About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document for the Defense Logistics Agency's procurement of HELAMS 96" Height Containers from AAR Manufacturing, Inc., dba Mobility Systems. The document justifies sole-source procurement under FAR 13.501(a) because AAR Manufacturing is the only known approved source for part number 58204002, and the government does not possess complete technical data rights as the technology is proprietary and patented to AAR.

The procurement details include NSN 8145-01-507-8115, with no option years specified. A Sources Sought Notice was posted on SAM.gov on December 9, 2024 for 30 days with no responses received. The solicitation will be posted to the DLA Bid Board System (DIBBS) and SAM.gov, with the justification made publicly available. The Contracting Officer has determined costs will be fair and reasonable. To promote competition, the solicitation will include DLAD Procurement Notes L04 and M06 to encourage submission of alternate products, which would be evaluated by the Product Specialist if received. The document is signed by Contracting Officer Avril E. Dickerson on February 10, 2025.
