JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION

for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR

Part 2) UP TO SAT (See FAR 13.106-1)

Date: _______8/31/2022_________________

PR Number: ___40577131______________________

1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):

Provide & install TG7LVF02 Telguard LTE Commercial Fire Alarm Communicator, TG-PEM Telguard Power & Expansion Module Accessory for the TG-7 Series and ALL ancillary material as needed to install the dialers; (13) fire alarm panels and monitoring system, and (15) Intrusion Alarm Panels and monitoring systems. Work will be completed at two park units. The estimated cost is $28,170.00

2. Sole Source Justification rationale (Check one and explain below):

______ Only one responsible source.

______ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.

______ Other ______________Brand Name _______________________________________

Explain:

This is a Park Priority 1 project. It will replace critical fire & security infrastructure at Hampton NHS and Fort Mc Henry NM & HS. Both site copper phone line is no longer supported by the phone company, and many are causing false alarms or not calling out to our central dispatch as required. This could cause a catastrophic lost to the resource. Without having proper working fire alarms and intrusion alarms critical response times are diminished. The installation of the cellular dialers will ensure proper communications between the alarm panels and the NPS dispatch center. The new fiber optic line that is installed by the service provider does not work with any of the parks alarm panels. This is a Nation-wide problem at many parks. Almost all parks are turning to Cellular dialers.

Working with our current Fire and Intrusion Alarm Service and it has been determined Cellular Dialers are the best and only option in our parks. Also consulting with NPS Dispatch and Alarms Coordinator at National Capital Area Communications Center, this brand of Cell Dialers intergrades and works well with their systems. Numerous parks have turned to this brand with stellar results.

Research was conducted for potential solutions including discussions with Russell Quandt, MSL

Dispatcher and Alarms Coordinator National Capital Area Communications Center russell_quandt@nps.gov, NERO1 Structural Fire Manager, Vince Esposito and R1 Physical Security Specialist Alan Saperstein and several of our fire & intrusion alarm service contractors. All have the same positive conclusion and experience with the Telguard System. They state this system is the only system that is compatible with the variety of our 36 systems we have in the parks. Telguard also boast they work with almost all panels manufactured today.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:

Market research was conducted by using the Acquisition Gateways SBA websites and contacting other contracting officers for like projects within the region. Anthony Troxel, Clinton Burkholder, and Jim King. Tony and Clint have accepted numerous Telguard systems in the past and are the point of contacts for Harpers Ferry and Monocacy Battlefield, respectively.

4. If this is a determination for sole source, the contracting officer certifies:

a. Only one source is available, or urgent and compelling circumstances exist.

b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
