Planet Labs Earth Observation Solutions Services BPA AUTHORITY: FAR 8.405-6 and 40 U.S.C 501

This acquisition is conducted under the authority of the Multiple Award Schedule Program.

1. Identification of the agency and contracting activity, and specific identification of the document as a “Limited-Sources Justification.”

2. Nature and/or description of the action being approved.

This is a limited source justification for a new requirement to establish a Blanket Purchase Agreement (BPA) for Earth Observation Solution Services to purchase remote sensing data products manufactured by Planed Labs, Inc (Planet Labs) that are available on General Service Administration (GSA) Federal Supply Schedule (FSS). The Bureaus in the Department of the Interior (DOI) rely heavily on remote sensing data to accomplish their land management, earth science, and natural resource mission critical tasks. Over the last 2 years the DOI Bureaus have acquired remote sensing data from Planet Labs with over 12 stand-alone purchase orders. The demand for this service is anticipated to increase among DOI Bureaus, since increased field activities that will use imagery in place of unmanned aircraft systems (UAS) imagery due to the continuing grounding of the UAS due to security concerns. The award of a DOI-wide BPA would centralize and streamline the ordering process, which will greatly reduce the administrative costs associated with the acquisition process, as well as potentially offer a deeper discount than the Bureaus could individually receive. Planet Labs has no authorized resellers and the specific requirement can be met only through the purchase directly from Planet Labs based on the market research.
