About this file

This justification document outlines a sole source award for survey services to support the Medallia customer satisfaction platform. The Department of Housing and Urban Development requires specialized knowledge of the Medallia platform to conduct required training and support for this call order. While two contractors hold the parent multiple award blanket purchase agreement for survey services, only Booz Allen Hamilton lists Medallia on its price list and has expertise in supporting the platform's functionalities and maintaining the software. Transitioning to another vendor would require significant time and costs for training and transition that could impact continuous services. The contracting officer determined prices to be fair and reasonable based on existing blanket purchase agreement rates that were awarded under GSA schedules, and that this sole source award represents the best value. Subsequent call orders will be evaluated for additional competition on a case-by-case basis.

4. The authority and supporting rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.

Under the authority of FAR 8.405-6(a)(1)(i)B - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

BAH is one of the two contractors awarded under the Survey Services multiple award BPA that has the specialized knowledge to support the Medallia platform and conduct the required training for this call order requirement. The other contractor, Carahsoft does not have this specialized platform listed on their BPA price list, the labor associated in supporting customer satisfaction requirements, and the specific functionalities to maintain Medallia platform within their BPA.

As stated above, BAH cannot be replaced with Carahsoft. If BAH were to be replaced by another vendor with similar capabilities as BAH, this would be considered a cost prohibitive solution as it would require a significant investment in training and product transition. Transitioning would also cause timing delays as re-training and re-work would be necessary and required. Due to Carahsoft not having the Medallia product and the expertise to support Medallia on their BPA, this would result in a new product being utilized and in a learning curve, this would potentially impact continuous services beneficial to the Government.

The Medallia platform has been in place with HUD for over five years. If HUD doesn’t use Medallia, they would incur not only additional costs to transition the product

, and time for the transition (estimated 90 calendar days), but they would also need to pay for training on the replacement. As a result, it is in the Government’s best interest and more reasonable to use what is already in place.

5.A determination by the ordering activity contracting officer that the order represents the best value consistent with 8.404(d).

The Contracting Officer determines that the anticipated prices will be reasonable since this call order will be awarded utilizing rates awarded on an existing BPA that was awarded based on GSA Schedules. In accordance with FAR 8.404(d), GSA has already determined the rates under Schedule contracts to be fair and reasonable. As a result, the awarding Contracting Officer determined the BPA rates reasonable at the time of the BPA award. Additional discounts will be sought in the solicitation. Prior to award, the Contracting Officer will make a determination that the anticipated rates represent the best value and is in the best interest of the Government to make award. The Contracting Officer will conduct a price evaluation utilizing the IGE, BPA pricing, and GSA Schedule pricing. Therefore, the Contracting Officer determines that the anticipated prices will be reasonable based on the proposed price evaluation.

6. A description of the market research conducted among schedule holders and the results, or a statement of the reason market research was not conducted.

Market research was conducted at time of award of the parent BPA. It occurred for this requirement within 18 months and is still considered current in accordance with FAR 10.002.

The Market Research Report (MRR) is located in the shared drive under Booz Allen Hamilton parent BPA 140D0423A0044 folder. The MRR was approved and signed on June 14, 2022. The CO reviewed BAH’s GSA Schedule BPA pricing list and the GSA website to make sure the schedule rates are still applicable. Additional market research has not been conducted for this call order as this requirement will be a limited source due to utilization of a brand name software platform limitation. A notice of intent to sole source will be posted on SAM.gov in accordance with the requirements under FAR 8.405-6 and FAR 5.301.

7. Any other facts supporting the justification.

There are no other facts not already provided to support this action.

8. A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.

Subsequent call orders shall be evaluated for additional sources on a case-by-case basis. The Contracting Officer will continue to look for opportunities to compete its call orders with the other BPA holders for Survey Services as future requirements for enhancements become known.
