BRAND NAME JUSTIFICATION AND APPROVAL FOR ACQUISITION UNDER THE SIMPLIFIED

ACQUISITION THRESHOLD

1. Contracting Agency and Activity. The Department of the Interior, United States Geological Survey, Reston Acquisitions Branch, Reston, VA, plans to contract on a brand name basis. This document sets forth the justification and approval as required by FAR 13.106.

2. Nature of Action Being Approved. The USGS – Woods Hole Coastal & Marine Science Center

(WHCMSC) requests a new brand name procurement of a Teledyne RESON SEABAT Integrated Dual Head

(IDH) sonar processor (topside controller) and associated hardware for an existing RESON SEABAT dual head installation which includes the RESON Normalized Backscatter option. This requirement is for a firm-fixed price award with no option years required.

3. Description of Supplies or Services. Teledyne RESON offers a rack-mounted sonar processor (topside controller) for their SEABAT T20-P multibeam echo sounder system which is contained in one rack-mount unit. The RESON Normalized Backscatter option is an add-on to the IDH sonar processor.

The Integrated Dual Head sonar processor must meet the following minimum requirements and be able to operate the system described below:

IDH sonar processor:

Reson SEABAT T20-P with 25 meter cables

Multi-frequency capability, 200-400 kHz

0.5 – 2.0 degree transmit and receive beamwidth capability Real time, user selectable (on-the-fly) frequency selection from 200-400 kHz 1024 formed beams at all frequencies Real-time roll stabilization Full time-series backscatter output Raw water column output (compressed or full scale) Portable system, easily integrated in small-boat operations Real time (on-the-fly) swath coverage 10 to 140 degrees or higher

License bundle including: Normalized Backscatter option.

2 full days of installation and operational training.

Standard licensing agreement (SLA) for the T20-P IDH sonar processor.

SLA Backup Supplement SB T20-P which includes the IDH sonar processor.

4. Estimated Dollar Value. The estimated dollar value is $81,698.00.

5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of

FAR 13.106-1(b)(1) “Only One Source Reasonable Available”.

6. Rationale Supporting Use of Citation in No. 5. As indicated in section 3, the USGS already owns Teledyne RESON equipment. This single controller will expand the capabilities of the upgraded SEABAT T20-P dual-head system that was purchased by the USGS WHCMSC in fiscal 2016, Award G16PX01224, valued at $158,048.00. Purchasing additional equipment of the same brand name product will enable WHMCSC personnel to operate a dual head SEABAT T20-P multibeam echo sounder using the RESON IDH sonar processor during field programs. Currently, two separate sonar processors are required to operate the dual head system, and each sonar processor alone is larger than the newer integrated dual head (IDH) sonar processor. Field programs starting in fiscal 2022 and beyond would benefit greatly from this new IDH sonar processor for this dual head installation as this unit would reduce space requirements for the hardware topside on ships of opportunity and small boats by more than 50 percent that utilize our dual head T20-P system. Additionally, and more importantly, the IDH would allow for data collected by this dual-head system to be saved into a single file, rather than two separate data files using the two sonar processors required to run the system. Collection of bathymetry and backscatter data, when coupled with an understanding of sub-surface geology, is fundamental to USGS research and provides a framework for addressing coastal erosion, coastal evolution, shoreline/coastal response to large-scale storm systems, offshore resources, and sediment transport studies. The normalized backscatter option, which is an add-on to the IDH sonar processor, will help our technicians balance any differences noted in the backscatter data between the two sonar heads. This is very important for helping the scientists working with this type of data to interpret it properly given the guidelines of a particular funded project.

Competition will be sought among resellers. No other brand can provide compatibility to existing Government inventory.

7. Other Information. N/A

8. The Efforts to Identify Additional Sources Including the Market Research Conducted. Market research indicates no other manufacturer can provide a compatible piece of equipment as noted in paragraph 6. Market research also indicates competition is available and will be sough among resellers.

9. Actions to Overcome Barriers to Competition. The Government will compete this requirement among vendors who can provide Teledyne RESON SEABAT T20-P brand name products. Future requirements for same/similar items, including when this equipment reaches end of useful life, will undergo market research and be competed to the maximum extent practical.

10. Recommendation and Certification from Program Office

Based on the above, I recommend this acquisition be conducted on a sole source basis and certify that the above statements are true and correct.
