Justification for Other than Full and Open Competition Bureau of Land Management

FAR 8.405 - Federal Supply Schedules Follow-on Services Below SAT <250k

40648333 – FY24 SATRAD

1. Identification of the agency and the contracting activity.

Bureau of Land Management, (BLM), California State Office (CASO), Division of Support Services – Telecommunications.

2. Description of supply or service required to meet the agency’s needs:

Base year plus two option years for below listed services:

1. Unlimited PTT Satellite (12 Months Service)

2. GPS Tracking (12 Months Service)

3. Unlimited Push-To-Talk IP (12 Months Service)

3. The rationale or circumstances for limiting competition.

This is for the purchase of follow-on services for 43 radios purchased in Fiscal Year (FY) 2023 via Task Order No. 140L1223F0008 issued against GSA Schedule Contract No.47QTCA22D004K.

These services must continue for the existing devices already purchased from Skymira to continue communications between the Federal Interagency Communications Center (FICC) Dispatch Center and BLM Law Enforcement Officers throughout CA.

This is for extending service on equipment already purchases and installed in government owned vehicles. The FY2023 purchase of equipment also had one year of service, which is set to expire on 27 April 2024. New service will start on 28 April 2024. No break in service continuity is allowed due to the extreme importance and public safety roles.

4. A description of the Market Research (MR) conducted and the results or a statement of the reason MR was not conducted.

Market research conducted concluded that the service for our owned equipment is proprietary to Skymira.

5. Price estimate, including all options, if applicable.

Base Year: 12 months (28 Ap 2024 – 27 Apr 2025): Based on GSA pricing $67,814.40.

Option Year 1: 12 months (28 Ap 2024 – 27 Apr 2025): Based on GSA pricing $67,814.40 Option Year 2: 12 months (28 Ap 2024 – 27 Apr 2025): Based on GSA pricing $67,814.40 Total Estimated Value of Task Order: $203,443.20
