pg 17Evaluation Facors 52.212-2PWS Para 2.1, “The contractor shall provide an operational aircraft simulator that mimics a Boeing aircraft fuselage/cabin in size and function for conducting mock drills in accordance with the emergency procedures checklist from the flight attendant emergency procedures manual. "The FAA does not require a fuselage training device, and requiring one prior to award may limit the competitive nature of this acquisition. Would the USAF consider an alternative which is approved by the FAA for having the awarded contractor furnish a device post award? Please refer to Attachment 4 Clauses and Provisions Factor 1 Subfactor 1 Measure of Merit 1

(i) Describe the process to obtain the Simulator: The simulator aircraft cabin must have equivalent sized fuselage; exit door(s); interior cabin, and emergency equipment that functions in a manner that flight attendants experience while operating on actual aircraft used by the USAF Boeing C-40B/C, C-32A, VC-25 and E-4B

9RFP Letterpg 1para 1When is the estimated award month for this opportunity and when does the period of performance begin? For example, does the government plan on awarding in December and PoP (Period of Performance) to begin in January? As stated in the RFP Performance begins 01 Jan 2018. Government anticipates to award in November, but does not guarantee award prior to performance start date.

Information Sheet pg 4 Kindly define what the definition of Bi Annually means. Does that mean the 35 refreshers will come two times per year, totaling 70 refreshers per year or does it mean they will train 35 refreshers every other year? The numbers for the Boeing Contract Attachment 5 Information Sheet have been updated. The correct numbers have been updated on Attachment 5 Information Sheet and are highlighted in red. This has been corrected in the PWS, the correct spelling is "Biennial". Flight attendants that are receiving refresher training will only get refresher training every other year (every two years.) The estimates in Attachment 5, Information Sheet, is the number of persons expected to come through per year for initial training and the number of persons to come through per year for refresher training.
