Here are Questions and Answers for RFP #100.
Question #1
Specification # 051 states, “Top Speed: Vessel must be capable of achieving a top speed of at least 45 - 50 kts. at full loading”.This speed requirement looks to be excessive for this size and weight of boat with only a twin, 300hp Outboard engine configuration. Also, water / weather conditions in Alaska rarely allow for these types of speeds…. would NOAA consider lowering the top speed “to at least 40 knots” given the size and weight of this vessel? Vessel must be capable of achieving a top speed of 35 to 45 kts.

· Specification # 251 states: “All applicable American Boat and Yacht Council (ABYC) Standards and Recommended Practices, and all applicable requirements of 46 CFR Sub Chapter T are hereby incorporated in this specification unless otherwise stated. Installations and/or Inspection by appropriately Certified ABYC Technician(s).
Question #2: Please confirm that NOAA would like these Patrol vessels to be designed to meet (fully compliant) 100% CFR 46, Subchapter T regulations? (Exposed Waters rating) Yes
· Specification # 651 states: “Desired delivery no later than 6 months from time contract awarded” (Expected delivery to be January 31, 2018.)
Question #3: When does NOAA intend to award a contract to the successful bidder? The allotted 6 month delivery is sufficient time to design and build these Patrol Vessels. However, if a significant period of time passes prior to award after the bids are submitted, the January 31, 2018 expected delivery date will not be met. The expected 6 month delivery time is required from the successful date of contract award. NOAA intends to award the contract by 08/01/2017???
· Specification # 606 states: Test all hatches, doors, windows, penetrations, and weather-tight or watertight installations for leakage or seepage with a 60 PSI water stream and a 30-gallon bucket dump.
Testing will prove that the sealing of door and window frames to the superstructure is water-tight, that fixed windows and all hatches are water-tight, and demonstrate that any leakage through doors and sliding windows is minimal or non-existent. Provide condition report documenting results. This should read watertight hatches, doors, windows
Question #4: Please confirm; is NOAA asking for Watertight doors and windows? If so, sliding (open/closed) windows will not pass the specified testing procedure in this Solicitation. All windows in the cabin will have to be fixed windows that are permanently closed. No, NOAA requires watertight hatch’s to bilge areas and weather tight doors and windows. 100% CFR 46, Subchapter T regulations?
Exposed Waters rating. NOAA does want side windows that open.
· Specification #103 states: Maximum vessel weight shall not exceed 13,500 pounds. Maximum weight shall include the trailer, hull, propulsion system, engine fluids, all specified outfitting, batteries, electronics, full fuel and up to 500 pounds of additional equipment installed by the government after delivery and acceptance of the vessel. Weight estimates for crew are not to be included in the maximum weight calculation.
Question#5: Please confirm that the trailer is included in the maximum weight requirement. The 13,500 pound maximum weight seems to be an average weight range for this size of vessel. To provide an adequate trailer with the required carrying capacity would most likely exceed the 13,500lb weight restriction. Is there a Crane, or Cradle limitation that limits this vessel to the 13,500 pound requirement?
Our trucks that we have for towing at this time are F250’s with the diesel tow package that is rated at 14,000 lbs. for a Maximum Loaded Trailer Weight.
· Specification states that Proposal submission due date: “The due date for proposal submission is listed as July 14 @ 12:00pm PT….
Question #6: Could this submission deadline be extended to July 18th @ 12:00pm PT, in order to prepare a formal proposal to submit? No
Question #7: Within the documents, there are multiple references to USCG Sub Chapter T requirements. DO you require the boats to be certified by USCG for Sub Chapter T or for us just to adhere to the requirements as written in the rules without the clarification? The boats are required to meet the USCG Sub Chapter T requirements without written certification.
Question #8: I did not see in the solicitation that the payment method was addressed. Will progress payments be an option to these projects? Progress payments are a no. Full payment at delivery and acceptance.
Question #9: … “the ones going to South East Alaska (vendor is referring to RFP #100), there is no specifications requested or clarity given to the need for a head or galley. Am I to presume that these items are not required since they are not listed? The SE boats will require a porta potty style head in the forward cabin. A galley cook top is required but not a full galley with a sink, microwave, etc.
