| Agency Requirement: The objective of this contract is to acquire the highly specialized, technical capabilities of Real Time Research, Inc. (RTR) to assist the Arcata Fish and Wildlife Office (AFWO) FAC Program in conducting specific aspects of scientific studies intended to describe and quantify the abundance, survival, and mortality of anadromous salmonids in the Klamath Basin. Work specified under this contract is segregated into four distinct tasks, the completion of each will provide the scientific basis and required data necessary to complete a large-scale, basin-wide synthesis of physical and biological metrics affecting salmon production in the Klamath/Trinity basin. |
| Circumstances: The justification supporting RTR as the sole source to complete the work specified in the statement of work is based on the following factors: 1) AFWO has worked extensively with RTR in the past under a contract provided with Service funding through the National Fish and Wildlife Foundation (NFWF), 2) RTR has previously assisted AFWO in successfully developing an improved technical report template with integrated styles in Microsoft Word, 3) RTR has previously provided technical editing and report formatting assistance to AFWO and as a result, already has an extensive working knowledge of Service and AFWO reporting requirements, 4) RTR previously assisted AFWO in successfully conducting statistical analyses associated with its juvenile outmigration trapping data, was the collaborating partner on the development of novel statistical methods for estimating juvenile outmigration abundance, and provided highly-technical statistical computing services to other AFWO FAC projects, and 5) as a result of #4, RTR has intimate knowledge of many of AFWO's ongoing projects and data products including the outmigrant trapping MS Access database, having maintained a copy in their office as part of a previous award granted through NFWF, and 6) RTR is uniquely qualified to develop and provide field-oriented software and ruggedized data collection instrumentation that incorporates remote real-time data acquisition (e.g., Passive Integrated Transponder (PIT) tags) capabilities that are linked to an web-accessible, cloud-based database and data system meeting federal open source standards and security requirements. These factors eliminate the time required for a new contractor to familiarize with AFWO projects, datasets, protocols, and reporting requirements and formats. Additionally, this provides a tremendous reduction in the time that would be required by AFWO staff to familiarize a new contractor with the above factors and transmit pertinent data files and systems. These savings in time and effort on behalf of the contractor and AFWO staff will result in significant savings to the overall cost of this contract. |
| Other Capable Sources: No other contractors possess the highly unique set of skills, qualifications, demonstrated past experience and familiarity with AFWO's complex juvenile outmigration datasets and working knowledge of AFWO trapping and reporting and formatting requirements. More specifically, RTR services include the unique combination of credentialed and highly-sophisticated statistical expertise with modern database programming acumen and demonstrated scientific writing skills. Further, RTR's proprietary database systems are unique in that they incorporate field-based instrumentation and automated PIT tag reading and recording capabilities within an open-source and web-based platform. | |
| Barriers: The cost and the amount of AFWO staff time that would be required to get a new contractor up-to-speed with the tasks required are prohibitive. This is particularly true under the current operational challenges posed by the on-going COVID-19 pandemic. | |
