SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL ITEMS

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Sole Source Justification.”
This document is a sole source justification for the Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division 2, Branch 1,
2. Nature and/or description of the action being approved.
This acquisition is for a new requirement. This sole source justification is to award a sole source contract to Idemia for its Automated Fingerprint Identification System (AFIS) which is a specialized fingerprint database software package that will replace an aging system currently used by the at two undisclosed sites.
3. A description of supplies or services required to meet the agency’s needs (including the estimated value).
to replace and support the current software for their systems. This software will replace the software currently operated at one of their offsite locations. The need is to have a local database, as well as a classified isolated network, . Items include back-end hardware, front-end hardware, software licenses, maintenance for three years , and the software support also known as Evergreen.

The Contract Specialist reviewed the mandatory sources under FAR Part 8.4 to determine if this requirement could be fulfilled under AbilityOne and decided that the required supplies are highly specialized equipment use for AFIS. The same decision was applied for Federal Prison Industries.
The Contract Specialist also researched GSA Multiple Award Schedule (GSA) 541519 – Other Computer Related Services and found no other vendors who offer an AFIS solution . A search on the Small Business Administration’s Dynamic Small Business Search showed that no small businesses can provide such a specialized AFIS system.
Market research was conducted by both and AQD. Market Research indicated that Idemia NSS solution is the only product capable of meeting this requirement. Therefore, a sole source award to Idemia (NSS) is in the best interest of the government.
9. Any other facts supporting the use of other than full and open competition, such as:

10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.
To date no other sources have expressed interest in writing in this acquisition." This is evidenced by no responses received to the NOI to Sole Source notice posted on SAM.gov on August 28, 2023. Refer to Section 6 of this justification for details.
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
This acquisition is a one-time purchase of an AFIS software product. No subsequent acquisitions are anticipated for this requirement.
