Justification for Other than Full and Open Competition

Bureau of Land Management

FAR 13.106-1(b)(1) Simplified Acquisitions

PR 40495922

(Emergency COVID19 Cleaning at Ukiah Field Office non-UHV Sites/Locations)

1. Identification of the agency and the contracting office.

Bureau of Land Management

Ukiah Field Office

Ashley Poggio as Contracting Officer Representative (COR

2. Description of supply or service required to meet the agency’s needs.

Emergency cleanings of facilities are required at the locations identified on the attached maps in the PWS.

This is due to the outbreak of the COVID-19 pandemic, during which field staff at the Ukiah

Field Office have been unable to service the sites.

The sites are still getting heavy use by the public, which has created a need for cleanings despite closures and inability of government employees themselves to do the cleanings.

The work includes trash pickup/disposal services and spraying/disinfecting facilities themselves.

See the PWS for details.

3. The rationale or circumstances for limiting competition.

This is a clear case of, and the appropriate time to use, "unusual and compelling urgency"

IAW FAR 6.302-2 Unusual and compelling urgency.

This is also a temporary contract that will be replaced by a contract for regular cleaning for at least one year, and up to five years total, which will go through the regular channels for full and open competition.

4. A description of the Market Research (MR) conducted and the results or a statement of the reason MR was not conducted.

The COR contacted a known, reliable, local, and small business and determined pricing for toilet and sink units.

See A14 files for more details.

5. Price estimate, including all options, if applicable.

Approximately $4,000 per month for up to six months (NTE ~$16,000 total)

For at least July and August, and September (~$8,000 total)

Option to extend for September and October, as-needed
