JUSTIFICATION FOR

OTHER THAN FULL AND OPEN COMPETITION AUTHORITY:

FAR 6.302, 41 U.S.C. 253(c)

D17PX00289

Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by FAR 6.3 and in accordance with the requirements by FAR 6.303-1, the justification for the use of the statutory authority under FAR 6.3 is justified by the following facts and rationale required under FAR 6.303-2 as follows:

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Justification for other than full and open competition.”

This document is a justification for other than full and open competition for the Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division 5 Branch 1 on behalf of the DOI, Office of Law Enforcement and Security (OLES), 1849 C Street NW, Washington, DC 20240.

2. Nature and/or description of the action being approved.

The purpose of this action is to secure services to complete two security sweeps in the Main Interior Building in Washington, DC that will be completed over the course of a one-year period on a sole source basis. This action replaces services that would have been otherwise provided via Option Period 4 under Purchase Order Number D17PX00289 with a period of performance of 09/01/2021 to 08/31/2022.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).

The U.S. Department of the Interior, Office of Law Enforcement and Security (OLES) Victim Assistance Program (DVAP) requires security sweeps to be conducted at the Main Interior Building (MIB) in various sensitive areas to detect any potentially hostile/unauthorized monitoring technologies.

4. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.

procurement action will be limited in time to one year, and it is anticipated that a new competitive procurement action via the 8(a) Program will be sought to meet the needs of this requirement after the expiration of this award.

8. Any other facts supporting the use of other than full and open competition;

9. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.

10. A statement of any actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

When this contract is officially expired the agency anticipates completing a full and open competition via the 8(a) Program for a new contract if services are still required by the program office.

11. Contracting officer certification that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief.
