INTERIOR BUSINESS CENTER

Washington, DC 20240

SOLE SOURCE JUSTIFICATION

SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL ITEMS

AUTHORITY: FAR 13.501(a), 41 U.S.C. 1901

PR/SOL/CONTRACT # 140D0422R0041

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Sole Source Justification.”

This document is a sole source justification for the Department of the Interior, Interior Business Center, Acquisition Services Directorate, on behalf of the Bureau of Land Management (BLM) Pacific Northwest Region.

2. Nature and/or description of the action being approved.

BLM requires a new Indefinite Delivery Indefinite Quantity (IDIQ) contract to replace an expiring IDIQ. To meet this requirement, the Government will award an IDIQ with a Base Year and four (4) One-year options to Mason, Bruce & Girard (MB&G) to provide these services for a total of five years (if all options are exercised).

3. A description of supplies or services required to meet the agency’s needs (including the estimated value).

The proposed action is a requirement for the BLM Pacific Northwest Region’s need to incorporate revisions to existing growth and yield curves and the Woodstock models on a sole source basis for the BLM. The existing models were prepared for the Proposed Resource Management plan - Final Environmental Impact Statement (FEIS) for the Resource Management Plans for Western Oregon Coos Bay, Eugene, Medford, Roseburg and Salem Districts, and the Klamath Falls Field Office of the Lakeview District. These models were developed by MB&G under separate contract award as part of the FEIS from 2013 thru 2016. This effort is currently supported by an IDIQ contract previously awarded by the BLM’s procurement office in Portland, OR. The ordering period for this contract expires July 31, 2022 with no further option periods available. The objective of this current acquisition is to award a replacement IDIQ for Woodstock model updates as needed by the BLM. The contractor will provide professional service expertise to tailor the BLM’s Geographic information System (GIS) and forest inventory data for use in models, executing models and deliverables, and assist with interpreting results. In general, the phases of the vegetation modeling are:

Growth and yield curve development

Model development, including modeling outputs for QA

Running the model to project inputs, outputs, and costs

imperative that these services are continued. The BLM program office reviewed all known vendors that provide forest and vegetation model updates and forecasts and determined that MB&G has the requisite experience working on projects directly applicable to the Governments requirement and is the only qualified and capable source for the requirement, processes, and data involved. Market research indicates that MB&G is the only source capable of performing these services in order for BLM to have continued support for this critical function.

9. Any other facts supporting the use of other than full and open competition, such as:

10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.
