STATEMENT OF WORK
Maintenance Support Contractor NMFS Auke Bay Laboratories
OBJECTIVE
To contract maintenance assistance to perform general labor to assist with maintenance, repairs and groundskeeping for the Auke Bay Laboratories facilities and equipment in Juneau and Little Port Walter, Alaska. The successful contractor will be expected to provide general maintenance assistance on facilities, grounds, and equipment. Position will involve operation of government vehicles, forklifts, and other equipment.
SCOPE OF WORK
The contractor will be providing labor to assist the facilities and science staff at the Auke Bay Laboratory Facilities in Juneau and on Baranoff Island, Alaska. The individual contractor will work up to 40 hours per week at the ABL facilities depending on the need. An option for an additional 800 hours to be awarded before the end of the term of this contract is included should the workload justify the additional time.
This solicitation also includes line items for transportation to allow the contractor to bill the government for the cost of round trip transportation to and from LPW during the base period of this contract, with the option to add additional transportation if needed. The government will pay actual transportation costs incurred. The contractor will need to provide copies of the tickets or charter receipt.
This contractor will work with others as part of a team or independently, and assist in responding to planned periodic maintenance and unplanned maintenance repair service requests as assigned. They may be required to perform work with varying degrees of complexity, crossover technical trade requirements, and general maintenance requirements.
The candidate shall be knowledgeable of one or more technical trades and possess basic skills to carry out assigned work requirements. Must be generally familiar with technical requirements, have basic knowledge of building codes, regulatory requirements and/or directives. Also familiar with all safety, environmental, and recycling program requirements in preferred area of expertise and as it relates to the facilities and science staff at the Auke Bay Laboratory Facilities.
SPECIFIC TASKS
1. The contractor will be providing general facilities maintenance and repair services at the Auke Bay Laboratory facilities to support routine daily operations of the facility.
· The contractor shall perform all operations and services using equipment and materials supplied by the National Marine Fisheries Service, Auke Bay Laboratory.
· This equipment includes; skid steer loader, wheel loader, excavator, truck-mounted snowplows, forklifts, and government fleet vehicles to include trucks and vans.
· The contractor will perform trails, grounds, lawn and landscape maintenance and repair and snow removal.
2. The contractor will provide assistance to the facilities staff in other facilities maintenance and repair tasks for facilities and grounds. Assistance will include but will not be limited to:
· Assistance for maintenance personnel performing basic plumbing, electrical, and carpentry maintenance and repair tasks.
· Repairs to seawater systems and associated components, building support systems, wet lab aquaria systems, laboratory equipment and support systems, freezers, and HVAC systems.
· Repairs to docks, floats, piers, dock handling equipment, hatchery equipment, and hatchery weir collection systems.
· Operation of heavy equipment to assist with site preparation and site improvements. Equipment includes: Wheel loaders, skid-steer loaders, forklifts, cranes, and boom trucks.
3. The contractor shall provide pricing for two round trip charter trips from Juneau to LPW. The contractor will be reimbursed for actual travel costs after travel has been completed. If additional trips are required, this contract provides a line item for additional transportation as needed.
Place and Period of Performance Primary Place of Work: Juneau, Alaska with trips to Little Port Walter on South Baranof Island as required. The successful contractor will be working outdoors in all weather conditions and should prepare and dress appropriately.
Period of Performance: The period of performance for this order will be from the Date of Award through Sept 2021.
MINIMUM QUALIFICATIONS
The successful candidate must possess the following minimum qualifications:
· The successful contractor will be able to document previous experience performing general labor related to the specific tasks listed above.
· The successful contractor will have a valid driver’s license prior to operation of a government licensed vehicle.
· Able to provide 3 references if requested.
Contractor Provided The contractor shall provide adequate boots, rain gear (bibs and hooded coat), gloves, and warm clothing, and other personal items necessary for participation in field activities. The contractor will be required to provide their own cell phone service at their expense.
Government Provided Auke Bay Laboratories will provide the following necessary for all functions of this contract: survey gear and equipment, sampling equipment, and documentation for the standard operating procedures and related protocols.
GENERAL CONDITIONS
Damage The Government will not be responsible in any way for damage occasioned by fire, theft, accident or otherwise, to the Contractor's personal belongings brought into the facilities provided by the Government.
Insurance Coverage The contractor will be responsible for providing their own workman's compensation and health insurance. The government will not be responsible for providing insurance. The contractor must show proof of workman's compensation insurance if requested by either the COR (Contracting Officer's Representative), or Contracting Officer. If the contractor will be performing work on a vessel or in the field or field camp, the government takes no responsibility in event of injury. If the contractor has not obtained workman's compensation insurance, the government takes no responsibility in event of injury. This is solely the responsibility of the Contractor.
Contractor Use of Government Vehicles The government does not "insure" its vehicles for use by anyone who simply has permission to use them. Only federal employees on official business will have protection under the Federal Tort Claims Act (FTCA) for liability purposes. The government is not liable for any civil 5 injuries, or their remedies, of independent contractors.
The Contractors is authorized to use any government vehicle in the performance of authorized work as specified in the statement of work and within its period of performance. Use of any government vehicle for other than performance of Government work is strictly prohibited. Government vehicles and property will be covered in the event of an accident while performing official work. The Government, however, will not be responsible for the contractor. The contractor is solely responsible for their own health, workmen's compensation and unemployment insurance as well as applicable social security, local, state, and federal taxes. Contractor should still maintain (and ready to present evidence of if requested) their own liability insurance.
If a government contractor has liability insurance, then they can operate government vehicles while performing the contracted work so long as it is included in the contract/purchase order. This liability insurance should include insurance covering the operation of all motor vehicles used in connection with performing the contract. The contractor will be responsible for the actions of its employees and/or themselves, including the negligent operation of government vehicles. All contractors that are allowed to operate government vehicles must maintain and be ready to present evidence of the liability insurance if requested.
Licensing The contractor shall have a valid driver’s license prior to operation of any government licensed vehicles.
Performance of Work
1. The services shall be carried on in such a manner that there will be maximum coordination between the Contractor and the Government POC.
2. The Contractor shall comply with all building regulations while on the premises.
3. The Contractor shall comply with all federal regulations while working with the Government and when obtaining services on behalf of the government.
4. Hours of work shall generally be between 20 -40 hours per week, not to exceed 40 hours without COR written approval in advance. (e-mails acceptable).
Workmanship The work involved in this order must be performed accurately, on a timely basis and must closely follow established protocols as provided.
IT Requirements This order will not require assignment of a permanent user account, access to DOC data or systems. This contractor will have access to and use Government hardware, application software, system software, or sensitive data as needed. This service will be performed on federal government's premises for less than 300 calendar days. IT security consideration and controls will be put in place before commencement of service.
Government Responsibility The COR or her designee shall be available during normal working hours to provide guidance to the Contractor in performance of the contract tasks.
COR Designation At the time of Award the Government may assign a Contracting Officer's Representative (COR) who will inspect and accept services rendered in this contract on behalf of the Government. In the event that the COR is not available, the Chief Scientist, will be the technical point of contact for questions and clarifications. The responsibilities and limitations of the COR are as follows:
The COR is responsible for the technical aspects of the project and technical liaison with the Contractor. The COR is also responsible for the final acceptance of all reports, and such other responsibilities as may be specified in this contract The COR is not authorized to make any commitments or otherwise obligate the Government or authorize any changes, which affect the contract price, terms or conditions. Any Contractor request for changes shall be referred to the Contracting Officer directly or through the COR. No such changes shall be made without the prior authorization of the Contracting Officer. The COR may designate an assistant COR to act for her by naming such assistant in writing and transmitting a copy of such designation through the Contracting Officer to the Contractor.
Award Criteria
The contract award will be best value to government. Best value will include a determination of acceptable skill sets and experience, and the proposed hourly rate.
PAYMENT TERMS
This order is net 30 days which means you will receive payment 30 days after a proper invoice is received. Do not expect early payment. If it has been longer than 30 days from the Contracting Officer’s receipt of the invoice, you may request information on when you can expect payment.
FEDERAL, STATE, AND LOCAL TAXES
Except as may be otherwise provided in this contract price includes all applicable federal, state, and local taxes and duties in effect on the date of this contract but does not include any taxes from which the Government the Contractor or this transaction is exempt. Upon request of the contractor, the Government shall furnish a tax exemption certificate or similar evidence of exemption with respect to any such tax not included in the contract price pursuant to this clause. For the purpose of this clause, the term "date of this contract" means the date of the contractor's quotation or, if no quotation, the date of this Purchase order.
