ADDENDUM NO. 1
SPRINGFIELD TOWNSHIP
Civic Center Standby Generator
The following changes to and/or clarifications of the Contract Documents will be incorporated in said Contract Documents and such changes shall be allowed for in the price bid by the Contractor, such that the price indicated in the Proposal shall represent the conditions as set forth in the original Contract Documents as modified by this Addendum.
Acknowledgment of receipt of this Addendum and the Bidder’s Acceptance of these revised conditions prior to submittal of his bid shall be indicated by adding the Addendum number on the Bid Form.
The following additions, changes, and clarifications are made:
Bidder Inquiries and Responses:
1. Installation mentions grade mounted transfer switch, please confirm wall mounted is okay per walkthrough. Ref. TRANSFER SWITCHES 26 36 00 - 8, 3.1 INSTALLATION A. Grade-Mounted Switch: Anchor to base by bolting. Wall Mounting is also acceptable
2. Will a power outage and full system transfer be required during the return trip within the three months for the training session? Ref. 26 32 13 - 20, 3.6 Demonstration (C1 and C2) No
3. Does this have to be done at a specific time, or is any time to take the generator offline to do the full load test okay? Ref. 26 32 13 - 20, 3.5 FIELD QUALITY CONTROL (C1) Coordinate with the owner, but this can likely be done during normal business hours.
4. Does infrared scanning pertain to the whole job, transformer and the entire main service, or just the generator, transfer switch, and wiring and terminations the contractor installed for the installation. Ref. 26 32 13 - 20, 3.5 FIELD QUALITY CONTROL (L) New equipment only
5. Where will the generator annunciation panel be located? No generator annunciator is required
6. Will wiring and tie into the fire alarm panel be required? No
7. Will wiring and tie into building management system be required? No
8. Will (1) 1" spare conduit be required from generator pad to the emergency electrical room? Ref
E501, generator wiring connection detail. No, this requirement may be removed
9. If so, what room or location is the emergency electrical room? this requirement may be removed
10. Will the generator feeds be directional bored or trenched per detail? Ref E501 Directional boring is preferred to prevent damage to the new parking lot. We anticipate changing this in the addendum.
11. What are the blackout dates for the county? (elections, no work times) 2024 blackout dates are not finalized. Dates will be coordinated with the awarded contractor
12. Will the allowance for permits be deleted? Ref. 26 00 10 - 3, 1.5 codes, permits, and fees, (A) Township related fees will be waived. However, DTE and Consumer Energy fees will be included in the new pay item “Utility Fee Allowance”.
13. Does the existing electrical service switch (1200A) need to have its fuses removed and replaced with 600-amps? This section has been removed and replaced in the Addendum.
14. Is a contact switch in the transfer switch required for the elevators? A construction note has been added to provide a spare conduit between the transfer switch and electrical room for future connection by others.
i. If so, do we need to run wire and connect wire/ test in this contract? Not part of this contract.
15. Do we need to replace shrubbery that we removed for excavations? Contract states replacing any miscellaneous landscaping items encountered during the work. Ref. page 9 Plants and
Springfield Twp. Civic Center Standby Generator shrubbery do not need to be replaced. The Township will address plant replacement themselves.
16. Will a water source be provided, or will the contractor be required to provide the water source to establish growth? Contractor shall be required to provide water.
17. The new transfer switch doesn't show a disconnecting means integral to the unit or before the transfer switch on the one line. In the future, if service is required or a fault occurs, the only way to turn power off before the transfer switch will require the utility to shut down the transformer.
Will this be redrawn? This has been re-configured in the Addendum.
i. If a 600-amp main service switch is installed in the transfer switch, or before the transfer switch, the fire pump will not be connected directly to the transformer as previously drawn and installed. See response above.
ii. Will the new 600A transfer switch be required to have a fire pump-rated transfer device installed? See response above.
18. Will sheets 144 through 161 on document 0172-0048_Spec Complete_230926 be removed and not be required? They appear to not pertain to scope of work. Sheets 144 through 161 will remain.
19. Will contractors be required to work around the emergency police vehicles parked next to the generator construction site? We coordinate to have the vehicles moved away from the work site.
20. Can another area be designated for these vehicles as not to disturb construction and emergency operations? See response above.
21. Will DTE and Consumers fees be covered by the Township? As we discussed, this will put all bidders on a level playing field as it will be very difficult to obtain accurate costs prior to the bid. The “Reimbursed Permit Fee” pay item has been changed to “Utility Fee Allowance” to cover DTE and Consumers Energy costs including the new gas meter.
22. Will landscape restoration by the building be handled by the Township? Plants and shrubbery do not need to be replaced. The Township will address plant replacement themselves.
Contractor will be required to re-establish grade and any boulders.
23. Can spoils be graded and left on site? Assuming this question is regards to the concrete generator pad spoils. Some of the spoils will be used to regrade around the pad. Excess spoils will need to be removed and disposed by the contractor.
24. Will the generator pad be adjusted to avoid the existing as line? The generator pad has been shifted. See revised plan sheet C002.
25. Please confirm the amount of 1" conduits running from the generator to the building. See revised plan sheet E501.

Pre-Bid Sign-In sheet is included within the Addendum.
Change: Bid Opening
1. The bid opening date and time has been changed to Friday, October 27, 2023 at 1:30p.m. Springfield Township will receive sealed bids at the offices of the Township Supervisor, Springfield, 12000 Davisburg Road, Davisburg, Michigan 48350, at which time and place all bids will be publicly opened and read aloud.
Specifications and Contract Documents
1. Advertisement has been revised to reflect new Bid Opening Date and Time
2. Bid Form Changes:
a. “Reimbursed Permit Fees” pay item to “Utility Fee Allowance”. This will
Springfield Twp. Civic Center Standby Generator cover fees required by DTE or Consumers Energy including the gas meter.
b. Added “Sidewalk, Rem” and “Sidewalk, Conc, 4 inch” pay items for removing and replacing the existing walk located near the gas meter.
3. The revised Bid Form document is included within for reference. Bidders must use the revised document when submitting their bids.
4. Special Provision “Site Restoration and Cleanup” has been revised to indicate plantings removed near the building as a result of the work will be replaced by the Owner. Also, the SP has revised to state, water will be provided by the contractor.

Springfield Township will receive sealed bids until 1:30p.m., local time on Friday, October 27, 2023, at the offices of the Township Supervisor, Springfield Township, 12000 Davisburg Road, Davisburg, Michigan 48350, at which time and place all bids will be publicly opened and read aloud.
DESCRIPTION OF WORK
The approximate quantities for the major items of work involved in this project are as follows:

PLANS AND SPECIFICATIONS
Plans and specifications must be obtained through BidNet, formerly the Michigan Intergovernmental Trade Network (MITN), at https://www.bidnetdirect.com, after 2:00p.m., Tuesday, September 26, 2023. Obtaining Bid Documents from any source not identified herein may result in failure to receive addenda, corrections, or other revisions that may be issued. Bids may be rejected unless made on the forms included with the bidding documents.

PRE-BID CONFERENCE
A mandatory pre-bid meeting will be held at the Springfield Township Civic Center, 12000 Davisburg Road, Davisburg, Michigan 48350 at 2:00p.m., on Tuesday, October 3, 2023.
Prospective bidders will check in at the Supervisor’s counter and be provided further instructions.
This is a mandatory meeting and no bids will be accepted from those bidders who do not attend.
BID SECURITY
A certified check, or the included Bid Bond, executed by the Bidder and a surety company, payable to Springfield Charter Township, in an amount at least equal to five
A.- 2 percent (5%) of the bid, shall be submitted with each bid.
WITHDRAWAL OF BIDS
No bid may be withdrawn for a period of sixty (60) calendar days after the receipt of bids.
AWARD OF CONTRACT
Springfield Charter Township reserves the right to reject any or all bids and/or to waive any irregularities in the bidding. The successful Bidder will be required to furnish satisfactory performance, payment, maintenance and guarantee bonds and insurance certificates.

SPECIAL PROVISION
FOR
SITE RESTORATION AND CLEANUP

a. Description. This work consists of final grading, project cleanup and restoring vegetative areas disturbed by this project and as designated by the Engineer by applying topsoil, fertilizer, seed, mulch to disturbed areas. All work shall be performed in accordance with Section 816 of the MDOT 2020 Standard Specifications for Construction, except as modified herein.
b. Materials. All materials used for the Surface Restoration shall meet the requirements of Section 917 of the MDOT 2020 Standard Specifications for Construction.
Materials included in Surface Restoration, Seeding are:
• Seed Mixture TUF (Turf Urban Freeway) (917.12)
• Fertilizer, Chemical Nutrient, Cl A (917.10.B.1)
• Topsoil Surface, Furn, 3 inch (917.07)
• Mulch and Mulch Anchoring (917.15) shall be used on flat slopes on this project.
• Mulch Blankets shall be used on steep slopes on this project. Mulch Blankets shall be Futerra F4 Netless or approved equal.
c. Construction. All restoration areas shall be prepared and compacted per Section 816 of the MDOT 2020 Standard Specifications for Construction. Place topsoil to the minimum depth indicated above to meet finish grade. If the area being restored requires more than the minimum depth of topsoil to meet the finish grade, this additional depth must be filled using topsoil, or at the Contractor’s option, suitable embankment material may be used. Furnishing, placing and compacting this additional material is included in this item of work.
All areas disturbed by the Contractor and/or his Subcontractor beyond the normal construction limits of this project shall be restored according to this special provision at the direction of the Engineer. No additional payment will be made for restoration beyond the normal construction limits.
d. Measurement and Payment.

Delayed Acceptance. The Township will not pay for corrective action required for delayed acceptance, including removal and replacement of failed surface restoration.
The Township will delay final acceptance of completed surface restoration work until the surface restoration is fully established. During this time, the Township will inspect the surface restoration at its discretion. The Township will not accept surface restoration if less than 90% of the surface restoration area is well established, weed free, growing, vigorous, and contains the species required by the seeding mixture, and will require the Contractor to replace the defective areas.
Surface restoration work will be paid according to the following schedule:
Initial Placement 50% Final Acceptance 100%
The pay item Site Restoration and Cleanup shall include the necessary equipment, materials and labor to perform final grading, place the topsoil, fertilizer, seed, mulch, and/or mulch blankets. Watering will be required as necessary to establish growth and will not be paid for separately. Contractor will be required to provide water.
The pay item of work shall also include replacing any miscellaneous landscaping items such as rocks, boulders, pavers, etc. encountered during the work. Any plantings located near the building that are removed as a result of the work will be replaced by the Owner.
