About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for a sole-source purchase order for a 1-year factory service plan and recalibration of a Thermo Scientific XRF device. The Bureau of Land Management (BLM) Anchorage Field Office is the contracting activity. The Thermo Scientific Analytical Instruments, Inc. is the only vendor that can factory certify the XRF device without voiding the warranty. The service plan, priced at $4,650, covers all Tier 1 & 2 repairs, 50% discount on Tier 3 repairs, and a 50% discount on a service loaner. The statutory authority cited for the sole-source award is 41 U.S.C. 253(c)(1) and FAR 13.106-1(b)(1)(i). The contracting officer determined the pricing to be fair and reasonable based on commercial market prices.
