About this file

This single source justification document requests 25 acoustic/internal temperature tags from Innovasea to track translocated Spring-run Chinook salmon in the San Joaquin River Basin. The Lodi Fish and Wildlife Service Office requires the tags by the end of fiscal year 2023 to use in conjunction with receivers already owned and operated with the California Department of Fish and Wildlife. Innovasea is identified as the only manufacturer of tags in the proper size and dimensions that can communicate with the existing receiver array. No other sources are reasonably available due to the need for continuity of long-term research and to avoid additional costs associated with a new receiver system. The contracting officer anticipates the price will be determined fair and reasonable upon receipt of a quote.

The related federal contract opportunity is a limited/sole source justification solicitation from the Department of the Interior Fish and Wildlife Service for acoustic tags for Spring-run Chinook salmon in the Lodi area of California. Innovasea is identified as the incumbent based on previous research projects.

Text3: No other entity exists that manufacturers or distributes 69 kHz (V9T-2x-BLU-1) acoustic/internal temperature tags that are the proper size and dimesions, or communicate with our preexisting acoustic receiver array (VR2W) Recievers. Innovasea is the sole proprietor of this technology.
Text2: The LFWO and California Department of Fish and Wildlife (CDFW) has been implanting Spring-run Chinook Salmon with acoustic/internal temperature tags (V9T-2x-BLU-1) and monitoring their migration and internal temperatures with an array of acoustic receiver s(VR2W) from Innovasea since 2016. Innovasea is the manufacturer of these acoustic/internal temperature tags(25 V9T-2x-BLU-1) that are used by the LFWO and CDFW for the SJRRP. No other acoustic tags (V9T-2x-BLU-1) that are the correct weight and dimensions from any other manufacturer can communicate or be used with receivers that are already owned and operated by LFWO or CDFW in the San Joaquin Basin. Switching to another manufacturer of acoustic tags would be cost prohibitive and add undue costs for purchasing a whole new array of receivers for LFWO and CDFW.
Text1: The Lodi US Fish and Wildlife Service Office(LFWO), 850 South Guild Ave Suite 105 Lodi, CA 95240, has a required need for 25 acoustic/ internal temperature tags (25 V9T-2x-BLU-1). These items will be used to track trans-located Spring-run Chinook in the San Joaquin River Basin. Items need to be delivered to the LFWO San Joaquin River Resotration Program (SJRRP) prior to the end the the 2023 Fiscal Year.
Text4: Innovasea technology is being used throughout the San Joaquin River Basin and Central Valley as the only option for tagging and tracking adult Spring-run Chinook Salmon for this type of long-term research. These types of acoustic/ internal temperature tags (V9T-2x-BLU-1) are already being utilized by the LFWO and CDFW as part of reintroduction and research for the SJRRP. These tags are proprietary. They cannot be substituted by any another equipment while maintaining continuity of monitoring and avoid expense to the USFWS and our CDFW collaborators.
Text6: The contracting officer anticipates that the price will be fair and reasonable based off comparison of proposed cost to those of recent awards to be conducted upon receipt of a quote and prior to award.
