SINGLE SOURCE DETERMINATION USING SIMPLIFIED
ACQUISITION PROCEDURES (SAP) UNDER THE SIMPLIFIED
ACQUISITION THRESHOLD (SAT) AUTHORITY: FAR 13.106-
1(b)(1)
1. Contracting activity/agency.
Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division 2, Branch 5 in support of the Alaska Regional Office of the Office of Aviation Services (OAS).
2. Description of supplies or services required to meet agency needs.
The Office of Aviation Services (OAS) requires a new, Lycoming O-360-C1G Engine with zero total time for utilization on a Top Cub aircraft. The estimated cost of this required engine is .
3. Identification of the single source to be solicited.

4. Reason for Authority Cited
The Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available IAW FAR 13.106-1(b)(1)(i). The time for delivery for a new engine from the manufacturer is currently scheduled to exceed 18 months on OAS orders. Cub Crafters, Inc is the only vendor that is “reasonably available” because there are no other retailers that offer this product with a suitable lead time. There is an unusual and compelling urgency that precludes full and open competition, and the delay of the award would seriously impact the Government and critical mission of OAS.
5. Rationale.
The Office of Aviation Services (OAS) requires a new, Lycoming O360-C1G Engine with zero total time for utilization on a Top Cub aircraft. The engine is needed to maintain fleet status and efficiency and, therefore, it is essential to the mission of OAS to acquire this product in a timely manner. No other brand of engine will satisfy this requirement.
The engine manufacturing supply chain is continuing to encounter excessive lead times due to essential parts being unavailable. Lead times for new engine purchases currently in progress from the manufacturer by the customer have taken over a year for delivery and are not expected for at least another six months. The extreme lead times for new engines will lead to government owned aircraft becoming ineffective and unable to perform essential functions.
This engine was purchased by the vendor for a project of their own, but, due to a change, the engine is no longer needed. Due to the customer’s outstanding relationship with suppliers and past performance history, this engine is available for OAS to purchase with minimal lead time.
The Lycoming O-360-C1G is approved by the Federal Aviation Administration (FAA) and able to be installed on Top Cub aircraft per their Type Certificate or appropriately altered condition. A Type Certificate is issued to signify the airworthiness of an aircraft manufactured to design or “type.” The Type Certificate reflects a determination made by the FAA that the aircraft is manufactured according to an approved design, and that the design ensures compliance with airworthiness requirements. The certificate is issued by the FAA, and once issued the design cannot be changed without a Supplemental Type Certificate (STC). The vendor, Cub Crafters, Inc., is the original Type Certificate holder of the aircraft this engine will be utilized on.
6. Market Research.
Recent orders of items with identical NAICS and PSC codes were reviewed.
Knowledgeable government personnel from OAS were consulted about this need.
OAS personnel have an extensive knowledge on this particular item and the market conditions in their region.
Mandatory sources were reviewed to include GSAAdvantage. GSA does not provide this specific product. Other mandatory sources included in FAR Part 8 do not provide this item. Market research found this acquisition will be a sole source brand name request. The time for delivery for a new engine from the manufacturer is currently scheduled to exceed 18 months on OAS orders. Cub Crafters, Inc is the only vendor that is “reasonably available” because there are no other retailers that offer this product with a suitable lead time.
Cub Crafters, Inc. has an active registration in SAM and is a small business under NAICS code 336411, which has the same size standard as this requirement.
A Notice of Intent to Award Sole Source will be posted to the governmentwide point of entry, SAM.gov, for 10 days to allow businesses that believe they have the capability to fulfill this requirement the opportunity to respond.
Under the authority of FAR 13.106-1(b)(1), the undersigned hereby determine the circumstances of this contract action deem only one source is reasonably available as supported herein.
