STATEMENT OF WORK
Aero Structural Test System
Load Control and Data Acquisition
1. Introduction
The Structures Test Lab (STL) at NASA’s Johnson Space Center (JSC) has a requirement to replace the existing aged unsupported Static Control System & Data Acquisition System. The contractor shall provide the hardware and required services including onsite installation, training, and all associated documentation.
Installation and training shall be in the STL at NASA JSC, B13 Room 1000, Houston, TX.
2. Deliverables
• System Requirements:
1. The FlexTest 200 Load Control System shall meet the following requirements:
• The system shall have a total of 32 control channels and 44 feedback conditioners for both load and displacement
• The 2-station system shall be configured with 1 FlexTest 200 chassis containing the following elements:
• A stand-alone chassis/cabinet assembly with PC processor
• I/O Carrier Boards
• Dual Digital Universal Conditioners
• 8 channel valve drives
• FlexDAC sync card
• 8 channel A/D Input card
• 8 channel D/A Output card
• 8 channel A/D BNC board
• 8 channel D/A BNC board
• DIO board
• HSM interface
• HPU interface
• Remote Emergency Stop
• Remote Station Stop
2. The Data Acquisition System shall meet the following requirements:
• 96 channels capable of remote strain gauge conditioning
• Integrated clock system capable of syncing between all channels of the DAS and with the Load Control System
• A minimum of 8 sampling rates
• ¼, ½, and full bridge voltage inputs
• Remote excitation sense and regulation for ½ and full bridge
• Minimum 6000 samples per second scan rate
• Strain gauge cables are to be terminated with standard RJ-45 telecom plugs
• Per channel programmability of the following parameters:
• Excitation
• Filtering

• 120- and 350-ohm completion resistors installed
• 54.9 kOhm shunt calibration resistors included
• System supplied with factory calibration
3. The following peripherals shall be provided:
• Qty. (2) Aero Pro Client PC’s with the following minimum configuration:
• Intel I5 CPU 8600 or better processor chip
• 8 GB RAM
• Minimum (2) 512 GB SATA SSD’s in a RAID 1 config.
• 2 Port integrated PCIe Ethernet connection
• DVD R/W drive
• Dual 27” flat panel monitors
• Win 10 O/S 64-bit version Professional
• Win 10 recovery disc
• MS Office 2019
• CCC Compliant
• The following cabling shall be provided:
• FlexTest load cell cables -50 ft. Qty. 32
• FlexTest LVDT cables -200 ft. Qty. 12
• HSM cable adapter (CPC to 9 pin D) Qty. 2
• FlexDAC load cell cables RJ-45 to RJ-45 – 150 ft. Qty. 96
4. The following software shall be included:
• MTS Aero Pro Application software- latest version
• MTS Aero Pro Data Display Application software – latest rev
• On-site installation - The contractor shall provide on-site installation of all components of the Aero Structural Test System - Load Control and Data Acquisition.
Installation shall occur in B13 Room 1000 at the Johnson Space Center, Houston, TX. The contractor shall be the general system integrator for all system components.
• Training –The contractor shall provide complete general operation and applications training tailored to our needs to selected individuals at the NASA Johnson Space Center, 2101 E NASA Pkwy, Houston, TX 77058 Building 13 Room 1000. Training shall include basic and intermediate information about operation of the Aero Structural Test Load
Control and Data Acquisition system.
• Safety - The contractor shall follow NASA safe work requirements. A Division safety engineer will provide a safety briefing to contractor personnel prior to start of any on-site work.
• Documentation – The contrator shall provide complete documentation of the systems procured (in English). Electronic (.pdf) format is acceptable. Access to Vendor websites for updates and reference materials shall be provided to approved system users.
• Acceptance Test Plan - The contractor shall deliver a detailed Acceptance Test Plan that includes a full inventory of system hardware and software. The plan shall outline the steps required to configure, setup and perform a real time test.
• Warranty and Service Requirements - The contractor shall provide the following warranty and service plan for the system:
• 12 Month Warranty from Date of NASA acceptance of the system
• One (1) preventive maintenance (PM) inspection per contract maintenance agreement year. This shall include all labor and travel associated with conducting the PM inspection visit
• All labor & travel related charges associated with any service visit in addition to the
PM visit as may be required during the period of performance
• All covered replacement parts
• Scheduled and emergency service shall be performed between the hours of 8:00am-
5:00pm, Monday through Friday excluding Government holidays
• Factory trained Customer Support Engineers - The contractor shall have a staff of trained field service personnel available for on-site service and support, including Field
Service Engineers in the local area who have experience in both the hardware and software.
3. Acceptance and Test Procedure
Completion of the work required by this statement of work will take place after the system has been successfully installed and verified that it is working properly, and the training is completed.
4. Period of Performance
4.1 The contractor shall deliver a copy of the Acceptance Test Plan to the Contract Technical
Monitor (CTM) one month after contract award.
4.2 The contractor shall deliver the complete system including all drawings, documentation, hardware and software reference manuals and operation manuals within 4 months of the contract award date.
4.3 The contractor shall install, test and check out the system for full operational status within
2 weeks of receipt of the system.
4.4 The contractor shall provide a training program for STL lab technician at NASA-JSC, Bldg.: 13 for a period of three (3) working days. Training shall begin no later than seven
(7) working days after date of system full operational status. The dates of the training shall be authorized, scheduled and coordinated in advance with the contractor.
5. Travel Requirements
• Travel is required to perform installation and training in Building 13 at Johnson Space
Center in Houston, Texas.
• It is expected that two (2)-contractor personnel will travel from their location to Johnson
Space Center to provide the services after advance authorization from the CTM.
• After authorization from the CTM, the contractor shall arrange for travel, in accordance with the terms contained in the Federal Travel Regulations, to provide the services required in this SOW.
6. Access to Facility
• During the term of the contract, the CTM shall arrange for adequate workspace for the contractor to perform the tasks required.
• Access to JSC, safety training, badging and all scheduling of the on-site services shall be coordinated in advance with the CTM.
• All contractor personnel providing on-site services shall be US Citizens.
7. Contract Technical Monitor
The Contract Technical Monitor (CTM) is the employee assigned to interface with the contractor. The CTM is authorized to provide technical direction within the scope of the contract.
The CTM can assist the contractor in the interpretation of technical requirements and performance of the effort required. The CTM shall have no authority to impose additional requirements or to change or delete existing requirements of the contract. Any clarification provided by the CTM concerning the work to be performed shall not be construed as a change to the contract.
