About this file
This single source justification document proposes procuring Motus-enabled battery powered tags from Cellular Telemetry Technology (CTT) on a sole source basis. The tags are needed to assess the capabilities and cost effectiveness of the Motus system for providing detailed data to support annual life-cycle modeling of American black ducks and other eastern waterfowl species. CTT is recommended as the sole source as their tags are FCC certified, whereas a similar product from competitor LOTEK is not FCC certified. Prior use of CTT tags by colleagues was satisfactory. The contracting officer certifies that CTT's anticipated costs will be considered fair and reasonable based on restricted competition and commercial price lists. The related federal contract opportunity notice indicates the Department of the Interior Fish and Wildlife Service's intent to award this sole source contract for the tags to CTT.

Contracting Officer
| Text3: LOTEK produces similar units. | |
| Text2: I submitted an IRTM purchase request and IRTM telemetry frequency request, and IRTM telemetry project approval request. Initial equipment purchase request was for LOTEK equipment but the quest was denied because the LOTEK equipment is not FCC certified. Cellular Telemetry Technology is the only other company that makes the necessary equipment and has FCC certification. | |
| Text1: Motus-enabled battery powered tags are needed for an assessment of the capabilities and cost effectiveness of the Motus system to provide detailed data, including annual and seasonal survival probabilities, non-harvest mortality probability, and transition probabilities to support annual life-cycle modeling. Annual life-cycle models are necessary to guide both habitat and harvest management of American black ducks and other eastern waterfowl species. | |
| Text4: Was granted approval to purchase the CTT units based on the capability of the units and the fact they are FCC certified whereas similar product by a competing company are not FCC certified. | |
| Text6: (Include a statement by the contracting officer that the anticipated cost will be considered fair and reasonable and provide the basis used for this determination. Examples may include the results of the restricted competition, comparison of proposed costs/prices with costs/prices for similar supplies or services, commercial price lists, prior acquisition history, etc.) | |
