About this file

This document is a sole source justification for law enforcement support services in Southern Nevada. The Bureau of Land Management Southern Nevada District Office requires specialized law enforcement services to assist in administering and regulating public land use. Services include enforcing state and local laws on BLM-managed lands within Clark County to ensure protection of persons and property. The Las Vegas Metropolitan Police Department is identified as the sole source provider given its authority and ability to enforce laws on public lands as the local law enforcement agency, equipped with necessary communications and staffing. The services exceed $150,000 and thus require a justification under FAR Subpart 13.5 for a sole source award to the LVMPD. No other factors were cited in the justification.

This document sets forth the justification and approval as required by 13.106-1(b)(1) & (2).

C nt t ng g y d v ty.

The Department of the Interior, Bureau of Land Management (BLM), Southern Nevada District Office, Zone 3 Law Enforcement Office (NVS01000) requests the BLM Nevada State Contracting Office, to contract on a sole source basis for Law Enforcement Support Services.

2 e t

The BLM Southern Nevada State Office has a requirement for specialized law enforcement services as needed to assist the BLM, Southern Nevada District Office (SNDO) in the administration and regulation of the use and occupancy of the public lands.

The BLM SNDO requires specialized law enforcement support to provide for public health and safety and efficient law enforcement response to significant incidents on public land. The services requested by the BLM are of an extraordinary nature outside the scope of normal and routine law enforcement activities on the public lands. The high volume of visitation from visitors who reside outside of the county represents a major impact to the local law

The services required are those that only a local law enforcement agency can provide. The Las Vegas Metropolitan Police Department (LVMPD) is an independent agency and a joint city-county police force for the City of Las Vegas and Clark County, Nevada. The services are to enforce the civil and criminal laws of the State of Nevada on the public lands, waters, roads, trails, and property administered by the BLM within Clark County, Nevada. This enforcement is necessary to ensure the protection of persons and property on the public lands.

The NV BLM proposes a firm fixed price sole source award with the LVMPD in Las Vegas, Nevada.

BLM administered lands in Southern Nevada experience an extremely high volume of activity. The Red Rock Canyon National Conservation Area (which receives several million visitors each year primarily from outside of Southern Nevada) and Sloan Canyon National Conservation Areas see high volumes of visitation. The extreme nature of the location and environment on public lands in Southern Nevada, incidents on public lands requiring specialized law enforcement services and exceeds the normal operations of local law enforcement. An adequate law enforcement presence is imperative to ensure public safety and resource protection on the public lands.

BLM does not have the sufficient staff to allow for BLM Law Enforcement Officers (LEOs) to adequately support the area, the number of visitors, and the protection needed for the people and property on the BLM managed public lands. LVMPD will assist BLM in providing qualified staff and equipment for additional support to enforce the state and local laws to ensure the protection of persons and property on public lands.

As stated above, the services required are those that only a local law enforcement agency can provide. The LVMPD is an independent agency and a joint city-county police force for the City of Las Vegas and Clark County, Nevada.

The LVMPD has the authority required to enforce the civil and criminal laws of the State of Nevada, including county ordinances applicable to the public lands, waters, roads, trails, and property administered by the BLM.

There are no other law enforcement agencies able to fulfill the requirements in the statement of work. LVMPD possesses the necessary radio communications system and staffing levels to provide patrol coverage in the area, as well as access to the local jail facility. The BLM and/or other federal agencies cannot fulfill this request due to staffing shortages and large patrol areas.
