OVERHAUL REQUIREMENTS:
1.0 SCOPE
1.1 This description initiates the inspection and overhaul of the item described below for SFLC stock replenishment.

1.2 The Fuel Injector Assembly (fuel injection nozzle and holder) received by the contractor must be complete and of the proper cited part number 22300134.
Any discrepancies shall be reported to the Coast Guard Contracting Officer.
1.3 The overhaul requirements described herein are not intended to replace any procedures, controls, examinations or tests normally employed by the contractor to assure the quality of the product. Overhaul is intended to restore the fuel injector assembly to a condition equal to that of an identical new fuel injector assembly.

2.1 Precedence: In the event of a conflict between this statement of work and the referenced documents cited herein, this statement of work shall take precedence.
3.0 Requirements:
3.1 Preliminary Inspection. Preliminary disassembly and inspection shall be conducted to determine estimated cost of overhaul. The material condition of the fuel injector assembly shall be documented and a recommendation shall be made to repair the fuel injector assembly or to condemn the fuel injector assembly if it is found to be beyond economic repair. A written estimate to include material, labor, testing, preservation, packing and marking cost shall be submitted to the Coast Guard Contracting Officer. The written estimate shall include the cost of a new fuel injector assembly. The ordering of parts and the start of overhaul work shall commence only upon approval by the Coast Guard Contracting Officer.
3.1.1 The material list shall include all mandatory recommend replacement parts and contingency or optional parts. Parts shall be listed by Item name, manufacturer part number and cost.
3.2 The fuel injector assembly shall be overhauled and tested in accordance with current FM/ALCO MI-11267E Fuel Injection Equipment Maintenance.
3.3 Upon completion of the overhaul, the contractor shall conduct an operational test of the fuel injector assembly on a test stand to assure satisfactory operation and that no leakage occurs during operation. The nozzle shall be tested for correct spray pattern, opening pressure, tightness of the valve seat and leak-off rate.
3.4 Test Report: The results for the test shall be documented on a service and repair report. A copy of the test report shall be packed with the unit and a copy shall be turned over to the Coast Guard quality assurance representative. Report shall contain the following information as a minimum:
a) Contractor name.
b) Contract number.
c) Work order number.
d) Date of test.
e) Description of the test and test results.
f) Name of the person conducting the testing.
3.5 Final Assembly: Overhauled fuel injector assembly shall be delivered to the Coast Guard completely assembled and ready for installation. Contractor shall preserve, package and mark each fuel injector assembly in accordance with requirements herein.
3.6 Warranty: Contractors standard warranty applies.
3.7 Notifications & Inspections: The contractor shall be responsible for notifying the Contracting Officer at least seven (7) calendar days prior to the contractor being ready for any Quality Assurance (Q.A.) inspections or testing as required herein.
4.0 Inspection General: The Contractor shall maintain an inspection system which shall ensure that each item offered to the Coast Guard for acceptance or approval conforms to the contract requirements. The inspection system shall be in accordance with Federal Acquisition Regulation (FAR) Clause 52.246-2. The system shall be documented and available for review by the Coast Guard Quality Assurance Representative.

The Contractor shall provide space, personnel and test equipment for the conduct of all inspection requirements. All inspection and testing shall be performed at the Contractors plant or at other facilities acceptable to the Coast Guard. The Coast Guard reserves the right to verify or have performed any of the inspections set forth herein where such inspections are deemed necessary to assure that supplies and services conform to the prescribed requirements.
The manufacturer's quality system shall comply with the requirements of ASQ/ANSI/ISO 9001:2015 Quality Management Systems - Requirements.
4.2 Records: The contractor shall maintain records of all conducted inspections and tests. The records shall indicate the nature and number of performed observations, the number and type of deficiencies found and the corrective action taken.
4.3 Contractors Calibration System: The test facility shall be required to maintain a test equipment calibration program in compliance with ANSI/NCSL Z540-3. The program shall be documented and traceable to the National Institute of Standards (NIST).
4.4 Inspections and Tests: The operational test required in part 3.3 and test report required by 3.4 is considered to be the minimum necessary and is not intended to replace any controls, examinations, or tests normally employed by the contractor to assure the quality of the product. Inspection of Preservation, Packaging and Marking requirements is also required.
5.0 Preservation Packaging and Marking
5.1 Preservation: Each fuel injector nozzle assembly shall be preserved in accordance with MIL-STD-2073-1E, Method 44. Drain fuel injector assembly of all test fluid and seal all open ports with plastic caps. Each overhauled fuel injector assembly shall be preserved and wrapped to ensure the protection against the intrusion of moisture and for protection against corrosion during warehouse storage.
5.2 Packaging - Each overhauled and preserved fuel injector assembly shall be individually packaged in its own box in accordance with MIL-STD-2073-1E, Method 44. The box shall be constructed of double walled corrugated paperboard material. The box shall have sufficient internal cushioning and be capable of providing adequate protection to the fuel injector assembly during multiple shipping and handling by commercial carriers.
5.3 Marking: Mark each container in accordance with MIL-STD-129R. The shipping container shall be marked with a label with the information as laid out below. The label shall be applied directly on the container. NOTE: ANY
PREVIOUS MARKINGS SHALL BE COMPLETELY REMOVED FROM A REUSABLE SHIPPING
CONTAINER PRIOR TO THE APPLICATION OF ANY NEW MARKINGS.
5.4 BAR CODING: The Stock Number shall also be bar coded in addition to the numerical marking. All bar coded labels shall be in accordance with MIL-STD- 129R. The actual labels shall be Type "V", Grade "C", Style "2", Composition "a" as identified in MIL-PRF-61002B Pressure Sensitive Adhesive Labels for Bar Coding. The Bar Code Label can be applied separately or as part of the marking required in section 5.3.

Contractor must guarantee item against defects that lead to failure for days after installation for a period of up to two (2) years after delivery to Coast Guard.
GOVERNMENT ACCEPTANCE:
Acceptance will be made at destination by a Government representative.
Acceptance will be contingent upon the representative's verification of no damage in transit, correctness and completeness of order and contractor's conformance to preservation/packaging, packing and marking requirements.
PACKAGING AND MARKING FOR SHIPMENT:
