ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS –
COMMERCIAL ITEMS
Additional Quote Preparation Instructions:
(a) General Instructions
NOTICE TO OFFERORS: Instructions for submitting offers under this combined synopsis/solicitation must be followed. Failure to provide all information may result in the offer being considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror.
(1) The offer must be prepared in two parts: A technical quote and a business/price quote. Each of the parts shall be separate and complete in itself so that evaluation of one may be accomplished independently from evaluation of the other. The technical quote must not contain reference to price; however, adequate information must be contained in the technical quote so that the offeror’s technical approach is sufficiently detailed to provide a clear and concise presentation that addresses all contract requirements and demonstrates a clear understanding of the requirements.
(2) The technical quote should be typed, double-spaced, with one inch margins, using Times New Roman size 11-font or equivalent, and printed, unreduced in size, on 8½" by 11" paper. The technical quote shall be no more than 50 pages, including all tables and graphics but excluding resumes and past performance references. There is no size limitation for business/price quotes. Failure of the offeror to comply with the page limitations, resulting in the excess pages not being evaluated, shall not constitute grounds for a protest.
(3) The offeror shall submit:
a. Technical Quote: One (1) copy, electronic preferred.
b. Price Quote: One (1) copy, electronic preferred. Each part shall be clearly marked by title. There is no page limitation for the price quote.
(4) The Government will evaluate quotes in accordance with the provisions set forth in this section and with the evaluation criteria in Section IX below.
(5) The Offerors shall identify and explain any exceptions or deviations taken to any part of the solicitation or conditional assumptions made with respect to the technical requirements of the solicitation. Offerors should note that taking exceptions to the Government’s requirements may indicate an unwillingness or inability to perform the contract, and the quote may be evaluated as such.
(b) Technical Quote
Vendors shall submit the following in their technical quote:
(1) Technical Experience/Expertise: Describe in detail the offeror's ability to meet or exceed the requirements set forth in the Price Schedule and the Statement of Work to meet the needs of the customer. The quote shall demonstrate experience and expertise in the areas listed in Section IX.A.I below.
(2) Past Performance: The offeror’s past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. Have customers complete the Past Performance Questionnaire (Attachment 2) for all contracts containing requirements similar in scope to that in the Statement of Work, performed in whole or part over the last 3 years.
(c) Business/Price Quote Instructions
Business/Price quotes must adhere to the pricing structure established in Section V above.
The quote must include a price for all Contract Line Items (CLINS).
Any acceptance period entered on the quote form by the offeror shall not be less than forty-five days, which shall apply if no other period is offered.
The person signing the offer must have the authority to commit the offeror to all of the provisions of the quote, fully recognizing that the Government has the right, by terms of the Solicitation, to make an award without discussion if it so elects.
(IX) FAR 52.212-2, EVALUATION – COMMERCIAL ITEMS (OCT 2014), applies to this acquisition. Offers will be evaluated based on the factors set forth in paragraph (a), and award will be made to the firm offering the lowest-price, technically acceptable quote to the Government.
A. Evaluation Factors
The following factors will be used to evaluate the technical quotes.
Offers must meet or exceed all requirements of this solicitation to be considered technically acceptable. Offers must be deemed technically acceptable in order to be considered or award.
Technical and past performance, when combined, are significantly less important than price.
I. Technical Experience/Expertise – Factor 1 The offeror’s quotes shall describe in detail the offeror's ability to meet or exceed the requirements set forth in the Price Schedule and the Statement of Work to meet the needs of the customer.
II. Past Performance – Factor 2 The offeror's past performance on recent and related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction.
Required information includes demonstrated experience in project similar in size and nature to what is outlined in the Statement of Work.
Firms with a history of poor performance will receive a low rating on the "Past Performance" evaluation factor. Firms with a history of average performance will receive an average rating. Firms with a strong history of reliable performance will receive a higher rating. If an offeror does not have a history of relevant contract experience, or if past performance information is not available, the offeror will receive a neutral past performance rating.
The Government will use its discretion to determine the sources of past performance information used in the evaluation, and information may be obtained from references provided by the offeror, the agency's knowledge of contractor performance, other government agencies or commercial entities, or past performance databases.
III. Price
A. Evaluation of Price Quotes
The offered prices will be evaluated but not scored. The price evaluation will determine whether the offered prices are complete and reasonable in relation to the solicitation requirements.
Offered prices must be entirely compatible with the technical offer. The Government will evaluate quotes for award purposes by adding the total price for all price schedule line items.
The Government may determine that an offer is unacceptable if the prices are significantly unbalanced.
B. Award Basis
Award will be made to the lowest-price, technically acceptable offer. In order to determine if the proposal is technically acceptable, the Government will evaluate the capability of the offeror to supply the required items per the statement of work/specifications and offerors relevant past performance.
(X) The offeror must include a completed copy of the provision at 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS – COMMERCIAL ITEMS (MAR 2015), with its offer.
An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at System for Award Management (SAM) at www.sam.gov. If an offeror has not completed the annual representations and certifications electronically at the SAM website, the offeror shall complete only paragraphs (c) through (o) of this provision.
All vendors doing business with the Government are required to be registered with the System for Award Management (SAM), at www.sam.gov, which replaces the CCR and ORCA systems formerly used for this purpose. NO award can be made unless the vendor is registered in SAM.
In order to register in SAM and be eligible to receive an award from this acquisition office, all vendors must first have a Data Universal Numbering System (DUNS) number issued by Dun & Bradstreet, Inc. Vendors may obtain a DUNS number free of charge by visiting http://fedgov.dnb.com/webform or by calling the Dun & Bradstreet Customer Resource Center at (800) 333-0505.

ATTACHMENT 1: STATEMENT OF WORK
The Contractor shall furnish the necessary personnel, material, equipment, and services to perform the following Statement of Work.
Statement of Work Alaska Fisheries Science Center
Project title: NEW GAS CHROMATOGRAPHY ISOTOPE RATIO MASS SPECTROMETER
SYSTEM
STATEMENT OF WORK/SPECIFICATIONS
The National Oceanic and Atmospheric Administration’s National Marine Fisheries Service, Alaska Fisheries Science Center, Recruitment Energetics and Coastal Assessment (RECA) group at Auke Bay Laboratories has need of a gas chromatography isotope ratio mass spectrometer (GC-IRMS) in order to determine compound specific carbon and nitrogen ratios of various marine samples. Any vendor who provides a quote under this RFQ must provide sufficient documentation that the product offered meets or exceeds the brand name requirements specified below.
Instruments specifications and performance required The Thermo Delta V Advantage mass spectrometer must meet or exceed the following requirements with regard to sensitivity and selectivity and general performance:
- A valve-free gas chromatography system;
- Fully automated regeneration of the reactor;
- Source at ≥ 3,000 Volts accelerating potential for all masses from 2-70 amu;
- Collector system must allow the measurement of CO2, N2, N2O, SO2, O2, CO, and H2;
- Measurement channels must have resistors that are optimized for the natural abundance of each isotope;
- As a specific specification, it must be possible to measure signals of up to 50V without saturation of the amplifiers;
- Switching between species must be fully software controlled by simple key strokes. There shall be no hardware changes required, such as changing resistors or jumpers;
- Analyzer must have true stigmatic focusing for all gases. True stigmatic focusing increases transmission of ions and is important for meeting required precision.
- Construction and design of ion source and vacuum system must be such that memory is eliminated. To this end , the following design features must be included:
o Diffusion channel built into source.
o Weld-free monoblock source housing, machined out of single piece of metal, with gold gasket.
o The ion source must have built in internal radiant heating of wetted surfaces in order to keep the water background at the lowest possible levels. Internal radiant heating eliminates almost all need for bakeout procedures, which can decrease the life expectancy of the vacuum sealing system.
o Needle valve inlet for continuous flow inlet systems must be resistively heated, to eliminate surface water that builds up when inlets are disconnected.
o The source must be pumped with a 2 stage turbomolecular pump with the highest possible compression ratio for H2 and He. Compression ratios for non-compressible gases must be provided.
o The mass spectrometer must have the necessary infrastructure so that addition of differential pumping can be done as a simple upgrade, if so desired.
o The entire system construction must conform to ultrahigh vacuum (UHV) design criteria, with only electropolished stainless steel components; all gaskets to be made of metal, preferably gold; and all components heatable either by resistance heating or by irradiation.
o Bakeout of the source housing must not affect the lifetime or the functionality of the gaskets on the source housing.
o The decay of 2 V signal of 13C enriched CO2 to <100 ppm shall be in less than 2 seconds.
Installation Installation of the mass spectrometer system to be provided under this requirement is required. An installation plan, to include testing, shall be coordinated after contract award with NOAA's point of contact, to be determined at time of award.
CLIN 0002 – Training The contractor shall provide on-site training. The training shall include instructions on the operations and maintenance of the Gas Chromatography Isotope Ratio Mass Spectrometer system and all peripherals. Training is to be conducted after installation is complete and based on availability of AFSC staff.
CLIN 0003 – Maintenance Service Contract and Complete System Warranty A warranty for a minimum of one year’s duration after installation and setup to replace any defective parts for all components of the complete system is required.
The contractor shall provide a maintenance service contract covering any repairs of the system for a period of 1 year after installation and setup on the mass spectrometer and all peripherals (i.e., isotope ratio mass spectrometer, gas chromatograph, etc.). This must include two routine maintenance visits six months apart and two repair visits during the course of 12 months. In addition, response time for technical assistance should be within 5 working days of receipt of each technical assistance request.
Delivery Schedule and Period of Performance:
The IRMS and associated delivery schedule is estimated for 60-90 days after the award date of the contract for receipt of the mass spectrometer system in Auke Bay Laboratories, Ted Stevens Memorial Research Institute located in Juneau, Alaska. Delivery Date will be stated in final contract, but estimated timeframe for delivery will be between late September – early December 2015, depending on date of award.
