JUSTIFICATION AND APPROVAL

FOR USE OTHER THAN FULL AND OPEN COMPETITION

JUSTIFICATION

1. Contracting Activity

The Naval Sea Systems Command, Naval Surface Warfare Center, Port Hueneme Division, (NSWC PHD).

2. Description of the Action Being Approved

NSWC PHD intends to award a new Firm-Fixed-Price contract on the basis of other than full and open competition for National Cirris CH2 brand name system hardware in support of Air Dominance Department (Code A57). This hardware will be used in the Universal Continuity and Isolation Test Set (UCITS) to support MK 41 Vertical Launching System (VLS).

3. Description of Supplies/Services

NSWC PHD Air Dominance Department (Code A57) requires the Cirris CH2 system for use in the MK 41 VLS. The MK 41 VLS is a surface ship combatant missile launcher that stores and launches a variety of missile types. The Cirris CH2 system is part of the Universal Continuity and Isolation Test Set (UCITS). The UCITS is an automatic test set designed to safely verify the continuity and isolation of the SBR Assembly, 29V Assembly, Housekeeping Power Assembly, Fuse Block/ EMI Filter Assembly, and Relay Assembly. These Unit Under Tests (UUTs) are subassemblies of the Programmable Power Supply (PPS) of the Vertical Launching System

(VLS).

The Government’s minimum needs have been verified by the certifying technical and requirements personnel.

The total estimated value of the requirement is $387,950.00 and is composed of the following funding sources reflected in Table 1 below:

Table 1

Fund Type Year: FY21 Total Contract

SCN $387,950.00 $387,950.00

4. Statutory Authority Permitting Other Than Full and Open Competition

10 U.S.C. 2304(c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use Of Cited Statutory Authority

MK 41 VLS has tested and integrated the Cirris CH2 system for use in the UCITS. The Government conducted a trade study in which the program office and Technical Design Agent (TDA), determined that the use of the Cirris CH2 system in UCITS is the only technically viable option that met requirements to support the VLS platform. This was based on the Cirris compatibility with existing software (Easy-Wire software), as well as backwards compatibility with other VLS applications. The Cirris CH2 system is currently part of the Technical Data Package (TDP). If an alternate part is determined to be qualified, then additional resources would be required as all applicable documentations will need to be updated through Engineering Change Process (ECP) to introduce the new alternate part into the system. Therefore, an attempt to identify and qualify alternate parts for the manufacturing of VLS equipment that meet the requirements will cause a substantial duplication of cost to the Government that is not expected to be recovered through competition. The Navy would incur a non-recurring cost approximately of $2,000,000.00 in order to identify and qualify alternate sources with the capability to produce the required equipment. The $2,000,000.00 estimate derives from the Baseline VII Tech Refresh efforts from 2011-2016 which included taking steps to ensure that any new sources are capable of producing a product that meets the established performance requirements. This includes the costs for the Government to conduct First Article Tests, Confidence and Functional testing for form, fit and function. These processes will add significant delays, cost overruns onto production phase. Thus, the use of Cirris CH2 system provides reducing schedule, greater technology maturity and stability, and reduced cost. Without the required Cirris CH2 system, the Government cannot have a functional Automatic Test Equipment (ATE) to test the MK 41 VLS system.
