1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

White tailed deer reduction program necessary to facilitate Forest Restoration at Fire Island National Seashore. Estimated cost $60k

2. Sole Source Justification rationale (Check one and explain below):

___X___ FAR 6.302-5, Authorized or required by Statute, FAR 19.1506 - WOSB sole-source award

This is a highly specialized field and multiple sources in this field of work don’t exist.

Field Engine Wildlife Research and Management LLC, a Women-Owned Small Business (WOSB) under NAICS 114210, Hunting and Trapping, performed these services last year. They perform the services using high power, small caliber rifles with noise suppression. The technique using noise-suppression rifles is the best and safest way for the FIIS to reach the desired number of deer with minimal noise disruption to the nearby residential communities. These noise-suppression rifles are more accurate and humane. They also have the appropriate equipment capable of traversing the unique terrain on Fire Island (beach driving), which allows for quick and effective means of pursuing, hunting and capturing the deer, thus more quickly completing the project.

Field Engine Wildlife Research is capable both technically and in terms of past performance in similar projects to successfully meet this project need.

3. Market Research.

The Market Research performed included queries in GSA, with zero results. Previous contracts were also researched for this same work at Fire Island National Seashore. Field Engine Wildlife Research and Management LLC performed these services last year on PO 140P4521P9954. USDA had a previous contract for this work, but the results weren’t acceptable as they did not meet the contract requirements.

A search in the Dynamic Small Business Search Database for locations Delaware, Connecticut, Maine, New York, New Jersey, Maine, New Hampshire and Vermont of Certified Woman Owned Small Business was executed and the only vendor is Field Engine Wildlife Management and Research LLC. The WOSB NAICS set aside list includes NAICS 114210 which makes this requirement a viable candidate to

Last updated 6/2/2016 be set aside IAW FAR 19.1506 and competition limited based on FAR 6.302-5. The search results are documented in the contract file at Tabs A13. The Market Research Report is filed at Tab A 14. It is determined that Field Engine Wildlife Research and Management LLC is the only WOSB source available and qualified to perform this requirement. This award will credit the DOI Woman Owned Small Business goal or CY 2023 of 5% of prime contracts.

Field Engine Wildlife Research and Management LLC has a current SAM registration UEI VDK2AE3MU6L5 valid through May 22, 2023 and is deemed a responsible contractor. Additional verification required prior to award.

4. The contracting officer certifies:

a. Only one source is available.

b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
