STATEMENT OF WORK
For
Explosion Proof Articulating Boom Lifts
A20-030
PREPARED BY:

1. SCOPE
The 76 AMXG requires the purchase of two (2) each Explosion Proof Articulating Boom Lifts with Training.
The purpose of this Statement of Work (SOW) is to define the requirements for procurement of two (2) each Explosion Proof Boom Lifts which shall be used to perform corrosion control operations on all weapon systems (KC-10, E-3, KC-135, B-52, B-1B, , Navy E-6, Navy C-130, AF C-130, and NASA Super Guppy) in the 76 Aircraft Maintenance Group (76 AMXG). Two (2) explosion proof boom lifts which are certified for use in a Class I, Division I hazardous location are required to support painting of Program Depot Maintenance (PDM) and contracted workloads in Building 2122, Building 2280, and Building 3225.
The explosion proof boom lifts provide the flexibility to perform tasks on various weapon systems and safer access to reach all areas of any aircraft. The boom lifts will help resolve facility support equipment, capacity, and capability limitations that currently exist throughout the Corrosion Control facilities.
The Contractor shall provide all labor, equipment, parts, consumables, transportation, and any other items necessary to provide two (2) each Explosion Proof Articulating Boom Lifts and any incidentals necessary to perform the requirements of this Statement of Work (SOW). Any brand to be considered for this shall meet the following minimum specifications.
1.1 Background
The 76 AMXG paint facilities support corrosion control operations (painting and chemically depainting) on all PDM and contracted weapon systems. There are currently four (4) explosion proof boom lifts being shared in four (4) aircraft paint docks. The limited quantity to support multiple aircraft, frequent usage of the boom lifts, and traveling between four (4) different paint docks has caused immense wear and tear on existing equipment. The four (4) existing explosion proof boom lifts are almost 10 years old and need to be replaced due to high maintenance cost, age of the equipment, and downtime to repair which has led to additional process flowtime on aircraft. Over the past year, at least two out of the four existing boom lifts were inoperable due to on-going repairs. Two (2) new explosion proof boom lifts are required to accomplish the mission.
The explosion proof boom lifts are equipped with OSHA certified fall arrest systems which allow the employees to work outside the basket, making it safer to access difficult to reach areas. The boom lifts are also designed to allow personnel to safely access all areas of an aircraft, which would otherwise require the use of expensive maintenance stands specially designed for each weapon system. These explosion proof boom lifts are Class I, Division I safety rated for painting operations. The explosion proof boom lifts shall be exposed to large quantities of water during washing, rinsing, and chemical depainting of aircraft. The explosion proof boom lifts shall enable personnel to safely access all areas of any weapon system, regardless of the facility and available support equipment.
2. REQUIREMENTS
2.1 Item Description – The following items shall be required to be purchased and delivered to Tinker AFB prior to the requested Training:
Two (2) each Explosive Proof Articulating Boom Lifts with the minimum listed specification for each Explosive Proof Articulating Boom Lift:
a. Shall be a 45ft battery-powered Explosion Proof Articulating Boom Lift
b. Shall be 3rd party certified for use in a Class I, Division I hazardous location.
c. Shall have a minimum platform size of 2.5 ft. x 6 ft.
d. Shall have a minimum platform capacity of 500 lbs to support two personnel.
e. Each boom lift shall be equipped with solid rubber tires accepted for the steering tires and foam filled for the drive tires. Full rubber on all four (4) tires are acceptable on the steering and drive tires if available. Tires filled with air shall not be accepted.
f. Shall be designed with NEMA enclosures for wet hazardous locations.
g. The Explosion Proof Articulating Boom Lift shall be equipped with customized lift fall protection systems for exiting the platform and performing tasks up to six feet from the platform. The fall protection system shall be certified by a Qualified Fall Protection Engineer documenting the designed system meets OSHA/ANSI Z359 requirements.
h. Shall be equipped with a bump protection system designed to stop movement of the platform if the bucket were to come in contact with an object.
i. Shall be equipped with four (4) each 3/8” airlines to support the operation of pneumatic powered tools at 100 PSI.
j. Shall be battery powered and equipped with batteries that are capable of continuous operation for a minimum of eight (8) hours. A spare battery shall be provided for each boom lift to allow for continuous operational use of the boom lifts between shifts.
k. On-Site Operator and Maintenance Training shall be required for all three shifts (day, swing, grave), for a minimum of 65 employees for each shift.
DIMENSIONS
The contractor shall provide boom lifts that are capable of reaching a minimum of 45 feet vertically and articulate to allow access to difficult to reach areas of any aircraft (tail section – verticals and horizontals). The boom lift shall also be equipped with an articulating jib that will provide access and maneuverability to all areas of the aircraft. The jib shall have a minimum range of articulation of 120 degrees.
ELECTRICAL CHARACTERISTICS
The explosion proof boom lifts shall be independently certified by an industry recognized laboratory for use in a NFPA 70 (National Electric Code) Class I, Division I hazardous location in which aerospace spray painting/depainting operations shall occur.
The NFPA 70 requirements include:
Class I, Division 1
A Class I, Division 1 hazardous location is a location where ignitable concentrations of flammable gases, vapors or liquids:
• can exist under normal operating conditions;
• may exist frequently because of repair or maintenance operations or because of leakage; or
• may exist because of equipment breakdown that simultaneously causes the equipment to become a source of ignition
Equipment intended for use in a Class 1, Division 1 area must be of the explosion proof, intrinsically safe or purged/pressurized type.
Explosion proof apparatus: "Apparatus enclosed in a case that is capable of withstanding an explosion of a specified gas or vapor that may occur within it and of preventing the ignition of a specified gas or vapor surrounding the enclosure by sparks, flashes, or explosion of the gas or vapor within and that operates at such an external temperature that a surrounding flammable atmosphere will not be ignited thereby."

2.3 Training – Once the lifts have been delivered by the Contractor, the contractor shall provide onsite Operator and Maintenance training for the Explosion Proof Articulating Boom Lifts for all three shifts (day, swing, grave), for a minimum of 65 employees for each shift during the times of the respective shifts. There shall be a total of three (3) training sessions.
3. GENERAL REQUIREMENTS
3.1 Hours of Operation: The Contractor shall perform the delivery required under this contract during the following days and hours: Monday through Friday, 8am to 4pm. If work hours are required outside the hours stated, the Contractor shall contact the GPOC for approval from the CO. Upon approval from the CO, the Government Subject Matter Expert (SME) or GPOC must be present with the Contractor.
The contractor shall support Government personnel by providing on-site training/demonstration of operation and maintenance of the equipment. The training may involve up to 20 personnel for each of the three (3) shifts. Day Shift (7:00-3:00PM), Swing Shift (3:00PM – 11:00PM), and Grave Yard Shift (11:00PM – 7:00AM). Training shall be provided for each of the three (3) shifts.
These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.
3.2 Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health.
The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.
3.2.1 Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Hazardous Waste Management Plan (TAFB HWMP), and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.
3.2.2 Hazardous Material (HAZMAT): If no HAZMAT will be brought on base or used in performance on this contract, the contractor shall certify “No HAZMAT will be brought on base” or “No HAZMAT Usage” by official correspondence. This certification shall be provided to the COR within ten (10) days after award. Upon COR receipt of the certification, the requirements of this section no longer apply. Appropriate penalties for the contractor, or administrative and disciplinary action for the later shall be assessed if found in violation of above certification.
3.2.3 The Contractor shall not store chemicals or hazardous material (HAZMAT) on Tinker AFB. Contractors shall be compliant with HAZMAT management procedures per Oklahoma City Air Logistics Complex (OC-ALC) Supplement to AFI 32-7086, “Hazardous Materials Management”. The Contractor shall maintain a log of all HAZMAT that is used on base. This usage log shall be provided to the COR monthly, the last business day of each month, or when the required work is completed. The COR will forward the records to the Unit Environmental Coordinator (UEC) no later than the fourth (4th) day of the following month or the first (1st) subsequent business day.

3.2.4 Safety Data Sheet (SDS) and Labeling: Upon COR receipt of the “No HAZMAT Usage” certification, the requirements of this section no longer apply.
3.2.5 The Contractor shall not transport, ship or use any chemical, material or substance used in the performance of this SOW on Tinker AFB before written approval is provided by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). The Contractor shall submit to the COR, ten (10) calendar days after contract award date all Safety Data Sheets (SDSs) and a completed OC-ALC Form 152, SDS Information Sheet. The Contractor shall receive approval from the COR prior to shipping any chemical, material or substance to Tinker AFB. A copy of the manufacturer SDS shall accompany the shipment. Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health Administrations (OSHA) Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part
1910.1200. The Contractor shall ensure containers of hazardous chemicals are labeled with the following information, prior to shipping to Tinker AFB IAW OSHA Hazardous Communication Standard, Title 29, CFR Part 1910.1200 (2012): product identifier; signal word; hazard statement(s); precautionary statement(s); pictogram(s); and name, address and telephone number of the chemical manufacturer, importer, or other responsible party.
The COR will forward all SDS submittals to 72 ABW/CEIE for approval. A current manufacturer SDS shall be submitted to the COR if the Contractor changes manufacturer or vendor for any chemicals that were prior approved. The Contractor shall maintain copies of manufacturer SDSs for all chemicals and SDSs shall be readily accessible at all times by Contractor personnel as well as government employees.
3.3 Hazardous Waste: If no HAZWASTE will be generated during performance of this contract, the contractor shall certify “NO Hazardous Waste Generation” by official correspondence. This certification shall be provided to the COR within ten (10) days after award. Upon COR receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply. Appropriate penalties for the contractor, or administrative and disciplinary action for the later shall be assessed if found in violation of above certification.
3.3.1 The Contractor shall dispose of contaminated solid waste, spent or processed chemical solutions, used rags and hazardous waste in government furnished waste containers located in the shop or area the work is being performed. The Contractor shall notify the COR if the required waste containers are not available on site.
3.3.2 Discharges: Any discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer shall be approved and done IAW Tinker Industrial Waste Water Discharge Permit as instructed by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). Notice of intent documentation shall be provided to the COR within ten (10) days after award. The COR will submit the required notice of intent documentation to the UEC for 72 ABW/CEIE approval. The Contractor shall not discharge into IWTP and sanitary sewer prior to approval issued by 72 ABW/CEIE. The Contractor shall maintain records of written approval issued by 72 ABW/CEIE for discharges into IWTP and sanitary sewer.
3.3.3 Off-Site Discharges: For discharges outside of Tinker AFB, the Contractor shall ensure waste water discharges, that may contain pollutants resulting from any contracted service, go to a state or federal permitted treatment facility such as a municipal Publicly Owned Treatment Works (POTW). The Contractor shall provide official correspondence ten (10) calendar days after contract award date to the COR from the POTW that states the POTW is permitted for all pollutants that the Contractor may discharge during the contracted service.
3.4 Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB
911. The Contractor shall immediately report all environmental violations to the COR and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:
One (1) copy to CO, two (2) copies to the COR, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:
1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken 10.) Organizations contacted 11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.
3.4.1 Environmental Training: Upon COR receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply.
3.4.2 Contractor personnel performing duties in the service of this SOW shall have training that acquaints the person with the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable State Laws and regulations; DoD, Air Force and local requirements. This training can be obtained through creditable training institutions or companies. All training shall be approved by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). Prior to obtaining training, the Contractor shall provide the name of the training institution or company and course description to the COR for approval within ten (10) calendar days after contract award date. Once written approval is received from the COR, the Contractor shall provide the environmental training certificates for employees performing duties in the service of this SOW to the COR, within thirty (30) calendar days after contract award date. In addition to the required environmental training, Contractors shall be compliant with Tinker AFB procedures per TAFB HWMP, “Hazardous Waste Management”.
3.5 Privately Owned Motor Vehicles (POV): Contractor personnel shall comply with the directives pertaining to operation of POVs on Tinker AFB per AFMAN 31-116, in its entirety, “Motor Vehicle Traffic Supervision”. The Contractor shall comply with Tinker AFBI 24-302, in its entirety for the operation of POVs within Tinker AFB.
3.6 Visitors Pass: The Contractor shall contact the Government POC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes.
The Government POC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot.
The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.
3.7 Foreign Nationals: The Contractor shall notify the Government POC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.
3.8 Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, Government POC, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, Government POC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.
3.9 Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency.
It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.
