(UNDER SAT)

JOINT ADMINISTRATIVE OPERATIONS

Acquisitions Operations

Pursuant to FAR subpart 13.106-1(b)(1)(i) and (ii), for purchases not exceeding the Simplified Acquisition Threshold (SAT), Contracting Officers may solicit from only one source if the circumstances deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

The US Fish and Wildlife Service, Togiak National Wildlife Refuge, has a need for Honda Pioneer 700-4 side by side UTV for transporting refuge employees from Quinhagak, AK to the remote local village 4.5 miles away.

There is currently not a transport on site with the ability to haul 3 passengers at a time. There is on a one passenger ATV for hauling and moving personnel. The ATV will also be used to launch the refuge boat. Due to the remoteness in Quinhagak, AK, and the ferry schedules, the ATV needs to be purchased at a local dealer (Alaska Cycle Center), that has the ATV in stock to be delivered by Ferry to Quinhagak, AK

There are three Honda Dealers in the region that were contacted, and Alaska Cycle Center was the only response that would have the ATV in time to make the ferry schedule for delivery.

Other actions taken to locate other capable sources or brands were not used do to the limited servicing brands at the remote station location. Quinhagak has very limited resources with parts, preventive maintenance services, and warranty services. Honda is the most readily available parts and it is compatible with other equipment at the location. Choosing another brand would cause increased time for getting parts to the site.

The location of the Togiak, AK NWR and Quinhagak make it difficult to receive parts in a timely manner. Honda Pioneer 700-4 is the desired make and model. The local dealership only sells and services Honda ATV's and UTV's. Quinhagak is the most remote village in our Refuge and having local dealerships available enables us to have the equipment serviced and maintained to the up most industry safety standards.

Location, restricted competition, and nonavailability of other brands is the bases for the proposed contractors qualifications.

Purchasing from this dealer would save time, by not waiting for weeks on getting a replacement parts, and money due to the high cost of shipping parts to the remote station.

Alaska Cycle Center is a certified Honda Dealer.
