SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD (SAT)

1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, Office of the Solicitor (SOL).

2. Description of supplies or services required to meet agency needs. This requirement is for automated access to the Office of Natural Resources Revenue (ONRR) Decisions for a total of 60 users. This database is to provide all published Westlaw Decisions from the Bureau of Indian Affairs (BIA), Mineral Management Services (MMS), and ONRR in one complete database dating back to Volume 1 (1943). The requirement is for a single purchase order for a total period of performance of five (5) years which includes a base and four (4) one year option periods. The total estimated dollar value is

Market research has indicated there are no commercial products or services

Decisions within its primary law resources. Westlaw confirmed in writing they are the sole provided which includes their exclusive content, features, and services outlined within the requirement. Any other legal research provided can begin adding any decisions that will be issued in the future; however, there is not currently the ability to secure the full record of all decisions issued for the last 51 years.
