STATEMENT OF WORK

Background

The Alaska Fisheries Science Center, Auke Bay Laboratories (ABL) is cooperating with the Alaska Department of Fish and Game, North Pacific Research Board and the Arctic- Yukon Kuskokwim Sustainable Salmon Initiative in studies concerning the status of Chinook salmon in the Bering Sea. This work is in response to recent declines in Chinook salmon runs in the region. Little is known about the early marine ecology of juvenile Chinook salmon and their early marine phase, from outmigration through the first marine summer, is considered a critical period. During this period, the fish must feed and grow to obtain sufficient size and store energy in preparation for their first winter at sea. ABL staff will be undertaking a multi-faceted field and laboratory-based research study aimed at improving our understanding of juvenile salmon growth, condition, and use of Yukon River Delta habitats and compare and contrast new and historic data in order to provide insight into habitat quality and the role of size and timing of marine entry to juvenile condition of the salmon.

Objective

The objective of this project is to provide technical support throughout the ABL study of Chinook salmon on the Yukon delta. For the purposes of this contract, the contractor will be based in Juneau, Alaska and will travel to and from field locations to conduct surveys.

During the intervening periods the contractor will work in Juneau. Transportation costs from to and from Juneau and field will be covered by the contractor and must be identified in the bid. Specifically, the contractor will 1) provide logistical and technical support to the Chief Scientist in preparation for sampling on the Yukon Delta and delta front, 2) Assist/lead fishing activities using a variety of sampling gears and oceanographic equipment on the Yukon Delta tributaries and Yukon Delta front during the summer of 2015, 3) prepare work reports, process fish samples collected and summarize data with the Chief Scientist in Juneau, Alaska.

Specific Tasks

Base Period The base period is approximately 880 hours of office and field services from May 1, 2015 through March 31, 2016 to include the following tasks:

This assistance includes aiding in gear inventory, field logistical arrangements (e.g. lodging, gear shipping, local field support), preparation of sampling sheets/data collection methods and tracking of samples, receiving and preserving specimen shipments, compiling field records, and assisting Chief Scientist with preparation of reports to granting agencies. The number of hours per week spent on task 1 will vary during the contract depending on project needs. We anticipate the need will vary between 20 and 40 hours per week. We estimate a total of 330 hours will be required.

The contractor will be the lead fish taxonomist on the cruise. The contractor must be able to productively work 12 hour days and amiably cohabitate in tight living quarters aboard a 48-foot vessel for the duration of the cruise.

Estimated 280 hours

Task 3 Emmonak Field Station: The contractor will act as the lead biologist in Emmonak in the absence of NOAA staff and may be required to make decisions that affect the outcome of the study. Other duties in Emmonak include: 1) Coordinating sampling activities with local fishermen/technicians and overseeing sampling activities of biological technicians, 2) overseeing the collection, identification , preservation, labeling and logging of biological samples that will be used for bioenergetic analyses, 3) entering data into spreadsheets, 4) maintaining catch and sampling records, 5) preparing weekly activity reports, 6) act as lead taxonomist and 7) deliver samples and completed logs to the bioenergetics lab. Work includes sampling with 2-boat trawl nets, skimmer nets, hoop nets and taking physical environmental measurements. The contractor must be able to productively work up to 12 hour days and amiably cohabitate with other field staff at the ADF&G bunkhouse facility in Emmonak. (i) Taxes are considered delinquent if both of the following criteria apply:

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C.
