| Text3: The Service has determined that no other vendor in Selawik, Alaska, can perform all the elements necessary to meet the project requirements. The Selawik NWR and the FHR Branch have extensive experience working in the Selawik area and has no knowledge of other potential vendors in the vicinity of the Selawik River Inconnu resource that have the capacity or ability of fulfilling the requirements of the position. The services being rendered are considered to be available from only one source due to the source having unsolicited research that demonstrates a unique capability for the source to provide the logistical services required. Additionally a delay in award of a contract would result in the service missing a critical window of opportunity to the success of the project because at no other time of the year are Selawik River Inconnu congregated in a manner for sampling that will produce the data required for a successful project. |

| Text1: The U.S. Fish and Wildlife Service (Service) seeks for the Native Village of Selawik, a Federally Recognized Tribe, to provide personnel and logistical support for the 2023 (with 2024 as an option year) Inconnu age study to support the following research objective: |
1. Collect Inconnu age structure and abundance data from male Inconnu from the Selawik River spawning population.
This activity will be performed for the Service’s, Northern Alaska Fish and Wildlife Field Office, Fisheries and Habitat Restoration (FHR) Branch from 28 August 2023 – 6 October 2023 and 28 August 2024 – 6 October 2024 (option year 1). The Service is responsible for managing subsistence fishing on Federal conservation units. In 1980, Congress recognized the importance of Inconnu by naming the species specifically for conservation in the Alaska National Interest Lands Conservation Act (ANILCA) (U.S. Fish and Wildlife Service 1993). Congress, in ANILCA, mandated that “Inconnu” be maintained in their natural diversity and that opportunities for subsistence use be maintained as consistent with other purposes of the Selawik NWR. As a part of the management operations the Service conducts investigations about distribution, abundance and life history of Inconnu and other fish species. This information is important to help determine the Selawik Inconnu population structure and abundance. The Service provides this information to the Selawik NWR, the Native Village of Selawik, and federal fishery managers in the form of progress and final reports produced by the FHR Branch.
Contracting with the Native Village of Selawik will benefit the Government in all phases of the Inconnu age and abundance project and will result in the Services ability to better interact with the local community and provide relevant information about an important subsistence species on the Selawik River. The Village of Selawik is encompassed by the Selawik NWR.
The Native Village of Selawik currently has persons with experience and local knowledge of the Selawik Lake and Selawik River navigation in the project area and skills for correctly identifying Inconnu, collecting detailed fisheries biological information as well as traveling and navigating in harsh weather conditions. It is an economic advantage to the Government to work with Native Village of Selawik. This will result in reduced time learning the geography and travel logistics in the Selawik Lake and Selawik River area, will benefit from local logistics resources, and be a safer project as it will occur in conditions that demand local knowledge of travel and survival techniques.

The author of this justification has spent considerable time in Selawik in the past several years and has personal knowledge of the situation. For reasons explained above, non-local sources are not available or capable of providing the service needed in a functional and cost effective manner because there would be an immediate greater logistical and monetary burden to the government to accomplish the same work and would be less reliable by lack of transportation resources, geographic familiarity, and unique navigation details of the Selawik River. | |

Text5: The Native Village of Selawik has boat, personnel resources, and fish preservation skills uniquely suited to the objectives of identifying Inonnnu spawning area and timing that are critical to the success of the project and have performed the duties in past projects. The Native Village of Selawik's resources present the most efficient means of providing support to the USFWS. By comparison, other entities outside of Selawik would immediately be a greater logistical and monetary burden to the government to accomplish the same work and would be less reliable by lack of transportation resources, geographic familiarity, and unique navigation details of the Selawik River.
