About this file

This document is Addendum No. 1 for an Incident Response Management System (IRMS) Request for Proposal (RFP) issued by a city on September 22, 2025. The bid date remains unchanged, scheduled for Thursday, October 9, 2025 at 3:00 PM. The addendum provides clarifications to three key questions from potential vendors regarding the IRMS project. The bid requires vendors to sign and return an acknowledgement of this addendum with their proposal.

The addendum clarifies three critical technical specifications: (1) the city expects the selected vendor to provide complete telephony and call handling capabilities without relying on existing city infrastructure, (2) the city prefers potential future real-time API integration with MaintStar and scheduled/batch data exchange with GIS, though this is not a strict requirement, and (3) the city prefers single-use secure links delivered via SMS and/or IVR for resident interaction, rather than a login-based web portal. These clarifications provide vendors with more specific guidance on the technical expectations for the Incident Response Management System implementation.

THIS ADDENDUM INCLUDES THE FOLLOWING CLARIFICATIONS:

AD1-1. QUESTION: Telephony & Call Handling – Does the City expect the selected vendor to provide a complete telephony/IVR solution (for live call handling and after-hours routing), or will the IRMS need to integrate with an existing City phone system or third-party answering service?

ANSWER: The City expects the selected vendor to provide live call handling and after-hours call routing without reliance on existing City infrastructure or an additional answering-service

AD1-2. QUESTION: MaintStar & ArcGIS Integration – Should the IRMS provide real-time API integration with MaintStar and ArcGIS, or is the City open to scheduled/batch data exchange if API access is limited?

ANSWER: The City’s preference is for the possibility of future real-time API integration with Maintstar, and scheduled/batch data for GIS. However, this feature is a preference and not a requirement.

AD1-3. QUESTION: Citizen Engagement Portal – For resident updates and incident tracking, does the City prefer a secure login-based web portal, or would single-use links delivered via SMS/IVR be sufficient?

ANSWER: The City prefers the use of single-use, secure links delivered via SMS and/or IVR for resident interaction. A login-based portal is not required.
