STATEMENT OF WORK
Jefferson Barracks Giant Voice System Expansion
23 July 2021
SCOPE of WORK The objective of this Statement of Work (SoW) is the purchase and installation of expansion units for the current Giant Voice System of Jefferson Barracks. The current system consists of a wireless 4-speaker ATI system centrally located on a single pole. The expansion will include adding 2 (two) single-speaker units in locations around base. Both units will be connected via Motorola APX6500 to match existing system as stated under “Requirements”. One unit at the west end of base (see included map) will require the replacement of an existing pole and shall be solar powered. The second unit at the north gate entrance will be mounted to the existing light pole and shall have hardwire power run using existing conduits.
GENERAL REQUIREMENTS:
Contractor shall furnish all labor, tools, material, equipment, and supplies necessary to accomplish the work specified below. Contractor is responsible for keeping construction area(s) neat, orderly, and in compliance with OSHA standards. Contractor will be responsible for cleanup upon project completion. Contractor shall comply with all Occupational Safety and Health Act (OSHA) and Air Force Occupational and Environmental Safety (AFOSH) guidelines while performing work. Contractor will not use Government dumpsters. Contractor will be responsible for the storage, transportation, and disposal of all demolition and waste materials. The Contractor shall become familiar with all details of the work, verify all dimensions in the field and specifications stated herein and shall advise the Contracting Officer of any discrepancy before performing the work. All work to be accomplished during regularly established Missouri Air National Guard (MOANG) duty hours at Jefferson Barracks. Requirement for OPSEC Training. In accordance with AFI 10-701, Operations Security, OPSEC PMs/SMO/SMNCOs/Coordinators will provide OPSEC training or training materials to contract employees within 90 days of employees’ initial assignment to the contract and annually thereafter. General organizational orientations may need to be supplemented by duty-related orientations in the work center targeted toward specific critical information and vulnerabilities associated with the work. Initial training (OPSE 1301 – OPSEC Fundamentals) and refresher training (Security Administration) are both available on the ADLS website. Contractor is responsible to ensure all contractor personnel are confined spaces certified. Contractor will supply list of personnel that will be performing installation. All work shall be coordinated with the Contracting Officer Representative (COR) & Project Manager TSgt Nathan I. Wokurka, 314-527-8700.
If, at any time during the project, but especially during excavation, the contractor comes upon any human remains or cultural artifacts, all work within a 100-foot radius must cease and the COR (or Project Manager if the COR is not available) and the Federal
Environmental Manager (EM) must be notified. The EM can be reached at 314-527- 8369. Notice will be given to the contractor when work within the 100-foot radius may recommence.
All Hazardous Waste Manifests must be signed by a Base Environmental Office representative before leaving the Installation. Contacts for the Environmental Office are Sage O’Brien, 314-527-8355, or Rachel Jackson, 314-527-8369.
Dig permits required prior to work starting. Dig permits and hot work permits will be applied for through Civil Engineering Office prior to any excavation or hot work such as welding or use of open flame devices. Allow 5 days for processing digging permits.
Contractor is responsible for notifying Missouri One Call at 1-800-DIG-RITE (344-7483) for underground utility locates.
PRINCIPLE ITEMS OF WORK:
All work to be accomplished by this project shall comply with the specifications expressed herein. All materials and equipment to be utilized by the Contractor for the completion of the project shall be submitted to the Contracting Officer or his official representative for approval. Allow sufficient review time so that installation will not be delayed as a result of the time required to process submittals, including time for re- submittals. Contractor shall complete required work as specified in “Requirements” section.
REQUIREMENTS:
1) Contractor will Engineer, Furnish, Install, and Test (EFI&T) new ATI 1 (one) wireless single-speaker with solar powered giant voice expansion unit and 1 (one) wireless single-speaker with hardwired power.
a) Current wireless systems utilizes Motorola APX6500 that are JF12 compliant. Contractor will match the expansion units with the existing radio set.
b) Expansion unit at the North Gate (see attached map) will be mechanically attached to the top of the existing pole with the enclosure mechanically attached at the base. Enclosure housing radio set to be mechanically attached to the concrete base with a conduit connecting enclosure to pole. Power for this unit will be hard wired into building utilizing existing conduit path. All exposed hardware, excluding speakers, to be painted in a subdued mat bronze finish. Contractor is responsible for repair and repainting of light pole.
c) Expansion unit on the west end of the base (see attached map) will be solar powered, will require new pole to replace the existing pole with items mechanically attached to new steel galvanized pole rising no lower than 25 feet above ground level. Contractor will remove and dispose of old pole (see attached picture). Contractor will coiled up aerial communication cables back to next pole. Supporting pole structures will meet UFC 3‐310‐01 listed structural static and dynamic loads as configured with sound systems and attached hardware.
2) Controllable via already installed MNS Operator Controller Positions for live voice announcement and to initiate pre‐recorded messages.
a) Contractor will provide updated computer & software
3) Contractor will remove, remount, and re-install as needed existing control unit, antenna, antenna cable, and associated peripherals from building 290 room 101 to building 65 room 111.
4) Each speaker site shall have a housed modular, mountable cabinets/enclosures suitable for harsh outdoor environmental conditions, and will provide lockable access.
5) Capabilities/abilities of expansion systems needed to match current system
a) Ability to receive and store messages via the primary and secondary communication link with a confirmation signal sent back to the primary and backup central control stations
b) Equipped with an input port for computer connection to digital device to make field changes, or fixed pre‐recorded emergency message capability (EPROM or flash memory)
c) Capable of 60 minutes of pre‐recorded message storage
d) Capable of producing music, musical signals, 7 standard FEMA weather warning tones, military tones and custom tones
e) Capable of accepting auxiliary input for digital devices (CD, MPEG Layer 3 players, etc.)
f) Capable of providing intelligible live and pre‐recorded voice signals
g) Arranged in individual zones controlled by central/redundant control station
h) Audio characteristics of speakers and sound levels shall meet criteria identified in UFC 4‐021‐01
6) Contractor will provide test data in PDF format
7) Contractor will provide training on ATI system.
8) See included base map with blue circles for locations.
DESIGN CODES:
Major design codes and standards, which are applicable to all Air National Guard (ANG) construction, are indicated below. This listing is not intended to be all-inclusive. It is the Contractor’s responsibility to have or procure all other applicable codes and standards.

SPECIAL REQUIREMENTS:
1. Contractor shall furnish a breakout cost and submittal of equipment, parts, labor, etc., in original proposal.
2. Contractor will fill out Entry Access Letter (EAL) for all personnel that will be performing work on Jefferson Barracks.
a. Government formatted EAL will be provided to contractor to be filled out prior to start date.
3. All personnel shall be instructed on the proper procedures for the controlled areas they will be working in.
4. Only those persons granted permission by Jefferson Barracks Commander or his designee shall enter Jefferson Barracks. Contractor shall be required to ensure that all personnel working for contractor or sub-contractors are required to show identification before access may be granted. If driving then a valid state driver’s license must be in their possession. All Contractors and/or Sub-Contractors are advised that they are subject to search and random search screenings upon entry to exit the Base. Contractor and/or Sub-Contractors shall provide an accurate list of all
Contractor personnel who will be working under the Contract. All updates or amendments of personnel working on site shall be forwarded through Jefferson Barracks Commander or his designee prior to allowing access. Contractor and/or Sub-Contractor shall provide a written work schedule to 131 Communications Flight SCXP to include names of personnel, daily work start and completion times.
5. Normal Government activities in the vicinity of this project may be kept in full or partial operation during construction. The Contractor shall coordinate with Jefferson Barracks personnel to schedule construction activities so as to allow the safe and efficient operation of these activities.
6. All parking of vehicles and equipment shall be in area provided at job site.
7. Contractor will be responsible for the storage, transportation, and disposal of all demolition and waste materials. All refuse, debris, and construction waste shall be legally disposed of off base at a licensed landfill, hazardous material site, or approved recycling facility. Accumulations of refuse on the site will not be permitted. Government dumpsters will not be used. Weight tickets (or estimated weights if tickets are not provided) for all debris disposed will be provided to the COR at the conclusion of the project.
8. Contractor must submit for approval the Safety Data Sheets (SDS) for all hazardous materials proposed for use on the project at least three (3) business days prior to expected use. Safety Data Sheets for approved materials must be kept at the job site at all times.
9. All work shall be performed in accordance with the Occupational Safety and Health Act (OSHA); Air Force Occupational and Environmental Safety (AFOSH) and all Federal, State, Local and Base Regulations.
10. The Government will not be responsible for property belonging to, or under the control of the Contractor and no secure storage will be provided.
11. The Contractor shall maintain construction site in as clean and orderly condition.
12. Request one solicitations (cost breakdowns, material list, and submittals):
a. Quote to interface with current ATI Giant Voice System.
1) One 1-speaker wireless and solar powered ATI system on a permanent pole at the west end of the base.
2) One 1-speaker wireless and hardwire powered ATI system mounted on a light pole at the North entrance to the base.
b. Heat map indicating the coverage area(s)
13. Site survey/visits are authorized at vendor’s expense.
14. List of Materials, along with material submittals, will be included in bid package.

Power would need to be run from pictured building through existing conduit to pole.
