The purpose of this amendment is to provide responses to ques�ons received un�l November 30, 2023. A�achment 1 provides the specific responses to the ques�ons. On a separate note, please be advised that the APS was amended as well to incorporate changes impacted by the responses to administra�ve APS ques�ons, for this APS Addendum 3 as well as prior Addendums.

A�achment 1 - Addendum 3 TB VisMin Amendment 1 Response to Ques�ons
1. Will pilot research be allowed as part of the approach given the innova�ons that the TB VisMin Ac�vity wants to implement?
USAID Response : Yes
2. Please confirm whether a matrix organiza�onal structure is acceptable for the proposed project, as opposed to a tradi�onal organogram.
USAID Response : This is acceptable for as long as it contains the per�nent informa�on required for Annex 1 (i.e., show repor�ng lines for all proposed staff, and subrecipients, the loca�on or work, and proposed level of effort, including any limited home office support).
3. Please clarify if the ins�tu�onal capability sec�on is limited only to the prime proponent.
USAID Response : Yes
4. Page 24 of the UHCP APS states “Applicants must describe their organiza�on’s actual technical and managerial exper�se demonstrated in prior relevant work that will directly benefit implementa�on of this ac�vity.” Can USAID confirm if applicants may include partners’ capabili�es in the Ins�tu�onal Capability sec�on?
USAID Response : No
5. On the TB Commitment Grants (TCG), please clarify if TB VisMin Ac�vity is expected to provide matching grants to local governments or assist the LGUs who are current (and future) recipients of the TCG (under TIFA). Are the matching grants intended for civil society or local governments?
USAID Response : The TCG grants can be any type of assistance including but not exclusively be a matching grant and are intended for local governments units or other government ins�tu�ons. For CSO grants, these are separate from the TCG grants and proponents may require a matching grant.
6. Please clarify whether "governance, management, and financing" (men�oned in I.R. 3.2.)
intends to create market-based models that can be implemented through a public-private sector collabora�on with the LGU. Or does it specifically refer to engagement with the private sector only?
USAID Response : "governance, management, and financing" in 3.2 refers to all ins�tu�ons concerned. In addi�on, the IR3.2 also calls for crea�ng market-based models that will expand access to diagnos�cs and treatment in the private sector. These two statements are separate from each other.
7. In our concept paper, please clarify if we will iden�fy the specific convergence and focus sites. Or will the sites be co-selected during the next phases of the evalua�on process?
USAID Response : For clarity and scale, you may recommend convergence and focus sites as well as the criteria for selec�ng these areas. However, the final sites will be decided in the co-crea�on process.
8. IR 1.5 on page 9 describes the importance of near point of care tes�ng for geographically isolated and disadvantaged areas. Can USAID confirm if implementers can use Point of Care Diagnos�c Kits that are not yet locally marketed but already approved in other countries? Or should only WHO recommended Tests/procedures be used for diagnosis?
USAID Response : The proponent should ar�culate why the introduc�on of new tools is beneficial and how a POC will be modeled and adopted and how it will address regulatory requirements in the country for its eventual licensing or market registra�on.
9. Will it be possible for the TB VisMin Ac�vity concept paper to be expanded from 10 pages to 13 pages?
USAID Response : The TB VisMin ac�vity concept paper will follow the format and page limita�ons under Sec�on D. 2 of the APS, Concept Paper Format, Content and Instruc�ons.
The total number of pages of the concept paper must not exceed 11 pages.
10. Per sec�on D.4. Evidence of Local En�ty Status, please clarify if the documentary evidence for the legal iden�ty of the proponent is outside the page limita�on of the concept paper.
USAID Response : Documentary evidence of local en�ty status is not included in the page limita�on of the concept paper.
