1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
An Electrical Contractor was needed to diagnose and repair a partial power outage in all buildings Fort Wadsworth buildings south of the Verrazano Bridge. The area is serviced by 3 phase power and one phase dropped. This led to breaker panels having 50 volts on one leg and 120 volts on the second leg. As a result, HVAC systems on the down leg would not operate.
The work performed will not exceed $12,000.

Explain:
At approximately 2000 hours on December 25, 2022, a loss of power was reported in multiple government housing units at Fort Wadsworth. The descriptions received described flickering lights, loss of heat in the units and full circuits without power while the circuit breakers were in the on position. These descriptions were consistent with power distribution phase interruption. The Facilities Manager contacted a Wright’s Electrical to diagnose the specific system failure. The contractor arrived at Fort Wadsworth at 2310 hours and began trouble shooting the power distribution system. After inspecting 2 distribution switches, the pole switch at McLean Avenue was diagnosed with a blown 200e fuse.
The issue was impacting 44 USCG housing units, 16 NPS housing units, the US Army Reserve Center, The Navy Lodge, a sanitary lift station, exterior lighting, and Facilities Management buildings for USCG and NPS. Attempts were made to reconfigure the individual electrical panels in the housing units to enable the heating systems, but the existing wiring of the panels made this option impossible. Neither NPS nor USCG was in possession of the equipment needed to supply temporary power at the housing units.
Due to sub-freezing temperatures forecast to continue through the upcoming 36 hours the decision was made to replace the fuse the next morning at 0800 hours on December 26, 2022.
These circumstances represent an unusual and compelling urgency as outlined in FAR 6.302-2. The government could not leave USCG and NPS tenants in units without heat during the period of sub-freezing temperatures. Had the repair not moved forward immediately, it would have been necessary to provide alternate lodging at the expense of the Government.
Due to the temperatures remaining below freezing for another 36 hours, not repairing the electrical distribution immediately would have caused significant property damage due to frozen plumbing systems in housing and operations facilities.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:
Market Research could not be conducted due to the urgent and compelling circumstances described in section 2 above.
Wright’s Electric has performed work at GATE in the past. In June 2022, Wright’s was the only responding contractor for a 4160 high voltage transformer service at Fort Wadsworth.
Wright’s was the low bid for feeder cable and fuse replacement at STIS necessary to energize the street lights at Fort Wadsworth.
